Summary/Abstract: Currently, the Council is one of the main institutions of the European Union, representing its institutional center of gravity, because within the Union, no important political action or legislative decision can be adopted without the Council's consent. The Council is the forum in which the interests of the national governments of the European Union, democratically elected, are put in the foreground and legitimately defended. This institution, like all institutions that develop policies or normative acts, has developed very elaborate formal and informal structures. The character of these structures results from the fact that the European Union is a complex political system, which interpenetrates every field of public policy. In this article, the authors elucidate the composition, organization and functioning of the Council as an institution of the European Union, proving the complex nature of the Councilit combining both features specific to supranational institutions and features specific to intergovernmental conferences.
