Summary/Abstract: This article examines the strategic position of the People’s Republic of China in the global counterterrorism landscape, emphasizing the core principles that shape its foreign and security policy. It argues that China’s approach is grounded in the condemnation of all forms of terrorism, the rejection of double standards, and the pursuit of active engagement in international and regional cooperation. The paper highlights China’s commitment to supporting other states in their counterterrorism efforts, while simultaneously strengthening its own institutional and technological capacities. Particular attention is given to the development of intelligence capabilities, information-sharing mechanisms, and the integration of advanced technologies, including large language models (LLMs), for data analysis and the coordination of operational responses. Furthermore, the study explores China’s holistic strategy, which addresses both the root causes and the manifestations of terrorism through political, economic, social, and cultural measures.
