- Summary/Abstract:The main goal of the report is an attempt to redefine the concepts of liberal democracy and market economy/capitalism, which are losing real meaning in Western countries in a changing world, when the USA is gradually losing its role as a world hegemon in parallel with the decline of Western liberal/neoliberal hegemony. I will try to justify two statements regarding the movement of the political and economic system in Western countries: a) from a liberal-democratic to a more oligarchic political system and b) from a capitalist market economy to neoliberal capitalism/globalism. I will use two main research methods: world-systems analysis (Im. Wallerstein) and a political-economic approach (within a nation-state).

The responses to the 2008 global financial and economic crisis, which led to inequality, unemployment, and precarious work, undermine trust and strengthen support for radical alternatives. Empirical analysis shows a stable negative correlation between subjective social status and voting for radical parties. Coordinated autocratic networks use financial flows, energy dependencies, disinformation, and the “capture” of elites to accelerate institutional erosion. The report seeks options for redemocratization through organized resistance by citizens, civil society, the media, and the judiciary, as well as through the establishment of a transparent global financial system.

- Summary/Abstract:The report highlights and emphasizes the systemic manifestations of various institutional deficits and conflicts in the Bulgarian democracy. They give rise to crisis processes that permanently delegitimize and discredit the parliamentary regime of government. The thesis is defended that institutional conflicts and crises are the result both of the loss of public support and legitimacy, and of an internal process of delegitimization of the institutions themselves caused by their actions and relationships.

- Summary/Abstract:For decades, democracy has been established as the most accepted form of government. However, its upward development and sustainability have proven to be a challenge, as democratic enthusiasm after the fall of the Berlin Wall has faced a number of challenges from objective reality. Even in established democracies, citizens have become increasingly passive, and power has been concentrated in the hands of a limited circle of rulers. In addition, it turns out that democratic development follows a different logic in each society. The above cannot be explained solely through institutional models, which is why the theory of political culture offers a deeper understanding. In this sense, the present study aims to identify the digital dimensions of political culture by examining the objects of political orientation defined by G. Almond and S. Verba in “Civic Culture” (1963). The results show that all these objects already have their digital dimensions, and this requires upgrading the research tools with appropriate indicators for studying political culture in the conditions of digitalization.

- Summary/Abstract:The article seeks a conceptual solution to the problem posed in its title through a conscious and deliberate choice to synthesize Mincho Semov’s understanding of the political process in the consequences of its third direction as a starting point and Blagovest Georgiev’s understanding of the geopolitical imperative. In presenting Georgiev’s views, emphasis is placed on the self-justification of the state from the point of view of its own interests, which results in practical models of its domestic and foreign policy. This leads to the fundamental orientation of raison d’Etat towards security and the search for relevant means to realize its geopolitical imperative. These means, fundamentally derived by Fritz Kremer, are of fundamental methodological importance for understanding the geopolitical dimensions of the relationship between domestic and foreign policy. The presentation of this synthesis of ideas by Semov and Georgiev provides an answer to the problem we have posed.

- Summary/Abstract:The article presents the “value triangle of society” as an index for measuring political risk through its social dimensions (SDPR). The model approaches political risk systemically—through its impact on individuals and society as a whole, rather than solely on business. The triangle consists of three vertices: power, money, and freedom, whose proportions determine the type of political system—democratic, authoritarian, or totalitarian. Four SDPR dimensions are identified: “entitled rights,” “life chances,” “unity/disunity,” and “trust/distrust,” each measured through specific factors on a scale from 0 to 10. By averaging the results and normalizing them to 180°, the angles of the triangle are calculated. The proposed material refines and further develops the formula for the political risk index introduced in the book Political Risk in Society, offering a clearer and more applicable analytical tool for comparing social systems. Applied in reverse, the model makes it possible to identify which factors need improvement in order to shift the balance between power, money, and freedom—for example, moving a system from authoritarianism toward a higher degree of democracy.

- Summary/Abstract:The report traces the development of political concepts for cultural and historical heritage in the political agenda of Bulgaria since the Liberation until today. The applied research method is literary analysis. The analyzed literary sources represent a research corpus of cultural policy in our country. The policy for cultural and historical heritage is an integral part of state policy in the field of culture and due to this circumstance, most of the theoretical literature on the issue is focused on cultural policy. A substantive analysis and evaluation of the concepts have not been made, because the goal is to bring out the pillars in the construction of a working concept for the cultural and historical heritage of Bulgaria, as they are presented in the reviewed literature.

