Summary/Abstract: This report systematically examines the nature and characteristics of the so-called „deep state“ and its functioning in the Republic of Bulgaria. It also identifies the fundamental levers for reforming the political system (constitutional reform, new electoral code, judicial reform, administrative reform and e-government, etc.) as a key mechanism for dismantling the deep state. In this context, some essential measures for changing and democratizing the security services in the country are also outlined.
