Summary/Abstract: The economic and financial crises, pandemics, wars and conflicts have exacerbated long-standing economic and social problems in Europe and in the world. They have had a significant negative impact on the economic growth, the trade, the employment, the financial system, the environment and the human well-being. The adverse economic and social effects and risks for the European and global economy will continue in the coming years. The need for innovative and long-term solutions to economic and social problems and rethinking and changing the existing models for socio-economic development has come to the fore. On 12th May 2023, the New Bulgarian University hosted the International Conference “The Economy of the 21st Century: Crises, Transformations, Sustainability”, organized by the Department of Economics jointly with the Union of Economists in Bulgaria. More than eighty researchers and representatives of universities and research institutions from Bulgaria, France, Luxembourg, Georgia, Romania, China and Lebanon participated in the event. The main topics discussed were: the challenges to the green and energy transition, as well as the labor market in the EU, the problems of the European monetary and economic integration, the digitalization of economies, the circular economy and new business models, the risks and opportunities to the financial sector, the modern trends in marketing, tourism, accounting, insurance and controlling. The proceedings of the international conference “The Economy of the 21st Century: Crises, Transformations, Sustainability” is an interesting, up-to-date and comprehensive work dedicated to the individual branches of economic science and taking into account the novelties in the modern world related to the transformation of the monetary and financial system, marketing and strategic corporate policy, global transformation and the green transition, finance and accounting. The research issues concerned have been on the agenda of regional, national and global organizations.

- Summary/Abstract:The paper examines the importance of the flexibility of labour markets in the building up of the Economic and Monetary Union (EMU) of the EU and the challenges for Bulgaria in preparation to join the Eurozone. The thesis is formulated for the preservation in the EU of the direct dependence of the flexibility of the labour markets on the national choice of the Eurozone member countries in the progress in the evolution of the concept of the flexibility of the labour markets in the EU, including the new directions of its application in the economic management of the Union. Lessons are drawn for Bulgaria, taking into account the active policies of the labour markets of the Baltic countries as members of the EMU. It is emphasized that the policy of flexibility and security of the labour markets occupies an important place in the process of the economic transformation in the EU towards a new paradigm of development and growth, which will strengthen further the competition between the member states in the application of approaches and measures for the flexibility of the labour markets as buffers of the shocks and risks accompanying modern economies. It has been proven that the liberalization reforms in the EU27 in favor of the flexibility of the labour markets have contributed to the structural adjustment of the national economies and the growth of employment.

- Summary/Abstract:With climate change concerns, Green bonds seem to be the key variable of the sustainable development. The European Commission (EC) has attempted to define European Green Bond standards in order to provide a legal framework for the development of Green Bonds (GB) in Europe. Unfortunately, until now, standards are still in the making and the definitive taxonomy version will probably be ready soon in order to optimally orient the traditional finance towards the sustainable finance. Green bonds are important innovations of the financial landscape and they may be a solution to tackle climate change and environmental issues. Given the recent availability of Green Bonds databases and the difficulties to provide reliable definitions in this field, only few empirical studies attempt to capture the nature of the Green Bonds. Currently, the time series of GB start in 2013 to end in 2020. This is a quite small sample to provide robust and consistent econometric results but the database can be used for statistical purposes.

- Summary/Abstract:Our paper sets out to present the case of “One Health” as a sectoral innovation policy in a middle-income country: Cameroon. Public innovation policies, interpreted in the broad sense, are not a “luxury” in middle-income countries and are particularly legitimate, driving economic growth and the inclusion of populations. In the case of Cameroon, analysis in terms of the National Innovation System (NIS) demonstrates its difficulties in systematic construction on the national territory. We must therefore seek sectoral momentum to show the effects of “One Health” and its dissemination within the country. Defined as an integrated approach to health in multiple aspects, “One Health” is above all a tool to be taken into account in formulating agricultural and food sectoral innovation policies. Nevertheless, its implementation remains complex in the context of Cameroon, despite the obvious interest it requires and its integration into the country’s national strategy.