- Summary/Abstract:This report examines the crisis of party-ideological representation in the context of the liberal order after the so-called “end of history” formulated by F. Fukuyama. The presentation is structured in three parts: 1) Theoretical framework of the problem; 2) Crisis of parliamentary representation after 1990. Social faults; 3) Parliamentary fragmentation (current European examples). The main conclusion is drawn in the conclusion that the crisis of political representation is not a temporary phenomenon, but a structural result of globalization under American (Western) hegemony, accompanied by growing economic inequality and cultural fragmentation in post-democratic societies.

- Summary/Abstract:The article traces the social and politico-economic consequences of the industrial encouragement legislation in Bulgaria. Based on unpublished archival primary sources concerning the preparation of 1928 Law for the Encouragement of Local Industry, it was established that the stratum of industrial entrepreneurs became more active and categorically defended its interests before the state authorities. In general, they presented them as national, but in certain cases, they sought to restrict some local industrialists in favor of others. Representatives of various handicrafts felt faced with unfair competition and neglected by the state authorities. Thus, the tension between industrialists and craftsmen intensified. The preparation, adoption and implementation of the 1928 industry encouragement law of increased the importance of the political elite in the country. It imposed itself as a distributor of privileges, and industrial entrepreneurs had to contact its representatives. Thus, in practice, national unity was undermined by economic nationalism.

- Summary/Abstract:The article is dedicated to the leading populist radical right (PRR) party in the country, Vazrazhdane. The first part highlights the specific patriotism and Euroscepticism of the formation compared to other political forces in the 51st National Assembly. Compared to Velichie and MECH, in my opinion, the anti-Atlanticism of Vazrazhdane is more categorical. The second part examines the emergence, development, reasons for the relative success and trends describing Vazrazhdane. I show the similarities and differences of the new crop of PRR formations with Ataka. In the conclusion, I focus on the factors that may influence the niche of populist, right-wing, Eurosceptic parties in Bulgaria. This work is based on analysis of party documents, messages and political behavior of Vazrazhdane, as well as a secondary analysis of empirical sociological data.

- Summary/Abstract:Over the past two decades, populism has become one of the most discussed challenges to liberal democracy. It thrives on polarization, distrust of elites, and the opposition of the “pure people” against the “corrupt elite” (Mudde, 2017). At the same time, some democratic systems seem to be more resilient to populist waves. Among them, consociational democracy – defined by Arend Lijphart (1977) – represents an interesting case, as it is being tried in the Balkans. Consociational democracy is based on cooperation between elites, proportionality, and the inclusion of different segments of society in governance. This paper examines whether the consociational model can act as a barrier against populism based on examples from two Balkan consociations – North Macedonia and Bosnia and Herzegovina. Our main thesis is that while this model limits populist mobilization through inclusion and compromise, its elitist and overly institutionalized character can paradoxically fuel a populist backlash.

- Summary/Abstract:The report examines the persistence of contemporary populism through its relationship with new social cleavages. It argues that populism can no longer be explained only as a protest reaction against elites, economic insecurity, or perceived threats to cultural identity. Rather, it should be analysed as a form of political mobilisation that gains force at the intersection of three processes: the crisis of political representation, the restructuring of party competition around new social cleavages, and the transformation of the communication environment. The report traces how issues of belonging, borders, education, status, territorial marginalisation, climate transition, sovereignty, and geopolitical orientation give concrete political content to the classic populist opposition between “the people” and “the elite”. Populism is examined simultaneously as a symptom of representation gaps, as a mediating force that translates heterogeneous social tensions into a unified claim to responsive representation, and as an accelerator that moralises polarising conflicts and turns them into salient political identifications. In this sense, the relationship between populism and new cleavages is reciprocal: contemporary social cleavages provide populism with mobilisational resources, while populism condenses them, invests them with affective value, and turns them into recognisable lines of political identification.

- Summary/Abstract:The text focuses on various alternatives for winning the political independence of the Bulgarian people. Since the beginning of the 15th century the main issue for the Bulgarian society were the ways and means for the liberation of Bulgaria. In the nineteenth century, the problem was already being discussed with particular vigor because of the irreversible crisis that had engulfed the Ottoman Empire. On this basis, the question of what type of independence and statehood Bulgarian society should strive for was intensively raised and debated. Whether to an autonomous province, or a dualistic state on the example of Austria-Hungary, a federation or confederation like Switzerland, or a one-nation state like France, Italy, Germany.

