Summary/Abstract: This collection, published by the Higher School of Security and Economics, reflects the highly relevant and academically accomplished scientific-theoretical conference „Bulgarian Intelligence and Counterintelligence: Challenges, Problems, Perspectives“, held in April 2025. The edition contains keynote and plenary reports, structured into two scientific panels: „Intelligence in the Contemporary Security Environment – Priorities, Requirements, Directions for Improvement“ and „Contemporary Intelligence and Counterintelligence and the Security and Public Order Services – History, Current State, Vision for Development.“ The research papers focus on topics such as: „The National Intelligence System – Challenges and Perspectives,“ „The Deep State, Political System Reform and Security Services in the Republic of Bulgaria,“ „Diplomacy and Intelligence in Contemporary International Relations,“ „The Intelligence Structures of the EU,“ „Outer Space as a Domain for Military Operations,“ among others. - Summary/Abstract:The basic role of the state is to satisfy the primary human need, namely the need for security. To this end, it uses a number of instruments of a diverse nature, and counterintelligence is one of them. The scope of counterintelligence services has gradually expanded over time and currently includes not only counteracting hostile intelligence (sometimes also allied intelligence) but also combating organized crime (especially international), preventing the proliferation of weapons of mass destruction, combating terrorism (including cyberterrorism), controlling economic turnover in the field of dual-use technologies, combating individuals and groups seeking to overthrow the prevailing political order by force, combating extremism, cryptology, securing government communications, and finally protecting one's own intelligence operations. Counterintelligence is a kind of alter ego of intelligence, it is, as it were, the other side of the same coin. Adding the prefix kontr makes the basic word its opposite. Counterintelligence, unlike intelligence, which is supposed to obtain necessary information, protects it and ensures its safety. It is worth remembering, however, that counterintelligence is not only a defensive form of action, there is also offensive counterintelligence. Its aim, is to control the actions of the opponent, to manipulate them and influence them, to obtain information about the modus operandi the opponent, his contacts, interests, goals, state of knowledge. Therefore, counterintelligence should be referred to collecting information and taking actions to protect against espionage, other intelligence activities, sabotage or contract killings. Modern counterintelligence services face a number of new challenges, which are primarily related to the development of new ICT technologies, social media, and systems based on artificial intelligence, including machine espionage. They can be used to disrupt the electoral process, cause social unrest or even revolution (color revolutions), spread disinformation through fake news or using deep technology fake. Since modern societies are information societies, they are highly susceptible to information attacks aimed at persuading them to behave in a specific way, e.g. to vote for a specific candidate or protest against the policy of a given government. Modern information techniques allow for the manipulation of images and sounds, and thus enable the publication of false information, processed, manipulated to achieve a specific goal of information warfare. An example here is the deepfake technology, which, through ultra-realistic video materials, can change the perception of a given person in the public consciousness and influence the outcome of elections. Based on the above comments, it can be stated that today's counterintelligence, in addition to traditional challenges related to the protection and protection of its own systems and information resources, as well as an active form of counteracting espionage, must keep up with the development of new ICT technologies, social media, and systems based on artificial intelligence. Petrification in this area may lead to a decrease in its effectiveness, and consequently also to inefficiency and serious perturbations in the sphere of security.

- Summary/Abstract:Artificial intelligence (AI) has a huge potential in various aspects of our modern personal and business life, changing the way we live, act, analyse data, think, decide and draw conclusions. AI brings numerous benefits to contemporary society, by enhancing business functions, improving business results and consumer satisfaction, facilitating data analysis and automating business processes. However, the use of AI also brings a number of challenges and obstacles, which raise numerous ethical implications and call into question the credibility of its use. In addition to the AI shortcomings and limitations, this article also analyses the state and scope of its using in the Serbian business sector with the purpose of providing a deeper insight into these important issues. Despite the proactive attitude of the Serbian Government towards the AI adoption at the national level, in Serbia the application of AI technologies in the business sector is still in its infancy. Although the country has great potential for the growth of the use of AI systems, especially in traditional industries, it is necessary to invest additional efforts in education, human capital development, automation of business processes and strategic investments as key factors for the expansion of the use of AI technologies. In Serbia, a small number of companies still use AI technologies, while they are more present in large and medium-sized companies, as well as in ICT, professional, scientific, innovation and technical activities. Bearing in mind the numerous AI-related challenges faced by companies in Serbia, it is necessary to develop adequate legal solutions that will insist on encouraging trust, reliability and safety of the use of AI, but also on protecting data privacy.

