- Summary/Abstract:This article analyzes the process of modernizing human resource management (HRM) within the Romanian Court of Accounts (RCA), a key institution in the field of external public audit, in the context of the challenges posed by recent legislative and technological developments. It highlights the institutional reforms that have strengthened the efficiency, accountability, and transparency of the Court’s activities, as well as the importance of rigorous recruitment, adequate remuneration, and continuous professional development of the staff. The article proposes measures to improve human resource policies, including the optimization of the selection process, enhancement of salary competitiveness, intensification of training programs, and strengthening of internal communication. The ultimate goal is to ensure high-performance management capable of meeting the complex demands of external public audit and supporting the sound governance of public funds.

- Summary/Abstract:As part of the research the author reviews scientific publications and literature sources regulating the institutes of corporate social responsibility and employer branding, summarizing the results of the review. The subject of the evaluation is the competitive advantages and effects of implementing corporate social responsibility by business organizations, and the directions in which it has an impact and manifestation. After a comparative-analytical review, conclusions are drawn about the level of awareness of stakeholders: employers, current and future workers in the decision-making process regarding workplace choices. Today, the role of corporate social responsibility as an element of employer branding is increasingly highlighted in the choices made by business partners, local communities and potential workers. On this basis, proposals are presented to improve the promotion of corporate social responsibility as an employer branding tool, and suggestions are formulated for changing and improving the regulatory framework – “de lege ferenda”.

- Summary/Abstract:The maritime industry, as a critical component of global trade and logistics, is undergoing a profound transformation driven by technological advances and changing social, psychological, cultural and ethical challenges. In the context considered, the publication focuses on the new skills resulting from the synergy between technological innovation and the human factor. It is argued that the above-mentioned relationship requires careful study, strategic planning and proactive management, as well as training and investment in psychological and social competence to enhance organizational effectiveness. Empirically, in-depth interviews and subsequent factor analyses demonstrate contemporary challenges resulting from the digitalization of the maritime industry. Optimization of management practices in maritime organizations by reflecting and considering new skills is proposed.

- Summary/Abstract:Failure constitutes an inherent element of the entrepreneurial journey; nevertheless, its function within entrepreneurship education has evolved considerably. Preliminary research principally regarded failure as a detrimental outcome, accentuating its financial, emotional, and reputational costs (Singh et al., 2007). However, contemporary scholarship underscores failure as a pivotal learning experience, cultivating resilience, adaptive decision-making, and ethical reflection (Shepherd, 2003; Cope, 2011). This paper traces the evolution of entrepreneurial learning from failure, examining its implications for responsible entrepreneurship education. Drawing on insights from reflexive methodology (Alvesson & Sköldberg, 2009), systems thinking (Hägg et al., 2024), and experiential learning theories, we propose a structured pedagogical framework that integrates failure learning into entrepreneurship curricula. By adopting a failure-based learning approach, educators can nurture entrepreneurial mindsets characterised by reflection, social responsibility, and ethical grounding. The discussion underscores pivotal teaching strategies, including the utilisation of failure-based case studies, ethical dilemma exercises, and structured self-reflection practices. The paper contends that the integration of failure learning into entrepreneurship education enhances students' capacity to navigate complex and uncertain environments while cultivating responsible, sustainable, and inclusive entrepreneurial practices.

- Summary/Abstract:Failure constitutes an inherent element of the entrepreneurial journey; nevertheless, its role in entrepreneurship education has evolved over time. The framework offers actionable guidance for educators seeking to transform failure into a powerful teaching tool. We conclude that integrating failure learning promotes the long-term capacity for sustainable and reflective entrepreneurial practice.

- Summary/Abstract:The term psychological safety was popularized with the research of Amy Edmondson, a professor at Harvard Business School. Psychological safety of the work environment is understood as the belief of team members that they are free to express their thoughts, views, ideas and concerns, are confident in the possibility of proposing new ideas, making mistakes, asking questions, without fear of negative consequences – being judged, humiliated, punished. Psychological safety unlocks creativity, initiative, activity and a sense of responsibility in team members and increases its effectiveness. The report attempts to theoretically study the characteristics of psychological safety at the team level and at the level of leaders in the conditions of the Bulgarian business environment.

This new landscape presents employers with an imperative challenge: to develop new employee engagement models for driving sustained competitiveness and supporting the acquisition and retention of top talent. Simultaneously, the persistent low rates of world unemployment have resulted in a dwindling pool of candidates, and therefore increased employee mobility across industries and companies. - Summary/Abstract:The maritime transport industry plays a vital role in global trade, but faces increasing challenges in workforce attraction and retention. The sector is struggling with an aging workforce, skill gaps due to rapid technological progress and insufficient quality training; deteriorating mental and physical health among seafarers and poor working conditions, leading to high attrition rates. This paper explores how strategic talent management (TM) can address these challenges and enhance the attractiveness of maritime transport careers. The study applies a mixed-methods approach, integrating quantitative analysis of workforce trends and qualitative case studies from leading maritime organizations. The results show that structured recruitment, upskilling programs, improved working conditions and sustainability initiatives significantly contribute to workforce retention and job satisfaction. By positioning TM as a strategic imperative, the maritime sector can become a progressive, sustainable and desirable career choice.

