Summary/Abstract: The article “From Bureaucratic to Entrepreneurial Culture: Managerial Dilemmas in Bulgaria’s Public Sector” explores the transition of Bulgarian public administration from a traditional bureaucratic model to an entrepreneurial culture focused on innovation, results, and public value. The study aims to identify key managerial dilemmas and propose strategies for sustainable cultural transformation. Using an analytical-comparative approach, it emphasizes leadership, organizational learning, digitalization, and institutional support as critical enablers. Findings indicate that the transition can be achieved through an evolutionary transformation of bureaucracy, where initiative and trust become the foundation of effective governance and adaptive public management.
