Summary/Abstract: The report traces the transformation of the political elite governing the institutions of the European Union. The author examines the current topic of the technocratic nature of European politicians and the retreat from the democratic values of the Union. Along with this, references are made to the reasonable accusation that the European technocracy exhibits a syndrome of transformation into a kakistocracy. A general comparative analysis is made between the current political leaders of the EU with those from the recent and more distant past, and the corresponding leadership deficits are outlined.