- Summary/Abstract:The present paper examines the political discourse and rhetoric ofArgentine President Javier Milei in the period from his presidential campaign and the establishment of the political party La Libertad Avanza (2021) to the present (2025). The topic is highly relevant, as it reflects the emergence of a new political order and the consolidation of hybrid-radical models of governance that combine anti-system rhetoric, technopopulism, neoliberal populism, and a tendency toward delegative democracy. The study analyzes Milei’s main discursive and communicative strategies through which he constructs his public image as an anti-system yet charismatic leader who opposes the political “casta”, clearly delineates the “enemy” on both regional and global levels, and entirely rejects traditional norms of political ethics and morality. As a significant part of Argentina’s political history, and of the contemporary global context, the paper provides a historical and political framework of Argentine populism, tracing its evolution from Peronism through Kirchnerism to its modern manifestation in the governance of Javier Milei. Special attention is devoted to the president’s use of anti-peronist and anti-socialist discourse combined with economic radicalism and a cult of the free market. Within the broader populist framework, Milei’s politics can be defined as a form of neoliberal populism - a populism that defends the market rather than the people. The paper also analyzes Milei’s foreign policy orientations, notably his demonstrative pro-israeli and pro-american stance, his withdrawal from BRICS, and his distancing from the Paris Agreement and MERCOSUR, which together express a new kind of populist foreign-policy strategy. In conclusion, the study demonstrates that Javier Milei’s political communication represents a new form of leadership, in which extreme rhetoric and the symbolic dismantling of the old order function simultaneously as a means of legitimation and as a tool for consolidating power within the context of an eroding democracy.

- Summary/Abstract:The publication focuses on the relationship between the media and politics, which is increasingly developing a dependence on the “media logic”. The goal is to describe and trace the stages, to understand the effects of the processes of mediatized politics, which changes the public roles of journalists and politicians, creates a conflict environment of confrontation, sensationalism and spectacle. Examples from Bulgaria and the world are described. It is assumed that the results of these processes intensify the erosion of democracy, undermine trust in institutions and traditional authorities, and withdraw citizens from political processes.

- Summary/Abstract:This text provides general data on the scale of volunteering globally, as well as its presence in countries of the former socialist bloc. Our country has the lowest indicators for both participation and the volume of volunteer contributions. Volunteering is motivated by a multifaceted set of factors, but its weak development is partly due to the lack of clear and consistent support from the state. Despite the restoration of the civil sector in Bulgaria after 1989 and its increasingly visible presence in a number of public spheres, the regulation of one of its essential components – volunteering – has not yet been settled in our country. An analysis has been made of the draft laws on volunteering known as of autumn 2025 and their compliance with good European and global practices and standards.

Within the framework of European and national migration policies, the analysis argues for rethinking politics as a process of co-creating meaning rather than exercising unilateral power. Cultural mediation thus emerges as a bridge between individual experience and the public sphere, between human vulnerability and collective responsibility.

- Summary/Abstract:The present paper aims to offer a contemporary and reasoned explanation for the reciprocal dependency between political marketing, the media, public relations, and agenda-setting not only by the media but also by the public. An overview is offered of basic concepts and studies and that leads to an attempt to analyze and clarify these correlations. The main conclusion is that not only do the media influence public opinion, but nowadays ‘reverse agenda setting’ is also present — increasingly intense and subject to a growing number of factors. The paper is only a part of a large-scale study the authors aim to conduct.

- Summary/Abstract:This paper examines the emergence and consolidation of the term ‘deep state’ within Bulgarian political and media discourse. Theoretically, it explores the concept’s definitions and its origin in the Turkish ‘derin devlet’, as well as its ideological transformation in the U.S. context—especially during Donald Trump’s administration. Building on this background, the paper analyzes the introduction of the concept into Bulgaria after 2019 through media and political narratives that intertwine conspiracy and populist themes. It argues that the ‘deep state’ operates as a political metaphor and communicative tool through which ideas of power, dependency, and institutional opacity are constructed. The conclusion provides a sociological interpretation, focusing on the erosion of public trust, normalization of conspiratorial thinking, and its use as a resource for political legitimization.

