Summary/Abstract: The European Union and the New Dynamics of Global Security examines how the EU responds to the rapidly changing global security environment. Bringing together interdisciplinary contributions, the volume explores great power competition, regional conflicts, hybrid threats, migration, energy vulnerability, and the protection of fundamental rights. It also highlights the role of communication, culture, and technology in strengthening societal resilience. As a continuation of the volume Security Challenges in an Interconnected World, this volume offers clear analyses and relevant case studies that show how internal and external dimensions of security increasingly intersect. It is intended for researchers, students, and policymakers seeking a concise and informed perspective on the EU’s evolving role in a complex and interconnected world.

- Summary/Abstract:Amid the gradual erosion of Western economic and military supremacy, a shift that risks exposing the systemic vulnerabilities of the People’s Republic of China, the Chinese Communist Party finds itself unable to deliver the promised transition to consumer-driven prosperity without confronting the hegemony of the United States and its allies, as well as the international security architecture established post–World War II and recalibrated during the Cold War. The deceleration of global market expansion, the partial decoupling of Western economies from the so-called “world’s factory,” the reversal of favourable demographic trends in developed nations, and the intensification of protectionist trade policies collectively constrain Beijing’s capacity for sustained economic growth absent commercial, cultural, societal, and potentially military confrontation with the West. The anticipated trajectory of this clash may itself precipitate its onset, particularly if either party concludes that it cannot secure a net strategic advantage due to the deterrent capabilities of the opposing bloc. Current indicators suggest that neither side is likely to attain decisive supremacy without the backing of a substantial coalition of major and middle powers. In this context, the respective vulnerabilities and strengths of the Free World and of alternative political, economic, and military alliances, such as BRICS, spearheaded by China, assume critical importance. These attributes also influence the appeal of each block to non-aligned states, whose support or abstention may prove pivotal across global markets and strategic theatres.Technological, demographic, and soft power shifts over the past decade have reconfigured the influence of both the United States and China in domains once considered bastions of their respective power: entertainment, multimedia, artificial intelligence, industrial output, population governance, and GDP growth. The mutual uncertainty regarding dominance inthese key arenas, each capable of conferring hegemony without direct conflict, has heightened the propensity for an early, possibly military, resolution to the Sino-American rivalry.

- Summary/Abstract:This article examines the strategic position of the People’s Republic of China in the global counterterrorism landscape, emphasizing the core principles that shape its foreign and security policy. It argues that China’s approach is grounded in the condemnation of all forms of terrorism, the rejection of double standards, and the pursuit of active engagement in international and regional cooperation. The paper highlights China’s commitment to supporting other states in their counterterrorism efforts, while simultaneously strengthening its own institutional and technological capacities. Particular attention is given to the development of intelligence capabilities, information-sharing mechanisms, and the integration of advanced technologies, including large language models (LLMs), for data analysis and the coordination of operational responses. Furthermore, the study explores China’s holistic strategy, which addresses both the root causes and the manifestations of terrorism through political, economic, social, and cultural measures. Finally, it underscores the significance of multilateral cooperation and the standardization of international best practices as essential components of an effective and sustainable counterterrorism governance framework. This article examines the strategic position of the People’s Republic of China in the global counterterrorism landscape, emphasizing the core principles that shape its foreign and security policy. - Summary/Abstract:The integration of artificial intelligence (AI) into global counterterrorism strategies is reshaping the foundations of international security, creating both significant operational opportunities and complex legal, ethical, and technological challenges. In the context of intensifying technological competition among major powers, AI has become a crucial instrument for detecting, preventing, and neutralizing terrorist threats. This study examines the advanced applications of AI, from large language models (LLMs) to multisource data analysis and visual recognition, while also addressing the ways in which terrorist organizations exploit these technologies for operational purposes. The E.C.R.A.S. model (Exploration, Capture, Refinement, Alliance, Systematization) illustrates the technological adaptation process of violent non-state actors and the competitive dynamics between them and state entities. The findings underscore the urgent need to strengthen legal and ethical frameworks, promote the adoption of explainable AI (XAI), ensure algorithmic transparency, and enhance institutional accountability. Furthermore, international cooperation, regulatory harmonization, and the development of a responsible organizational culture emerge as key pillars of sustainable governance in counterterrorism. Ultimately, achieving a balance between technological innovation, operational effectiveness, and the protection of fundamental rights constitutes a vital prerequisite for the successful and ethical integration of AI into global counterterrorism efforts.

- Summary/Abstract:In the context of the profound transformations generated by pandemic, geopolitical, migratory, and technological crises, the European Union faces the challenge of redefining the balance between the protection of fundamental rights and security imperatives. The study examines, from a constitutional and human‑rights perspective, how the concept of “human security” is integrated into the Union’s normative and jurisprudential framework. The analysis highlights the risk of excessive “securitization” of European policies and argues for the need to reconceptualize security in value‑based terms, centered on human dignity and individual freedom.