- Summary/Abstract:Volunteers represent a key human resource for non-profit legal entities, contributing to the expansion of organizational capacity, cost reduction, and the achievement of public benefit goals. However, in Bulgaria, there is no regulatory framework governing various aspects of volunteering, including the reporting and disclosure of volunteer work. In the international context, the reporting and valuation of volunteer contributions are regarded as good practices that ensure comparability, transparency, and the ability to assess overall organizational capacity by donors and funding bodies. This study analyzes the potential for applying these international good practices within Bulgarian non-profit legal entities.

- Summary/Abstract:Volunteer contributions play a vital role in the development and sustainability of nonprofit legal entities (NPOs). To assess current practices related to the recognition and disclosure of volunteer work, an empirical review of annual activity reports of NPOs in Bulgaria was conducted. The findings reveal that a significant number of organizations do not publish information regarding volunteer contributions. In the reports that do mention volunteer work, there is a notable absence of standardized structure, valuation methods, as well as quantitative and qualitative indicators reflecting the nature and significance of the contribution. A sample model has been developed, accompanied by recommendations aimed at promoting more comprehensive reporting of volunteer engagement to a wide range of stakeholders.

- Summary/Abstract:The report considers the possibilities for implementing an integrated and standardized approach to the organization of the workplace through the use of international standards ISO 45000 and ISO 30408 in the context of achieving the UN goals for sustainable development. It is analyzed how the tools laid down in both standards - related to health and safety at work, as well as to the effective management of human capital - can be synergistically used to create sustainable, fair and safe working environments. A framework for the integration of good practices, risk assessment processes, effectiveness indicators and employee engagement mechanisms, in accordance with the principles of sustainable development, is presented. The report also offers practical recommendations for organizational transformation through standardization, with a view to long -term social, economic and environmental sustainability.

- Summary/Abstract:Romania is facing a structural labor shortage, caused by factors such as demographic decline, massive external migration, an aging active population, and the mismatch between the education system and labor market demands. In this context, one of the solutions identified by the authorities is the controlled admission of quotas of foreign workers. This article analyzes the measures adopted to facilitate the legal import of labor and follows recent developments concerning the employment and posting of non-EU citizens in Romania, in parallel with trends in repeatedly declared vacant jobs. It presents relevant statistical data for the period 2021–2024 and puts forward concrete proposals for making the work permit and visa system more flexible, simplifying administrative procedures, and incentivizing employers through fiscal measures. The goal is to help balance the labor market and mitigate the negative effects of migration by promoting a model of legal and sustainable mobility that benefits both the national economy and foreign workers and their countries of origin.

- Summary/Abstract:In this scientific study, the author presents the EU legislation related to the exercise of the right to work through a platform - legally regulated by DIRECTIVE (EU) 2024/2831 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL. The purpose of the study is to present the new requirements for working through a digital platform. The institutes of the employment relationship and of a self-employed person in a new way determine the status of the worker in algorithmic reporting through automated monitoring or decision-making systems. According to the reporting, a distinction is made between workers: as a person performing work on a platform and a platform worker. New forms of protection, union protection through representatives of workers in the platform, such as trade unions and representatives who are freely elected by workers in the platform, in accordance with national legislation and practice, are brought into focus. Issues related to the social security rights of workers in the platform, related to benefits, sick leave, work accidents and recognition of insurance experience, are brought into focus. The challenges facing national legislators of EU member states are related to the regulation of the responsibilities of the parties when exercising labor rights through a digital platform, as well as the future legal regulation in legal proceedings for the protection of labor rights. Conclusions, recommendations and proposals de lege ferenda are presented.

- Summary/Abstract:According to the Bulgarian Medicinal Products in Human Medicine Act (MPHMA), retail trade in medicinal products is conducted exclusively through pharmacies and drugstores. This paper analyzes two key aspects of employment relations in pharmacies: the job functions of employees and the distribution and recording of their working hours. The research applies historical and legal-dogmatic methods, typical for sector-specific legal studies. The findings indicate that employment in pharmacies is governed by both the Labor Code and the MPHMA. Conclusions highlight regulatory gaps, human resource challenges, and the need for legislative reforms and more effective administrative control.

- Summary/Abstract:The Covid-19 pandemic and its recovery have raised many questions for theoretical frameworks for individuals' career development. The pandemic is a systemic problem, and most career development theories focus primarily on individuals rather than on systemic interventions. Furthermore, they do not account for all the influences and decisions of individuals, as they reflect the circumstances of the time in which they were formulated. The aim of the report is to raise awareness of the Living systems theory of vocational behaviour and development(LSVD), which provides a more complete explanation of these issues. It explains and illustrates the processes by which individuals construct their work experiences, professional paths and career patterns through episodes of interaction with opportunities they recognize within their context. The theory presents the individual as a dynamic, self-directing and self-constructing entity, i.e. a living system. The theory introduces the concept of "behavioural episodes" as fundamental dynamic units of analysis, which are seen as building blocks through which individuals construct and preserve their experiences in patterns, and which can be reactivated to construct their future career path.