- Summary/Abstract:This report examines the role of trade unions in Bulgaria as a key form of civic engagement and protection of social rights in the context of increasing political instability in recent years. In an environment marked by frequent changes of government, a fragmented political landscape, and socio-economic crises, trade organizations have established themselves as important mediators between the state, employers, and civil society. The report presents and analyzes specific examples of protests and strikes organized by CITUB, CL „Podkrepa“ and sectoral trade unions, particularly in response to growing social inequalities, inflation, the energy crisis, and labor law reforms. Emphasis is placed on the ability of trade unions not only to formulate demands for the protection of labor and social rights but also to mobilize broad public support, thereby becoming a vehicle for public opinion. The report further traces the interaction between trade union activities and broader civic initiatives, including protests and strikes, public campaigns, dialogue with institutions.

- Summary/Abstract:Paid childcare leave (maternity, paternity, and paid parental leave) is a key mechanism that provides parents (primarily mothers) with the opportunity to care for their children while temporarily interrupting their employment, with a guaranteed right to return to their workplace. The article presents an overview of the main principles in the policies of contemporary European societies regarding childcare leaves, as well as an analysis of data related to their utilization. Policies in European countries vary widely in terms of the regulation of access, duration, compensation, and flexibility in the use of paid childcare leave. These differences are determined by the cultural characteristics of societies, gender role models in the public and private spheres, public spending in support of families, the specifics of labor markets, employment and income levels, the availability of early childhood care services, and other factors. These characteristics also shape access and uptake levels among different social groups of parents, as well as the flexibility in how the leave is used.

- Summary/Abstract:This report is dedicated to the problems of regional political systems, in which the public sector-population-regional business relationship is formed. Thus, at the beginning, we focus on the political system at the regional level within the European Union as a union that is of essential importance for the implementation of regional development policies. The emphasis of the presentation is framed on the foundation of regional development policy, which is a combination of a series and measures of a diverse nature that are directly related to the problems of the population and their way of life at the regional and local levels. The path of support from the European Union is outlined, which through two approaches through several consecutive program periods of 7 years each impacts on the territories at the meso and micro levels. The regularities of regional development policy are revealed, an attempt is made to derive a methodological framework, as well as to bring programming and planning to the forefront in regional development. The relevant conclusions are drawn and future prospects for regional development in the context of globalization and regionalization are outlined.

- Summary/Abstract:The relationship between current global change and the Balkans, which are typically in a stable cycle of constantly recurring destabilization and restabilization of the region, is the topic of the study. The behaviour of the Balkan countries in the context of current geopolitical change is subject of analysis. The working hypothesis of the study states: The behaviour of each of the countries considered here and their foreign policy moves are viewed as conflitogenic which in the collective consciousness of the “other” provoke a sense of danger, which, in turn, triggers a reflex for self-protection in response. The conclusions of the research states: as a result of the “action-reaction” type of relationship, a destabilizing effect occurs that threatens regional security. Research methods: direct observations of socio-political life, observation of the political process, comparison, exploratory reading of official documents. The aim of this research was to product a usefully elaboration which would be helpful for current and future scientific research related to this issue.

Even though under certain circumstances, as seen in the case of the Gaza war, the highly personal style of diplomacy seems to be working somewhat fine for Trump, the article argues that with regard to the Ukrainian crisis in particular it is proving not to be effective and is unlikely to move the needle (at least on its own) in terms of resolving the conflict.

- Summary/Abstract:The US-EU Trade Agreement, announced in July 2025, should be considered a failure for the EU Commission’s negotiating team, since the economic benefits are one-sided in favor of the USA. Apart from the additional 15% ad-valorem duties for EU exports (with minor exceptions), the Agreement includes commitments on the part of EU for investments in the USA and purchases of energy products from the USA that total $1.35 trillion until the end of 2028. After the EU’s largely unsuccessful 18 packages of sanctions on the Russian Federation – and their negative side effect on EU’s economy, the Agreement with the US should be considered as the EU Commission’s new failure in responding to current geopolitical and economic challenges.

- Summary/Abstract:The report examines the transformation of the concept of sovereignty in the context of globalization, interdependence, and supranational forms of governance. The traditional understanding of sovereignty is no longer sufficient to explain the dynamics of interactions between states, societies, and individuals. The study connects these processes with Jordan Peterson’s ideas from his book “12 Rules for Life”, proposing an analogy between individual and state behavior. On this basis, the “Twelve Rules for State Behavior in International Relations in Search of an Antidote to Chaos” are formulated, promoting adaptability, meaningful cooperation, self-reflection, and the pursuit of order through conscious management of chaos. The report presents a model in which the international system evolves through a transition from chaos to order, from national to global cooperation. In conclusion, it emphasizes that the ability of states to understand and adapt their sovereignty is crucial for their political relevance and successful participation in the contemporary international environment.

