"Gaza Strip" - a Unique political area

After the 1st World War, the British government oriented its influence in the Southern Caucasus to sut up a Caucasian wall composed of the three regional countries, Azerbaijan, Armenia and Georgia, in order to stop the Bolshevik Russia and to separate the latter from Turkey. Situation changed after the White Army was defeated in the Northern Caucasus, and the three Caucasian states were brought under Soviet control. On the one hand, Turkey considered the Bolshevik Russia as a natural ally against The Western imperialist forces, then invading many parts of Turkey, and on the other hand, made use of the rise of Bolshevism as a cause against the imperialist forces, thus became very strong diplomatically.

"ŁAD POSTLIZBOŃSKI" W EUROPIE

The author of the article puts forward a thesis that the period in the international relations that came after the Cold War has already been completed and we are now in another one, to which he gives the name of the Post-Lisbon order. So far, in the discourse on the international relations it is called the post-Cold War order, without a clear distinction of its timeframe. The author, who presents a theoretical introduction of the definition of the international order which he perceives as a way of determining the relationship between international actors, who also presents the most important provisions of the Treaty of Lisbon and the New NATO Strategic Concept (adopted in Lisbon), called the new period a post-Lisbon order. By analyzing the presented problems the article constitutes an attempt to prove the thesis which was put forward at the beginning.

"Municipal settlements of Ukraine" database and its possible application spheres

With the development of geoinformation technologies and geoinformation mapping the sphere of activity of professional geographers and cartographers has been enriched by a wide application of databases (DB). They enable geographical information to be put in order in a user-friendly system. The article considers the methodological aspects of the organizations and creation of such a system - the "Municipal settlements of Ukraine" databases. The basic stages and databases forming the principles which the author designated during the creation of this specific database are highlighted. The DB structure is revealed - the list of the data included in every table is given. The ways of DB applications are determined; they consist in using DB for the creation of various cartographic studies and reference books about the municipal settlements in Ukraine. The prospects of DB development and perfection are considered.

"The Application of the Analytical Hierarchy Process Model in the Process of Conflict Management"

The incitement and the occurrence of the conflicts, their escalation, ceasefire and de-escalation are processes which are continually appearing, lasting and resolving. Consequently, the conflicts usually pull migratory flows. Migration is an issue which nowadays is very present, and it needs to be resolved. The migration usually starts where conflicts arise. Having that in mind, the main concept in the paper is focused on the conflicts and the emergence of the migration flows. It also gives a suggestion how the conflicts can be resolved in the Middle East countries. The purpose of this research is to find out real reasons for appearance of migrations and most rational solutions for their solving. For doing that the Analytical Hierarchy Process (AHP) method is applied. A short overview will be given of the main elements of the AHP method and how it is applied in the conflict resolution. AHP method is enforceable and leads to concrete recommendations for further conflict resolution. The results of the research will show that resolving the conflicts may contribute in suppression of the migration and it can also protect countries for further armed conflicts and unwanted migration flows.

"To Be European Means to Be Me"

The Perspective of Young Muslims in Kosovo on European Identity

Since the beginning of the integration process into the European Union a continuous discourse has evolved about what characterizes ‘Europe’ and whether there is a common ‘European identity’. Most recently, this discourse has tended to define the European ‘Self’ in contrast to a ‘foreign’ Muslim ‘Other’. The debate is taking place against the background of new Muslim arrivals in Europe. However, the presence of Muslim citizens in Europe is not a recent phenomenon. This empirical research paper explores the effects this discourse has had on the perspective of Muslim youths in Kosovo on European identity. Kosovo is seen as a European country with a centuries-old Muslim presence. It seeks to further ‘Europeanize’ itself in order to connect with the EU. By means of qualitative in-depth interviews with young practicing Muslims in Prishtina the paper reveals that the participants have not started to view ‘Europe’ in any negative way. Instead, they use their positive understanding of European identity which they associate with diversity and freedom of religion for Muslims. The respondents heavily criticize their own government for misunderstanding the concept as denoting ‘un-Muslim’, which leads to an oppression of practicing Muslims in Kosovo in light of the country’s attempt to ‘be European’.