- Summary/Abstract:The European Green Deal aims to protect, maintain and improve the European Union’s natural capital, as well as protecting citizens from environmental risks and related impacts. Romania is committed to preventing and combating climate change and aims to reduce carbon emissions, although our country already has one of the lowest emission rates in the European Union. - Summary/Abstract:This comprehensive study explores the relationship between renewable energy share (RES), national expenditure on environmental protection (NEEP), and energy import dependency (EID) in the EU27, Bulgaria, and Romania. Using quantitative analysis of Eurostat data, the research establishes a significant inverse correlation between RES and EID in Bulgaria and Romania. On the other hand, the relationship between RES and EID in the EU27 was found statistically insignificant. Furthermore, the correlation between NEEP and EID varied among regions, with a significant positive linear relationship in the EU27 but not in Bulgaria and Romania. The findings highlight the diverse influences of renewable energy and environmental expenditures on energy import dependence.

- Summary/Abstract:Mainstream explanations argue that the Lebanese currency crisis is rooted in public debt and balance of payments deficits. This paper is less concerned with the causes of the crisis as much as it raises the problem of adverse relationships between institutions of money creation and destruction. The analysis builds on the theoretical approach of mimetic rivalries. It aims to study the sensitivity of solvency constraints to explain asymmetric relationships. The applied case of Lebanon shows two relevant results asymmetric relationships between economic agents and top-down dynamics of money creation and destruction. These findings imply an institutional model of extractive economic policy dominated by strategies of vindication and rivalry.

- Summary/Abstract:The existing structure and functioning of the global monetary system have been challenged by the onset of the global financial crisis in 2008, and the Covid-19 pandemic as well as by the war between Russia and Ukraine. - Summary/Abstract:The main purpose of this paper is to study the impact of public spending financed by central and local government budgets on economic growth. The methods used are descriptive and comparative analysis of the main indicators of government spending and investment activity. Correlation and regression analysis of panel data is applied to estimate the effects of public investment on economic growth in nine countries located in Southeast Europe (SEE), namely Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Montenegro, Romania, Serbia, and North Macedonia. The study covers the period 2010 – 2021. The results show cyclical dynamics of government spending and great heterogeneity in the size of the public sector as a percentage of gross domestic product (GDP). At the same time, the correlation and regression analyses indicate a negative impact of total government expenditure and government consumption on the growth rate, while the effects of public investment at both central and local levels of government are negative but not statistically significant. These findings suggest low efficiency of public spending. The main conclusion is that public investment is not an effective tool for fiscal impact on the economic development in the nine selected SEE countries.

They all strive hard to satisfy needs, meet demands, fulfill desires and cover interests of their customers, citizens and societies offering and supply them with goods and utilities primarily by direct or indirect payment model. The macromarketing segment of the marketing science is implementing through States and supranational institutions and organizations. Both segments are frequently in deep contradictions due to the private and general interests.

A multitude of factors are involved in the purchase process. The demographic variables (sex, age, way of living and social status) are one of the starting points influencing on the consumer behavior. In the report, based on the data of the National Statistical Institute of Bulgaria about the number of the population of Bulgaria, the changes in the demographic structure of the particular groups ofconsumers (the generations Baby Boomers, X, Y, Z and Alpha) are brough out. The inferred trends help the trade and marketing managers in taking of strategic decisions about the choice of communication channel and sale of the different generations of consumers.

- Summary/Abstract:Externalization of activities in the global value chains (GVCs) is a relatively new research issue in the domain of international business. This corresponds to the role of factoryless goods producing firms (FGPs) in GVCs. The aim of the present paper is to analyze how FGPs’ profitability is affected, facing challenges in line with cost optimization, given the recent economic turbulence. Based on the examples of lead firms in buyerdriven GVCs, a major finding is the FGPs’ gross margin is slightly affected by the COVID-19 pandemic, nor is a case of an upside change during the subsequent period of economic recovery.

The desired effect of the presented platform architecture‘ s functioning is to build a stable interaction between students and the business. Through the results of solved tasks, a knowledge base will be built to enhance the level of educational courses in university disciplines.

