Summary/Abstract: In modern business organizations, performance management is a key mechanism for increasing employee effectiveness and overall organizational development. This study examines performance management systems (PMS) as a strategic tool for human capital development in modern organizations. The proposed strategic tool contains not only the assessment of individual and team achievements, but also includes mechanisms to support the development of personnel both horizontally and vertically. A well-built performance management system can be a powerful tool for promoting professional growth and increasing employee engagement, while strengthening organizational competitiveness. Significant attention is paid to the development of employees in expert-functional areas, who play an important role in the implementation of innovative technologies and sustainable organizational performance.