- Summary/Abstract:In the context of the two anniversaries of the United Nations (UN) and the World Trade Organization (WTO), this paper aims to examine whether and how the intersection between international trade and sustainability is recognized in international organizations and multilateral forums. The results of the study are classified into two categories. The first examines five approaches, recognizing sustainability in the multilateral trading system. The second goes beyond the WTO and seeks cooperation between participants on the international level. Seven criteria are identified for comparing the characteristics of two initiatives of international organizations open to representatives of the international community.

- Summary/Abstract:The report analyzes the core international standards and mechanisms for the socialization and education of ethnic minorities, grounded in the principles of the Universal Declaration of Human Rights. Among the key international instruments, the International Covenant on Civil and Political Rights and the UN Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities stand out. At the regional level, the Council of Europe’s Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages also play a leading role. The protection of minorities is a key aspect of international human rights law and an important factor for democracy and social stability.

- Summary/Abstract:The main purpose of this report is to present an up-to-date “snapshot” of the state of professional field 3.3 “Political Sciences” in Bulgaria from the point of view of their institutional and thematic dimensions. First, the academic institutional framework of political science is outlined based on data in which universities in the country still have departments of political science and train political scientists. Political science is then placed in the context of its cognate higher education field 3. “Social, economic and legal sciences” to highlight important quantitative parameters. The second part of the report is devoted to an overview analysis of the research topics in three main categories: dissertations for the acquisition of the PhD degree; the habilitation theses and the dissertations for the acquisition of the scientific degree “Doctor of Sciences”. The analysis is based entirely on official data from the Register of Academic Staff administered by NACID.

- Summary/Abstract:In recent years, the central role of grand, paradigmatic theories in American International Relations (IR) theory has weakened, with the resulting vacuum rapidly filled predominantly by hypothesis-testing research lacking a solid theoretical foundation. Despite the emergence of a lively debate regarding the implications of this trend for the development of the discipline, few scholars have attempted to analyze it systematically. This study offers precisely such an analytical framework, based on the conceptual model developed by sociologist Richard Whitley. To interpret the observed transformation, three external factors are examined that contribute to the erosion of the “reputational autonomy” of American IR theory: the corporatization of American higher education; the sharp increase in access to research funding from the Pentagon and other defense-related agencies; and the enduring institutional embeddedness of American IR theory within the discipline of political science.

- Summary/Abstract:The dialogue between regional science and political sciences is traced from the mid-20th century to the present day. These processes are examined through the lens of the then-emerging field of regional studies and the establishment of regional science within the scope of the social sciences. The historical path of the regional scientific community from its formation to the present is outlined. This period went through various stages of convergence and divergence from political sciences. The recognition of the need for interdisciplinary interaction, the ruptures, successes, and prospects for a more in-depth partnership are highlighted. The paper raises questions that are rarely discussed in political sciences. Among regional scholars, the problem is more familiar, but in Bulgaria, it has not been subject to analysis by the regional research community. The goal is to support the debate on common fields of interest between the two scientific communities.

- Summary/Abstract:The aim of the report is to present an up to date perusal - of several key European and national political values (in the Bulgarian Civic Education textbooks for grades 11 and 12) - in the era of transition from a unipolar to a multipolar world. Its main thesis is that the processes (economic, political and socio-cultural) in today’s turbulent world have a high impact on what is happening in the European Union and Bulgaria, as a member state, which in turn reflects on the curriculum content of the subject “Civic Education” in 11th and 12th grade in Bulgarian secondary school. In our report we will defend our thesis through a parallel between key national and European values. The main method we will use is a method of analysis.

- Summary/Abstract:The article examines the role of the STEAM approach (Science, Technology, Engineering, Arts, Mathematics) in political science education, emphasizing the need to integrate art into scientific disciplines. The authors argue that traditional pedagogical methods are no longer effective in the context of digitization and the Fourth Industrial Revolution. The STEAM approach fosters not only cognitive but also emotional skills—empathy, creativity, and emotional intelligence— which are crucial in an automated society. As a case study, the performance art piece “Antiperformance” is analyzed, which functions as an educational scenario incorporating all components of STEAM. Through it, abstract political science concepts such as power, capitalism, and personality are transformed into experiential learning, deepening students’ understanding and engagement. Art is presented as a “laboratory of ideas,” where social and political concepts are tested. The article calls for the modernization of university curricula through an interdisciplinary, experience-oriented approach.
