The development of individual perceptive skills serves as a benchmark for expressing feelings, emotions, the manifestation of emotions and well-being. In the process of creating artistic-plastic compositions by children, different elements can be combined taking into account some aspects: the complex details of the face, proportions, lights, shadows, the expression of personality, etc. and applying the operations of enlargement, multiplication, accumulation, combination, displacement, deformation, damage, etc., and perceptions. All are interpreted through a process of "visual constructivism" to effectively communicate messages, develop your own style and a unique approach to representation.

Creativity plays a vital role in the harmonious development of children, promoting both cognitive and emotional aspects, as well as social skills. The studies of important specialists, such as Piaget, Vygotsky and Gardner, have highlighted how essential creativity is in the growth and education of the child, contributing to the formation of a balanced and adaptable personality. The purpose of developing creativity as a result of the exchange of values between generations is to produce a transformation in the lives of young people, and the results obtained, which are usually higher than those of previous generations, to manifest themselves through creativity, achieving performance. Culture serves as a bridge linking competence and performance. In the broadest sense, culture brings together present, past and future generations. This connection between generations must be established both through spiritual creation and through creativity and material creation.

- Summary/Abstract:The field of human resources represents the strategic cell within any legal entity regardless of the form of public or private activity. Personnel being the key to success if their selection and promotion in positions would be guided by the capabilities and level of training in the field directly related to the position. The legal provisions represent the base of any management process firmly imposed in order to achieve the objectives in the field. The purpose of the research consists in the analysis of the main legislative aspects regarding the management of human resources in the Republic of Moldova and highlighting the directions for harmonizing the legislation in this domain. Research methodology includes various methods such as: analysis, synthesis, induction, deduction, scientific abstraction etc. As a result of the study carried out, we highlight that the legislative regulations in the field of human resources management are based on the analysis of the legislation that governs labor relations, the rights of employees and the responsibilities of employers. Studies in this area can analyze the impact of these regulations on organizational performance, employee satisfaction, and economic stability. It is necessary to ensure legal compliance of management procedures and to guarantee a fair working environment.

- Summary/Abstract:Currently, the Council is one of the main institutions of the European Union, representing its institutional center of gravity, because within the Union, no important political action or legislative decision can be adopted without the Council's consent. The Council is the forum in which the interests of the national governments of the European Union, democratically elected, are put in the foreground and legitimately defended. This institution, like all institutions that develop policies or normative acts, has developed very elaborate formal and informal structures. The character of these structures results from the fact that the European Union is a complex political system, which interpenetrates every field of public policy. In this article, the authors elucidate the composition, organization and functioning of the Council as an institution of the European Union, proving the complex nature of the Councilit combining both features specific to supranational institutions and features specific to intergovernmental conferences.

- Summary/Abstract:Under the European Convention for the Protection of Human Rights and Fundamental Freedoms, Republic of Moldova has undertaken to adopt, inter alia, general measures, which provide for the party whose rights have been violated, restoring as much as possible the same situation as it had benefited from before the violation of fundamental rights and freedoms (restitutio in integrum). And in order to benefit from a reinstatement in the previous situation if the infringement continues to produce legal effects, the entitled party, as well as the State represented by the Governmental Agent may submit a request for review. That is to say, the purpose of this approach is to lay down the conditions for the introduction of an application for review in the event of a violation of fundamental rights or freedoms.

- Summary/Abstract:The conduct of criminal proceedings, with all the complexity of activities involved, would be impossible without accessible and predictable rules. One of the elements determining the application of criminal procedural law is space. Alongside the application of criminal procedural law over time and to individuals, space is a key factor that defines the framework for applying the law in criminal proceedings. Although, in general, applying the law in terms of space does not present major issues from the perspective of legal application rules, the current situation of criminal proceedings, influenced on one hand by the evolution of criminal phenomena and consequently by the procedural evidence, raises several questions regarding the application of criminal procedural law in space. These questions are further complicated by the new procedural institutions implemented by the legislator, as well as by the incorporation of scientific and technological advances into criminal proceedings.

Legal life has also demonstrated the need to establish special procedural rules derogating from common law. Thus, for the settlement of some civil cases, the law sometimes provides special rules, different from those of common law. This, because the specifics of these cases require special forms or procedures. All these rules make up what we call special procedures. - Summary/Abstract:Restricted data represents all aspects of life, and its collection and storage pose a major risk to what privacy means. Correct, ample and accessible information about the trends and realities of the modern information society, characteristic of all consolidated democracies, cannot fail to be welcomed by society as a whole. Adhering to most international meetings and expressing devotion to international principles and values, the Republic of Moldova harmonizes the regulation of social-economic relations. The theoretical significance of the study resides in the treatment of amplitude, regarding the concept of information and confidentiality, regarding the indispensable elements and conditions related to the freedom of access to information and the assurance of confidentiality. In this context, we point out that access to information and the regulation of confidentiality are subjects of particular weight in the daily activity of state structures and private individuals. The purpose of this study is to examine the particularities of limited access in the activity of public authorities and come up with proposals on the given subject.