Located at the periphery of the state and suffering from the border effect, these regions have an important role in ensuring national and European security, a role that deeply affects their economic formation and development. Because border regions are strategical for the EU internal and external security, the European Union supports politically and financially cross-border cooperation considering it as a tool to strengthen its security on the long term. The article explores the history of cross-border cooperation within the EU, focusing on the financial support offered by the European Union and on the case of the cross-border cooperation of Romania with its neighbouring countries

This paper aims to answer two critical questions: what concrete steps were taken by the European Union (EU) in response to the energy crisis triggered by the conflict, and how the EU’s new energy policy affected Member States’ efforts to reduce dependence on fossil fuels from Russia. The analysis covers 2022-2025 period, using data from various sources, and shows that the EU has taken strategic steps in dealing with the impact of the Russia-Ukraine War on energy security. In the context of gas supplies from Russia, via pipeline and LNG to some EU Member States that will not apply strict sanctions even after 2027, the volume of these supplies is expected to decrease significantly

- Summary/Abstract:The Gdansk-Galați waterway project is a logistics infrastructure initiative with far-reaching geostrategic, geopolitical and geoeconomic implications for the entire region of Eastern Europe. This ambitious project aims to create an inland waterway linking the port of Gdansk on the Baltic Sea in Poland to the seaport of Galați in Romania on the Danube river, creating a continuous north-south transport corridor through the heart of Europe. The successful completion of this waterway could open up significant economic opportunities for Romania and Poland, two Member States of the European Union, as well as for Ukraine and the Republic of Moldova, two countries with which the EU has opened accession negotiations. The project provides the logistical framework for facilitating the growth of Euro-Asian trade flows and attracting foreign investment in the area between the Baltic and Black Seas, while promoting regional integration and cohesion. The waterways of Central and Eastern Europe have been used as routes for trade and cultural exchange since the 19th century, but their economic potential has been limited by navigation constraints and regional geopolitical and geostrategic factors. In addition to the inland waterway projects promoted by the European Commission through the NAIADES Action Programme, the Gdansk-Galați waterway aims to overcome these limitations by integrating the Vistula, Dniester, Prut and Danube rivers into an extensive, accessible and efficient transport network. The study aims to identify the opportunities and challenges that this waterway poses for Romania and, implicitly, for the European Union from a geostrategic, geopolitical and geoeconomic perspective.

- Summary/Abstract:The deinstitutionalization of persons with disabilities represents an interdisciplinary and complex topic that lies at the intersection of human rights, social inclusion, public safety, and social services. In the context of post-communist Romania, the socio-professional integration of persons with disabilities is a critical issue, as the country continues to make significant efforts to remove economic, cultural, and social barriers. These efforts aim to ensure that citizens with disabilities can enjoy equal rights and opportunities, including the right to a life beyond mere subsistence. Discussing the socio-professional integration of persons with disabilities should become part of the collective mindset, both among the general population and professionals working in this broad field. This is a necessary step toward normality. But is large-scale deinstitutionalization truly possible in practice? Can this process endanger not only the safety of the persons being reintegrated but also of those living in their proximity? Is there a real link between theoretical frameworks and practical realities in this sector? And, above all, is society prepared to welcome persons with disabilities into its midst? These are just some of the questions that prompted the development of this short study, which aims to serve as a starting point for a broader and more realistic debate.

- Summary/Abstract:Migration has emerged as one of the most complex challenges confronting the European Union (EU), with implications extending beyond social and economic dimensions into the realm of security. This article examines the historical evolution of migration toward the EU, the ways in which it has been integrated into the EU’s security agenda, and the policy responses developed over time. Drawing on securitization theory and historical institutionalism, the analysis explores how migration is framed in political discourse, the operational role of EU border and asylum systems, and the tensions between humanitarian obligations and border control. Case studies highlight critical routes and policy gaps, including inconsistent burden-sharing and fragmented integration strategies. The study concludes by proposing a balanced framework that combines security imperatives with resilience and human rights commitments, contributing to a more comprehensive understanding of migration as a security challenge in the EU context.

- Summary/Abstract:In an increasingly interconnected yet diverse European Union, effective intercultural communication (IC) remains both a policy imperative and a practical challenge. This paper explores the multidimensional barriers and emerging opportunities that shape intercultural communication across EU member states. Drawing from theoretical frameworks in sociolinguistics, communication studies, and European integration, the study examines key impediments such as linguistic fragmentation, cultural stereotyping, digital divides, and institutional asymmetries. Simultaneously, it highlights enabling mechanisms including EU-funded mobility programs like Erasmus+, multilingual education reforms, and digital translation technologies that foster intercultural dialogue. Through selected case studies and policy analyses, the article argues that while intercultural barriers persist, particularly in peripheral regions and underrepresented communities, the European Union holds significant structural and educational tools to turn these challenges into opportunities for deeper cohesion. The findings contribute to both scholarly understanding and policy debates around how intercultural competence can be cultivated as a cornerstone of EU solidarity and governance.

Germans are usually reserved and formal, they respect personal space reflecting discipline and professionalism. Italians, on the other hand are much more expressive in terms of non-verbal cues cherishing emotional engagement and proximity. France represents a mixture of elegance and subtle facial expressiveness. Understanding body language is essential for effective communication within the European Union and diplomatic success often depends on the ability to perceive correctly such cultural differences

- Summary/Abstract:The spectre of bioterrorism casts a long shadow in our ever-more interconnected world, making a multi-pronged prevention approach, inclusive of modern languages, essential. Effective cross-cultural communication is, without a doubt, crucial for intelligence gathering and response coordination when biological threats emerge. It's not just about translating words; grasping linguistic nuances helps in understanding specific microbial events and improves teamwork between international public health organizations. Preparedness programs, as one study points out, face potential funding reductions, emphasizing the immediate requirement for strong communication plans during crises. Communication's importance also extends to sharing vital information and motivating communities; after all, how we communicate greatly shapes public opinion and reactions. Thus, encouraging skill in modern languages is a key element in lessening the dangers linked to bioterrorism.