- Summary/Abstract:Along with changes in multilateral trade regulation at the global level over the past decades, many of the bilateral and multilateral preferential and free trade arrangements of some of the world‘s largest players have been transformed, perhaps most notably the change in EU trade policy. The EU‘s competitiveness is declining, squeezed by American and Asian competition. For years, a number of researchers have questioned whether there is an implicit impulse for protectionism hidden behind the tariff and non-tariff liberalization clauses put forward in all new EU agreements, as well as in the Union‘s participation in various formats of multilateral trade negotiations. On the other hand, the introduction of protectionist measures implemented by many countries around the world is increasingly being observed – not only hidden (in the area of non-tariff restrictions), but also direct (tariffs introduced after the Global financial crisis by Russia, Ukraine, Ecuador; EU, Brazil, India, Turkey, Vietnam, etc.; the US trade „war“, etc.). Even before Covid (in the end of 2019), the EU‘s market access database recorded 438 active trade and investment barriers in 58 third countries. This record value, together with the increasing duration of a number of barriers, is indicative not only of increasing protectionism, but also of the fact that protectionism is becoming structurally embedded in the Union‘s trade relations with many partners. In order to summarize and clarify these trends in the development and restructuring of the global trade system and the EU‘s place in it, the paper first examines the pre-pandemic trade barriers vis-à-vis the EU, and then assesses the „new framework“ of bilateral and multilateral preferential trade agreements in the EU trade policy.

- Summary/Abstract:Sustainable Development, as defined in the UN Commission on Environment and Development Report “Our Common Future”, has established a global normative (paradigmatic) socio-political and economic model for development. It is based on a complex approach to the crises and transformations of societies within a new planetary paradigm, called by the authors “From One Earth to One World”. Annual UN reports and numerous scientific and expert studies show that despite the stated political will of countries and businesses to follow this model, the results are unsatisfactory. A number of researchers have proposed updating the model in the context of the unfulfilled hopes of radical change since the late 20th century. Such is Kate Raworth‘s Doughnut Economics model, which challenges the neoclassical economic mainstream and offers an alternative for the thriving development of societies and economies of the 21st century, aimed not at growth and the size of GDP; but at the well-being of people and society. The article examines Raworth‘s model in conjunction with the classical concept of Sustainable Development, and assesses its relevance in the context of planetary challenges at the beginning of the new millennium.

- Summary/Abstract:This paper presents the output of an assessment of the monetary effects, driven by the processes of integration between the countries from Europe over the recent two decades. The subject of the analysis is value added of 25 European countries, including Bulgaria, and its redistribution because of labour and capital income flows across national borders during the period of 2000–2021. In addition, processes of income and wealth redistribution, driven by the European Union’s budget and policies aimed to alleviate some of the real integration effects are under discussion. The scope of the analysis does not focus on the public policies aimed to foster the economic integration, but on their effects over the economic outcomes.

- Summary/Abstract:The text looks for relationship between an ESG index or selected ESG indicators on the one hand, and the GDP and economic growth of EU countries – on the other. Openly available data is used, including from Eurostat and the World Bank, modeled with ordinary least squares regression and time series linear regression. The results show that is difficult to demonstrate this relationship with these data. A discussion is made on the availability and quality of data and on the modeling of the effects of ESG indicators on processes of interest for research. An analogy is made between analyzes at the company level and at the level of national economies.

- Summary/Abstract:Many scientists across the world are currently focusing their efforts on containing the Covid-19 pandemic. There are various means to do that, and they are mainly medical and aimed at the health infrastructure and the health system as a whole. At the same time, it should be borne in mind that health infrastructure has not only a direct effect on the management of the pandemic, but moreover, it also has an impact on the competitiveness of economies. Improving or deteriorating health infrastructure has a positive or negative impact on national competitiveness, respectively. Linked to this is also the argument supported in this paper. The target of this study is the level of competitiveness, and its subject matter is the way in which the health infrastructure affects the competitiveness in the terms of a pandemic. It is aimed at studying a number of economies and to identify the impact of the relevant health infrastructures on one of the most important economic indicators such as competitiveness.

- Summary/Abstract:This report analyzes the EU Sustainable Finance Disclosure Regulation (SFDR) with a specific focus on two primary objectives. On the one hand, it analyzes the main features of the SFDR and, on the other, assesses whether the new regulatory framework has the potential to harmonize sustainability-related disclosure rules as well as financial products and their distribution channels across Member States. The present study undertakes an analysis of the Sustainable Finance Action Plan (SFAP), the Taxonomy Regulation, and the significance of dependable sustainability- related corporate data. The report presents a scholarly evaluation of the implementation of the recently introduced regulatory framework. It sheds light on the difficulties, effects, and possibilities that financial market participants may encounter while incorporating sustainable financial practices in the European Union.

