UVOD U POLITIČKI SISTEM BOSNE I HERCEGOVINE – IZABRANI ASPEKTI

Intelektualno je i ljudsko zadovoljstvo imati pred sobom materijal kakav je zbornik tekstova „Politički sistem BiH“. Višestruki su, dakako, i razlozi takvom zadovoljstvu. U pitanju je, prije svega, činjenica da se tim istim pitanjem, do ovog rukopisa dakako, nikada ranije nitko nije bavio na ovako koncipiran način. Ovo je, drugim riječima, istinski bosanskohercegovački materijal, a to, onda, znači i materijal čija vrijednost teško da se pod znak pitanja može dovesti iz uklona aktualnih bosanskohercegovačkih sporenja. Nikoga, sukladno tome, ne treba iznenaditi mogućnost da ovaj zbornik bude jedan od prvih općeprihvaćenih udžbeničkih naslova na svim bosanskohercegovačkim visokoškolskim ustanovama, na kojima se politički sistem BiH izučava. Dio zadovoljstva je, potom, vezan i za činjenicu da je zbornik okupio osamnaest mladih, znanstvenoj javnosti relativno nepoznatih autorskih imena, kojima su prilozi, uvršteni u ovaj zbornik, ako ne intelektualni prvijenci onda zasigurno rijetki znanstveni ogledi u njihovom dosadašnjem životu. Zadovoljstvo, na koncu, izaziva i činjenica da se radi o obimnom materijalu koji politički sistem BiH osvjetljava iz najrazličitijih perspektiva i na jedan potpuno nov i rijetko konzekventan način. U osamnaest zasebnih cjelina tretirana su pitanja koja su uobičajena u ovoj vrsti analiza, ali i ona čijim je uvrštavanjem, kao u slučaju analize bosanskohercegovačkih medija, zbornik dobio dodatnu vrijednost. Zbornik je, ponovimo, strukturiran u sedamnaest poglavlja i to: 1. Priroda političkog sistema u Bosni i Hercegovini; 2. Daytonski sporazum za BiH; 3. Ustav BiH; 4. Ljudska prava u kontekstu političkog sistema; 5. Položaj nacionalnih manjina u političkom sistemu BiH; 6. Društveni aspekti političkog sistema u BiH; 7. Parlamentarna skupština BiH; 8. Vijeće ministara; 9. Predsjedništvo BiH; 10. Pravosudni sistem u BiH; 11. Političke stranke; 12. Mediji; 13. Izbori i izborni sistem u BiH; 14. Brčko Distrikt; 15. Federacija BiH; 16. Republika Srpska i 17. Lokalna samouprava u BiH. Zanimljivost je i u činjenici da se jedan autor ili autorski par – osim u jednom slučaju - posvećuje analizi samo jednog segmenta političkog sistema BiH. Posebnu vrijednost materijalu, međutim, daje spoznaja da su autorske analize krajnje pozitivistički utemeljene, bez ijedne rečenice koja bi mogla poticati dvojbe koje opterećuju bosanskohercegovački društveni, pa i intelektualni ambijent. U ovakvoj prigodi bi, bez dvojbi, grijeh bio ne progovoriti i o jeziku autora. U pitanju je, dakako, pravo jezično „šarenilo“, koje na najuvjerljiviji način svjedoči kako bosanskohercegovačke jezične „razlike“ nisu smetnja zajedničkim autorskim poduhvatima. Naprotiv, sve te različitosti finalni tekst samo čine dodatno „raspjevanim“. S druge strane, autorski tim je koristio vokabular koji je općeprihvatljiv, ali i razumljiv različitim obrazovnim razinama. Posebna mu je vrijednost u vezi s činjenicom da je u pitanju jezik koji ne izaziva mučninu nego, zbog svoje pitkosti, tjera na čitanje i „u dahu“ Zbog svega apostrofiranog vjerujem da ovaj zbornik može odigrati ulogu krajnje ozbiljnog udžbeničkog materijala za studente koji, u okviru nastavnih planova studija koje pohađaju, izučavaju i politički sistem BiH. Nadam se, međutim, da će tu njegovu dimenziju uočiti i oni koji, u svojstvu profesora i asistenata, sa studentskom populacijom rade na izučavanju političkog sistema BiH. Zbornik „Politički sistem BiH“, na koncu, može poslužiti kao veoma korisno štivo i za sve ostale – neovisno o tome radi li se o običnim čitateljima ili onima kojima su znanja o političkom sistemu potrebna iz profesionalnih razloga.

Theories and models of contemporary migration often revolves around neofunctional models. They define migrants as rational actors who are focused on improving their economic, social, and political well-being which is enabled by access to opportunities that are not available in their origin communities and/or countries. Nevertheless, initiation of migration is largely driven by difficulties, discomfort, disagreements, tensions, and conflicts at the origin, while migration decision and destination choices are moderated by individual characteristics, cultural and social capital as well as by the local, national, and international context. In other words, people do not move when they are satisfied and comfortable with what they have and where they are. The number of movers around the world is relatively very small. The costs of migration and other moderating effects make international population movements an exception even today with an ever increasing mobility across the world. “The studies collected in this edited book offer evidence to our argument that migration does not provide an ultimate response to insecurities in the home countries or conflicts in traditional destinations; instead as hinted in some of the contributions, migration shifts the balance of power and security as insecurity and conflict are negotiated in the process of migration with particular reference to the Kurds and Kurdish migration.”

This book includes studies conducted on the basis of field research by academics specialized in social anthropology in various universities in Turkey. Anthropological studies on migration date back a long way. Leaving their desk in the office, anthropologists have taken to the field, placing participatory observations and in-depth interviews at the center of their research. The story of this book emerged from the thoughts of anthropologists, who had made presentations on migration, coming together during a symposium and discussing how to write about such a topic. The excavation of the church cemetery in the north-eastern suburb at Pohansko near Břeclav took place between 2008 and 2012 as part of long-term systematic research into the site which is considered to be on a par with the most important centres of Great Moravia. The field work followed after the unexpected and surprising discovery of an early medieval rotunda which is the second religious structure to be uncovered at Pohansko (Macháček – Balcárková – Čáp et al. 2014). The new research activities in the north-eastern suburb can be divided into three main excavation areas – the Great Moravian rotunda, the church cemetery and the adjoining residential and/or production precinct of the whole settlement area. So far, the greatest attention has been paid to the church which, after the quarter of a century that has passed since the last similar find, augmented the unique and historically valuable group ofthe earliest religious and stone-wall architecture within the territory of the Czech Republic. The discovery has been comprehensively covered by a number of dedicated studies (Čáp – Dresler – Macháček et al. 2010; Macháček 2011; Macháček – Balcárková – Čáp et al. 2014). The excavation of the settlement related to the church has not yet been completed and as such is only marginally mentioned in this monograph. The main focus is aimed at the cemetery where excavation work finished in 2012. The necropolis falls within the category of church cemeteries as defined by Bořivoj Dostál (Dostál 1966, 15–17), and thus belongs to the group of the most valuable funeral heritage monuments from the period of Great Moravia. Its publication signifies the end of the second stage of the most recent archaeological research in the north-eastern suburb at Pohansko.
