Summary/Abstract: This report is dedicated to the problems of regional political systems, in which the public sector-population-regional business relationship is formed. Thus, at the beginning, we focus on the political system at the regional level within the European Union as a union that is of essential importance for the implementation of regional development policies. The emphasis of the presentation is framed on the foundation of regional development policy, which is a combination of a series and measures of a diverse nature that are directly related to the problems of the population and their way of life at the regional and local levels. The path of support from the European Union is outlined, which through two approaches through several consecutive program periods of 7 years each impacts on the territories at the meso and micro levels. The regularities of regional development policy are revealed, an attempt is made to derive a methodological framework, as well as to bring programming and planning to the forefront in regional development. The relevant conclusions are drawn and future prospects for regional development in the context of globalization and regionalization are outlined.
