Summary/Abstract: The report analyzes the core international standards and mechanisms for the socialization and education of ethnic minorities, grounded in the principles of the Universal Declaration of Human Rights. Among the key international instruments, the International Covenant on Civil and Political Rights and the UN Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities stand out. At the regional level, the Council of Europe’s Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages also play a leading role. The protection of minorities is a key aspect of international human rights law and an important factor for democracy and social stability.