- Summary/Abstract:The civil protection of the Republic of Moldova represents a system of measures and actions, undertaken on the scale of the entire state in times of peace and war in order to ensure the protection of the population and property in the conditions of natural and ecological calamities, accidents and catastrophes, epiphytotia, epizootics, epidemics, fires, as well as in the case of the application of means of mass destruction. On November 9, 1994, the Parliament of the Republic of Moldova adopted the Law "On Civil Protection", which establishes the fundamental principles of organizing civil protection in the republic, its tasks, the legal framework of the activity in this field of public authorities, enterprises, institutions and organizations regardless of the type of ownership and organizational-legal form. In October 2001, the European Commission established the EU Civil Protection Mechanism. The Mechanism aims to strengthen cooperation between the EU countries and 10 participating states on civil protection to improve prevention, preparedness, and response to disasters. When an emergency hits, any country can request assistance via the EU Civil Protection Mechanism. The Commission plays a key role in coordinating the disaster response worldwide, contributing to at least 75% of the transport and/or operational costs of deployments.

Maslow's concept in the pyramid of human needs, the role of the family is a primary one or the family represents the need to belong to a social group, being also the space for the development of the Ego of each personality. The chosen scientific route will lead us to the idea that the family is the place where everyone learns the seven years at home and where the path of education for values starts: truth, good, beauty, justice, freedom, sacred, etc., or the deportations had the role of transforming values into non-values. Overall, we could say that the purpose proposed for the investigation is to demonstrate that the family for the deportees was a source of life support, a reason to fight for existence and, regardless of the bad weather that knocked at the door of their lives, thanks to families have gained endurance and kept their dignity in the frozen Siberian expanses. We would recommend Romanian book readers to look at the works dedicated to the family and learn how to appreciate their family at its true value, how to spend more time in the bosom of the family so that the faces of their loved ones remain in their hearts. - Summary/Abstract:At the end of 2023, the “Restart” social assistance system reform was launched, which provides for the streamlining of social policies promoted by the Ministry of Labor and Social Protection and implemented by the National Social Assistance Agency and territorial social assistance structures. The “Restart” social assistance system reform, which aims to ensure more equitable access of the vulnerable population to social benefits and services and to increase the quality of the services provided. To achieve these results, a series of complex actions are planned, which will be implemented over three years. The reform aims to ensure decent living conditions in all centers where vulnerable people are received, regardless of whether they are the elderly, children or people with disabilities, as well as to improve the legislative framework regulating the social assistance system. Many of the procedures have been simplified, the stages have been debureaucratized and the effective field control function of social inspectors has been strengthened. The entire social assistance system will be digitized and registers with all beneficiaries and providers will be established so that data is available in real time. The information in the electronic documentation will be able to be compared operatively with the situation on the ground during controls: the number of beneficiaries, their origin, the conditions for which social assistance was granted, etc.

In historical and historical-philosophical science, there are many examples of the use of this concept in a meaning that is inexplicable from the position of the currently established understanding of its evolution. The assumption of a second line of evolution of the concept of "ideology" resolves this problematic situation and, at the same time, adds new strokes to the history of the use of this concept.

The scientific approach aims to highlight the challenges of the transition from the Semashko model of health care, existing at the national level until 2004, to the Bismarck model of health insurance, to analyze the evolution of health policy documents in order to highlight the state's optics at different stages of the reforms carried out, to examine the achievements of the compulsory health care insurance system, as well as the problems that remained unsolved during the two decades of the implementation of the Bismarckian model of health care at the national level.

- Summary/Abstract:The decoupling of the Romanian territories of Bessarabia, Northern Bukovina and Hertza by the Soviet regime in 1940 was carried out deliberately through violence and terror against a peaceful population, without having the slightest justification in this regard. The exodus of the population from the Romanian territories cut off by the Soviet regime in 1940, it is generated by the furious desire of the communist power to impose something that was totally contrary to the way in which the Romanian territory had operated until then. And in such a situation, it was only a solution to keep itself in power: legislating terror, terror against some people, but also the terror against some social groups entirely – justified by the Soviet legislation – which also led to an ample process of refuge of the local population. Personal tragedies, expressed through the pains and sufferings experienced by the population forced to seek refuge, essentially or focused on the destruction, of a generation and its successors.