- Summary/Abstract:Technological progress reflects on various aspects of life, and the most distinct changes are observed in modern industrial relations. In parallel with the transformation of production processes in the enterprise, digital technologies are increasingly entering the human resources management process. They are becoming a leading method of selecting, stimulating and regulating human capital in every modern enterprise. The purpose of this study is to present the challenges facing human resource management in modern enterprises. The methods used are: research of scientific literature, questionnaire survey, summaries of results, systematization of the main problems and recommendations for their elimination. The results clearly show that the introduction of digital technologies not only changes the methods of work and relationships, but also changes the requirements for employees. - Summary/Abstract:The purpose of this paper is to present the relationships between perceived personal effectiveness and organizational culture dimensions in the social sector. The study used the method of single-round Delphi technique. The data show correction results from 38 statements, grouped in 9 organizational culture dimensions. Strong correlations are found among employee engagement, work climate quality, total quality orientation, collectivism, openness to change, work attitudes and alignment with national and regional culture. The results provide social policy makers, executive managers, and other decision-makers with empirical evidence on what organizational culture dimensions relate to personal effectiveness in the social services organizations in Bulgaria.

- Summary/Abstract:Human resources in the agricultural sector face many challenges that lead to inefficiencies in the sector. This has an impact on farm productivity and competitiveness. The main difficulties they face are: shortage of skilled labour; seasonality of work; physically demanding work and sometimes unfavourable working conditions; migration and ageing of the rural population, as well as some legislative and administrative problems. To overcome the key challenges in the agricultural sector, timely solutions based on new technologies need to be sought. One of these solutions is digitising the work processes carried out by human resources in the agricultural sector. The challenges facing human resources in this sector are directly linked to the bottlenecks to sustainable agricultural development and require innovative solutions to attract and retain a highly skilled workforce. Therefore, the objective of this study is directly related to identifying the opportunities, advantages and disadvantages of digitizing some of the work processes in the agricultural sector of the North East Planning Region carried out by the human resources working in it. The main methods used are method of deduction, induction, comparative analysis, interview method, Ishikawa method. The results obtained from the study can be successfully used by all those working in the agricultural sector, as well as by all those interested in the processes of digitalization in the field of human resources.

- Summary/Abstract:The new technological era poses industrial enterprises with the challenges of the rapidly changing economic landscape, which requires new practices for managing production processes and human capital. Knowledge related to the development of the industry leads to improved production, to an increase in capital in a global aspect, to the improvement of production processes. All this is a consequence of the rapid development of science and technology. The focus of business is directed towards creating new technologies, to conquering new spaces related to the acquisition of resources and added value. But in addition to technologies, human capital turns out to be a key factor for adding value to the industry through knowledge, skills, creativity, innovation, flexibility and adaptability to changes. Man in the era of artificial intelligence is faced with the challenge of increasingly expanding his intellect not only in the field of exact sciences, but also to develop his emotional and social intelligence. The great challenge of the changes in the new technological revolution (5.0) is the achievement of synergy between man and robotics.

The study combines theoretical analysis with a survey among participants in real virtual teams engaged in national and international educational projects. Attention is paid to key managerial aspects such as technological support, task allocation, communication, and team satisfaction. The findings contribute to the ongoing discourse on digital transformation in human resource management within the public education sector.

- Summary/Abstract:From AI-driven personalization to dynamic pricing and virtual assistants, the integration of AI technology is forming the grounds of a new era for the travel and tourism industry. However, tourism is an industry where human contact is paramount. Unlike many other industries, it is rooted in direct interactions, sensory experiences, and cultural authenticity. At the same time, for years we have been discussing e-tourism and the increasing role of e-business in tourism, the development of which today is due to AI and the pace at which it is developing. The author aims to explore its dual nature as a potential ally and friend on the one hand, a threat and enemy or a complex combination of the two, on the other. The paper analyzes the actual and potential benefits of AI for management, presents the risks related to the workforce, and reveals the ethical implications.

Built platforms and video links allow people to not be in one place all the time. In many cases, when working together, it is better to have direct contact. In 2020-2021, due to the complicated epidemiological situation in the world, many places worked remotely from home. It is convenient for translators, designers, planners, architects and in many other sectors where physical actions and working with classified information are not required. The remote form will have a positive effect on the work process, as long as it is implemented correctly and people are conscientious.

- Summary/Abstract:The real estate agent profession is becoming increasingly popular in Bulgaria due to the high dynamics of the real estate market, but at present there is no legal framework on the issues of mediation in real estate transactions. This leads to a number of difficulties, which is why the need for legal regulation of the sector, including the profession, has arisen. In this regard, two draft laws on mediation services in real estate transactions have been submitted to the Parliament of the Republic of Bulgaria. The main purpose of this report is to examine the two draft laws and analyze the changes concerning the regulation of the real estate agent profession. The report also discusses the expected consequences for the labor market in the field of real estate in the event of the adoption of a new law, as well as what would change for clients of mediation services after the adoption of the changes concerning the figure of the agent.