- Summary/Abstract:Under today‘s socio-economic conditions, the financial sustainability of enterprises emerges as an ever deepening problem. It is known from the theory and practice of economic analysis that there are possibilities for forecasting the financial sustainability. One of these possibilities is the application of specialized (analytical) models constructed through discriminant analysis. The specific features of a given business environment necessitate not only the use of existing models, but also the construction of new analytical models. The indicated need is the main reason why in the present paper emphasis is placed on the consideration of a methodology for constructing analytical models for assessing the financial sustainability of enterprises.

- Summary/Abstract:The report elaborates the specific operation of life insurance companies in a high-risk environment which leads to the formation of specific objects of accounting reporting, analysis and auditing. The purpose is to introduce and analyze some specific issues of operation and accounting activity of life insurance companies which shall contribute to the correct collection, management, investment and spending of the funds in the life insurance cash capital and to compliance with the accounting principle „Going Concern“. The presented study can also be used in conducting various types of financial audits – internal audits carried out by the internal management structures of life insurance companies; independent financial audit carried out by chartered accountants, registered auditors and external audit carried out by the state insurance supervisory authority and by other state authorities in relation to the taxation of the activities of life insurance companies.

- Summary/Abstract:The era of discretionary disclosure of sustainability information is coming to an end. The adoption of Directive (EU) 2022/2464 of the European Parliament and of the Council of 14.12. 2022, expanded the scope of companies that are demanded to disclose sustainability information. The aim of this paper is to explore the role of management accountants in providing sustainability information. The analysis reveals that opinions on the matter are contrasting. The article sustains the crucial role of management accountants, defined by and realised through their ability to apply specific instruments to create and process different types of sustainability information and their knowledge of its interpretation.

- Summary/Abstract:The essence of control is considered by many authors, primarily as a function of management and as a feedback link in the system of management carried out by the state or the owner. It appeared with the earliest human consciousness, as from the very beginning, human society was aware of the necessary need for control, which is constantly developing and improving until today. Control should be seen as control and regulation in social governance, where both subjects and objects of control actually reside and constitute it in the form of various operating and working systems. In addition to being a function of management, control must also be seen as a public attitude, or as control of society, which leads to the confirmation of socially accepted norms and rules of behavior, to an impact on the behavior of individuals. Unlike control, the concept of controlling arose much later, in the late 19th and early 20th centuries in the United States, which was caused by the increase in the scale of enterprises and their complex internal and external environment. Controlling and its development are the result of the growing needs for improvement of management functions in organizations, in the conditions of a dynamically changing environment. Controlling unites the achievements of economic analysis, planning, management reporting and management in a single and comprehensive concept and is aimed at the future development and achievement of the goals of each organization. The concept of “controlling” can be defined as a conceptual-management system, oriented towards the future development of the organization and the achievement of its goals, and aimed at information-analytical and methodical provision of its management in the implementation and coordination of management functions, planning, regulation, motivation, control, accountability and information provision, supporting decision-making by management.

- Summary/Abstract:In the conditions of crisis, it is important to study the scale of the use of equity capital and the determination its share in total amount of the enterprise’s investments. The search for an answer to the question is not to be neglected: what should be the investment policy regarding the financing structure of the investment volume? Therefore, the goal of enterprise’s financial management is aimed at optimizing the ratio between the financing with internal and external financial resources, overcoming the negative consequences of the credit restriction and the increase in the interest rate. The implemented investment policy of financing with equity capital in the conditions of economic crisis is the surest protection for preserving the financial and the economic independence of the enterprise.

- Summary/Abstract:Fairness is a key criterion for assessing the qualities of taxes. Although it is more of a philosophical concept, fairness is analyzed in microeconomic tax theory because if taxpayers are aware that the taxes they owe are fair, they would pay them, and conversely, they would seek to avoid or reduce them. Because of this, since ancient times, arguments have been developed that prove their just character. These arguments later crystallize into (normative) systems of principles that set the rules that taxes must conform to – if these principles are met, taxes are fair. Such a system was proposed by the classic of political economy Adam Smith, which are known to this day. The question arises, whether and to what extent they are still relevant or have they depreciated over time?