"To nie my przekroczyliśmy granicę, to ona przecięła nas." Biopolityka europejskiego reżimu migracyjnego

This article reconceptualizes analytical tools suitable to theorizing the European migration regime by employing concepts developed by philosophers of biopolitics. By referring to border and migration studies, it diagnoses both the crisis of the traditional conceptualization of the border and the crisis of the post-Westphalian political order in Europe. Identifying the end of bordering practices as a result of the intertwining of sovereignty, territory, and population in the context of a neoliberal regime of capital accumulation, the article proposes to treat borders as productive apparatuses (dispositifs). While they support the desirable flows of people, they block the undesirable forms of circulation. In conclusion, the article argues that the co-existence of borderless spaces within the European Union with the arbitrary mechanisms of mobility control applied to non-EU migrants is impossible to maintain in the long run. Keeping the current status quo will result in the obliteration of the inside/outside division and a rupture in the strong link between borders and territory. In effect, the same apparatuses which aimed to make free mobility possible are becoming its main source of danger.

Any researcher who works with local people in a small town soon finds a number of repeating topics, stories, symbols, characters, and attitudes. Together they create a generalized image that, to a greater or lesser degree, is shared by its inhabitants. In order to move beyond merely recording different forms of self-description and to use these data as instruments of explanation and comparative analysis, the author proposes a model for the genre analysis of such “local” narratives. This allows us to a) reveal links between the past (cultural memory), present (image), and future (expectations and scenarios) of a city; b) explain the cultural preconditions of observed collective and individual actions; and c) explain the specificity of the affective connection between citizens and their city. In the second part of the paper the author demonstrates some results of the application of this model, using two case studies: Myshkin (visited in 2013) and Kologriv (visited in 2010). The narratives of local inhabitants are structured according to the genres of ”progress” (development) and ”regress” (decay). The author is especially interested in how these genres constitute peculiar types of agency, as well as a repertoire of (im)possible actions.

A Case Study On The Diagnosis And Consequences Of Flash Floods In South – Western Romania: The Upper Basin Of Desnatui River

The paper examines the flash floods that may appear in a representative river basin occupying the south-western Romania and also feature an example of the most recent flash flood from 2005–2006, more specifically, its causes and consequences. In order to accomplish the objectives, hydrological data were used to identify the characteristics of the floods. Finally, the case study of the flash flood was delivered through the field research, observational method, discussion with the authorities and investigation of the meteorological and hydrological available data. The research offers an insight on the dimension of damages triggered by a flash flood event, based on the statistical data provided by the village hall and the few remaining places preserving the traces of the floods (houses, bridges). Because we could not provide all the necessary data in order to determine the frequency and scale of such risk phenomena, the analysis is assessed on general hydrological statistics of flood events between 1964 to 2011. By leading the research, it resulted that the specific feature of the upper basin of Desnatui River is its temporary drainage and that in the periods of high flow, the capacity of the river channels is diminshed and the floods may occur. The paper succeeds to revive the insufficient scientific concerns on this kind of hydrological risks issued in the space occupied by the upper basin of Desnatui River and eventually, to supply the need for such study in the context of modern hydrological research preoccupations.

