Bu bakımdan temel olarakkimlik kavramı, kendimizi ve diğerlerini tanıma-tanımlama ihtiyacı ile karşımızaçıkmaktır. Smith’in (2009: 7) ifadesiyle kolektif bir görüngü (fenomen) olan millikimlik kavramı üzerinden düşünürsek, özellikle ulus devletin sınırlarının ötesindeulus üstü ve küresel seviyelerde kapitalizmin sebep olduğu toplumsal ve kültüreldönüşümlerin denetim altına alınıp alınamayacağı, ulus devletin işlevini tamamlayıptamamlamadığına yönelik düşünceler kimlik kavramı temelinde yapılan tartışmalariçerisinde karşımıza çıkmaktadır (Esgin, 2001: 185). Bu açıdan küreselleşme kavramıkilit bir noktada durmaktadır. Castles ve Miller’ın (2008: 40) vurguladığı üzereküreselleşmenin belirtilerinden biri olarak iletişim ve ulaşım teknolojilerinin hızladeğişiminin göçmenlerin geldikleri ülkelerle ilişkilerini sürdürmesinin gittikçe dahakolaylaştırmaktadır. Her ne kadar Türkiye ve Almanya arasındaki nüfus hareketliliğinin HaçlıSeferlerine ve Osmanlı akıncılarına kadar geri götürülebilecek çok eski tarihselkökenleri olsa da, modern anlamda Türkiye’den Almanya’ya göçün tarihçesi 30Ekim 1961’de imzalanmış olan işçi değişimi antlaşması ile başlar. Bu tarihtenitibaren Almanya’da bulunan Türkiye kökenli nüfus sürekli olarak artış göstermiştir.Ancak yakın tarihte Türkiye göç veren bir ülkeden göç alan bir ülkeye dönüşmüştür(Kirişçi 2007; Parla 2007; Sirkeci vd. 2012a; Sirkeci & Zeyneloğlu 2014). BubağIamda Almanya’dan Türkiye’ye gerçekleşen göçün ayrıntılı bir analizi, özeldehangi nüfus gruplarının Almanya’dan Türkiye’ye yönelik bir hareketlilik içindebulundukları, bu çalışmanın inceleme konusudur. Bu çalışmada 1990 ve 2000 GenelNüfus Sayımlarının verileri kullanılmış olup1, bu şekilde zamansal odak 20. yüzyılınson bölümü olmuştur. 20. yüzyılın son on yılı için tespit edilen akımlarıngünümüzde de ana hatları itibarı ile artan boyutta geçerli oldukları varsayılmaktadır.

Yalnızca on dört yıl önce, Diaspora dergisinin ilk sayısında yazan William Safran,etnisite ve göçe dair en akademik tartışmaların ‘diyasporaya1… çok az ilgigösterdiğini’ gözlemlemiştir (1991: 83). Bu sav -Safran’ın da fark ettiği üzere –baskıdan çıktığında güncelliğini yitirmeye başlamıştı bile. Elbette ki bugün kimseböyle bir iddiada bulunmayı düşünmeyecektir. 1980’lerin sonlarından bu yanadiyasporalara yönelik gerçek bir ilgi patlaması yaşanıyor. ‘Diyaspora’ ve kökteşleritezlerde anahtar sözcük olarak 1970’lerden itibaren her yıl yalnızca bir veya iki kere,1980’lerin sonlarında yılda neredeyse on üç kez ve sadece 2001’de yaklaşık 130 kezgörülmektedir.2 Bu diyaspora patlaması akademik yazılarla sınırlı değildir.‘Diyaspora’ kavramı Google’da bir milyon sayfaya ulaşmaktadır; alınan birörneklem, bunlardan büyük çoğunluğunun akademik olmadığını göstermektedir.

Migrations one of the effective factors in the demographic structure, culture, economy and politics of societies in every period of history; because of this versatility, it has become a phenomenon which studied by different scientific disciplines. International human movements are changing the economic, social, political and cultural structure of sending and receiving countries. Migrations, which have affected and still affect all societies, have emerged in different ways depending on various reasons, such as forced migration, voluntary migration, seasonal migration, internal migration, international migration or illegal migration.1 This study aims to describe the conceptual framework of migration related literature. As a part of the ‘Refugee Crisis in International Policy’, it is needed to explain the main and mostly accepted definitions of migration literature. Local Integration of Syrian Refugees in Lebanon, Jordan, and Turkey

From the very onset of the forced displacement engendered by the war in Syria, the neighbouring countries, namely Lebanon, Jordan, and Turkey (LJT), opened their doors to the Syrian refugees. However, after mid-2013, incessant mass-influxes of refugees compelled governments of Lebanon and Jordan to shift their initial open-door policy and impose some restrictive measures on refugee’s entry to their territories. Turkey, conversely, has retained such a policy and attempted to manage the major arrivals. These three countries have welcomed Syrian refugees as temporary guests until a durable solution would be found, that is either to be returned to their country of origin when repatriation is sustainable or be resettled to a third country by United Nations High Commissioner for Refugees (UNHCR).

Management of the "Syrian Refugee Crisis" - Repercussions on European Security. Impact/Measures Analysis

The Syrian crisis is the most complex crisis (political, social, humanitarian, security) in the world, since World War II.In regards to the 1951 „Geneva Convention on the Status of Refugees”, states have an obligation to provide refugees with a form of primary protection, which is not intended to replace asylum, but rather to provide an intermediate and immediate protection measure.At European level, for asylum seekers and refugees, there are several programs (developed by international institutions such as "UN for refugees" and "UNHCR") for integration into the host country during the temporary stay and return to the country of origin, when there are safety conditions. If this solution is not viable, they can opt for relocation to a third country.Effective management of the crisis created by the refugees flow requires the adoption of a common political agenda for European states to eliminate inequalities between states and focus on building viable economic strategies.Therefore, it is necessary to develop policies or strategies designed to provide refugees with a sense of security in the host country and their social assimilation, without being forced to give up their cultural identities.This article aims to analyse the strategies of the European states involved in this phenomenon, applied in the "Syrian refugee crisis". At the moment, the biggest part of the effort of counter-terrorism is focused on the criminal justice system. This means focusing almost exclusively on those who already intend to commit a crime and not on prevention. The legal repercussions can further encourage radicalization, which can degenerate later.

The European Commission has designed a quota system to distribute refugees among member states, using criteria such as population size, GDP, unemployment rates and the number of asylum applications received in the past. The mandatory quota proposal has strained relations between Western, Eastern and Central European member states. This was due to some countries bearing a disproportionate burden. Western European states, such as Germany, accept large numbers of refugees while Eastern European states are reluctant to share the burden.