- Summary/Abstract:During the years of World War I, the United States emerged definitively as the world's leading Great Power. The Bulgarian government therefore took the right decision to open a Bulgarian Legation in Washington. The new initiative was necessitated by the sharply intensified anti-Bulgarian propaganda of the intelligence and propaganda services of Serbia and Greece in America after the Inter-Allied War. Thanks to the wise policy pursued by the first Minister Plenipotentiary Prof. Stefan Panaretov the efforts of the anti-Bulgarian campaign were minimized. Moreover, even when in the autumn of 1915. Bulgaria was forced to enter the world military conflict as part of the Central Powers led by Germany, the government of W. Wilson maintained official diplomatic relations between Washington and Sofia because the American political elite was convinced that Bulgaria was fighting not for the seizure of foreign territories but for the liberation of the forcibly separated part of our people in Macedonia and its reunification with the free part of the Motherland.

The formulation of this problem is important for implementing the values of the rule of law, and in this regard it can be said that in a legal socially oriented state the civil service plays a significant role. - Summary/Abstract:Over the past five years (2020 – 2023), the wave of coups in African countries has called into question the EU’s ability to combine its role as an economic and political power with that of a security guarantor in the midst of competition for geopolitical influence between the major centers of power. Although there is a real need to restart EU – Africa relations in the field of intelligence and security, there is still no clearly defined framework for how the Union could implement such an initiative most efficiently. First, priority should be given to intelligence exchange between Member States within the EU itself, followed by achieving more operational level of cooperation with the intelligence services of partner countries in Africa. Next, in order to address the security challenges in Africa we need a thorough review of the CSDP policy regarding cooperation with the African countries.

- Summary/Abstract:Business intelligence includes economic, industrial, commercial, scientific and technical espionage, it means active actions aimed at collecting, accumulating and processing valuable information, prohibited for access by third parties. Business intelligence is legal and ethical intelligence based on open sources for the macro- and microenvironment, in which phenomena and trends are considered from the point of view of competition and competitive struggle, it excludes the use of operational methods and is not industrial espionage. Very often, business intelligence carries information that is used for actions that violate fair trade practice and this is formulated in the Law on Protection of Competition as unfair competition and can damage the interests of competitors.

- Summary/Abstract:Security services, not only the military, have undergone reforms in recent years of democratic transition and, accordingly, reorganization of the activities they perform. Intelligence includes active actions aimed at collecting, accumulating and processing valuable information, prohibited for access by third parties, including scientific and technical espionage. It can be legal and ethical intelligence when it uses open sources, but competition and other external factors can have a negative impact and this can lead to a change in the focus of action. Here it is necessary to take into account the fact that all activities are carried out by people who are sometimes subject to events outside the legal norms. However, where is the limit of action for intelligence and counterintelligence officers, who are carriers of information that can be used for actions that violate moral foundations and ethical norms in practice? Is it possible for holders of important information to succumb to various „temptations“ and work for the interests of competitors, to the detriment of their own organization, even in the past tense?

- Summary/Abstract:The aim of this publication is to present the results of research on the sense of security among the residents of the Jarosław County and the assessment of the effectiveness of the actions taken by the uniformed services responsible for maintaining public order. The research, conducted using the diagnostic survey method, revealed a general sense of security among the residents, who appreciated the presence of uniformed services, especially police patrols. Respondents acknowledged that a key factor influencing their sense of security was the frequency of seeing patrols and the familiarity with local services, including the community officer. At the same time, the need for intensifying preventive actions was noted, particularly in improving safety on the streets and in public spaces. The research results suggest that the effectiveness of uniformed services could be further improved with greater visibility and continued educational efforts regarding safety.

- Summary/Abstract:In this report we analyze the problem of the National Guard of Bulgaria in two directions. On the one hand, in the years immediately preceding our country’s accession to NATO, initiatives were launched to create a National Guard in the form of paramilitary formation, i.e. „reserve“ army of the Western (American and English) model. However, attempts to create a „fourth armed force“ or „guard for territorial action“ (based on public-private partnership) never materialized. On the other hand, Bulgaria has its own established Guard Corps of a traditional type. It was created by Prince Alexander I immediately after his accession to the throne (1879). Over time, in addition to ceremonial function, it also demonstrated heroism in a real combat situation – in the conflict with Serbia in 1885, during the wars of national unification (1912 – 1918) and the Second World War (1940 – 1944). After the beginning of the changes, the National Guard Unit became one of the symbols of Bulgarian statehood (along with the flag, coat of arms, anthem, ect.). Its structure included the two Guard Battalions, the representative brass hand and the ensemble of the Armed Forces, as well as the „Guard Student Units“.