The role of cities and urban regions in the global economy is growing in tandem with globalization trends. With the rise of the knowledge economy, the ratio of young and well-educated people can be an indicator of the success of a settlement, as they make up the social group that is the most mobile and the most able to change their place of residence and work. Urban competitiveness and socio-economic sustainability are fundamentally determined by the number of available young and well-educated people, so keeping and attracting this group is a priority for cities. In Hungary, the medium-sized and large towns of the country are mainly confronted with the attraction of Budapest and foreign cities. In order to solve the monocentric (‘primate city’ dominated) settlement structure of our country, a development concept was worked out for the outer city ring around Budapest (Dunaújváros, Gyöngyös, Kecskemét, Salgótarján, Székesfehérvár, Szolnok, Tatabánya). In their research, the authors compare the population attractiveness of these cities (with particular reference to the young, educated population) applying a complex index developed by them based on official statistics and Big Data like sources. A complex index of 70 indicators (creative knowledge attractiveness index) is used to rank these cities in terms of their potential to retain and attract creative people and how this potential changes. According to their results, Kecskemét is ranked first, Székesfehérvár ranked second and Szolnok ranked third.

Nowadays, the concept of smart cities and the measurability of their performance are becoming more and more the focus of interest. Smart cities can have a number of different interpretations that tend to emphasize resource optimization, using innovative strategies and solutions to address growing urban problems and improve quality of life for the population. In addition, smart cities need to be able to adapt to rapidly changing external conditions and to deal with shock-like externalities, i.e. to show resilient behaviour.The present study examines the relationship between smart cities and resilience by interpreting urban resilience, defining its concept, and describing its measurability issues. Using literature and methodological recommendations, the study presents the distribution and components of a complex resilience index for the Hungarian urban network, exploring territorial characteristics and examining the relationship between the resilience values of Hungarian cities and the networks of urban migration. Based on the results, significant regional differences can be observed for the complex resilience index and its components, with different focus areas. Towns in the Budapest agglomeration perform outstandingly in all components and form a hotspot area. The relationship between the complex resilience index and the network centrality of towns is basically significant in towns with more than 20,000 inhabitants, the improvement of centrality within the urban network is accompanied by a high resilience value.

Montenegro is facing significant changes in tourist turnover. Tourism activity has become increasingly more skewed toward the Montenegrin coastal area, which confirms the concern about regional inequality of tourism. This study analyzed the spatial and temporal distribution of foreign and domestic tourists in Montenegro, based on spatial statistical tools as a set of Geographical Information Systems. The results indicated that during the analyzed period (2007–2016), the spatial distribution of domestic and foreign tourists was different. Main geographical center of foreign tourists is Budva and of domestic tourists is Cetinje. Therewas apparent uneven dispersion of tourist demand between Coastal (on the south) and Northern region. Moreover, the results revealed tourist distribution clusters in order to identify the tourism centers with the highest number of tourists in different geographical areas of Montenegro. Understanding the spatial and temporal distribution is a very important tool for the reduction of regional economic inequality. Also, the resultsof the spatial distribution of tourists can be used for the forecasting of future tourist behavior.

A historical and politico-geographical analysis of Hungarian-Polish border before 1939 in the Hungarian historical geography

The historical development of the common borders took place in many respects simultaneously since the epoch of the two states’ establishment. The territories and borders of both states have greatly changed ever since, yet during the periods of joined kingdom the common borders always showed a high degree of stability. The first description of the common state borders can be found in the Anonymous Latin Gesta by around 1200 AD. From the 15th century on, the Hungarian Parliament on several occasions appointed and sent different committees by legal acts to the borders of neighbouring countries, including Poland, in order to delimit or adjust its state borders. Due to the threefold dissolution of the Polish State, the former common border fundamentally changed. After the First World War, the common state border between the reborn Poland and the historical Hungary completely vanished after the latter lost some two-thirds of its territory. During the Second World War the common borders were restored for a short time through which thousands of Polish escaped to Hungary. Thus, the partially shared state history and the changing (disappearing and reappearing) common state border represent an international singularity in many respects.

The present study comparatively examines, with a novel, database-building, Carpathian basin-wide approach, how local population, local government, settlement structure and urban-rural distribution characteristics change in Hungarian-majority areas outside Hungary. Latest statistics from eight countries were used to this comprehensive Carpathian basin-wide analysis of settlement data. Our data comparison shows that the Hungarian-majority settlement areas in the neighbouring countries are very strongly rural compared to the ‘mother country’.
