The Romanian Environmental Law Review was primarily issued in 2003, standing thus for a well-established review. It is a biannual publication that brings together a scientific committee made up of esteemed professors from Universities in Romania, France, Germany, Great Britain, Spain, Brazil, Canada. The purpose of the review is to establish a legal debate framework on the particularly ruling theme of environmental protection, thus addressing firstly to environmental law professionals, but also to practitioners and theorists in other branches of law, the environmental law being related to many of them. The Director of the review is Prof. Mircea Duţu, Ph.D., an undeniable figure in the field, President of the Ecological University of Bucharest and of the Romanian Environmental Law Association (ARDM) equally, as well as member of relevant international bodies in the field. With issue no. 1/2008, the review has set new standards in quality: it comprises articles written in English and French by foreign contributors, as well as translations into these languages of articles written in Romanian; there are brought forward domestic and foreign representative works and illustrative scientific events; also, there is kept a close check on developments in Community legislation and the EC Court of Justice case-law in the field of environmental law.

Journal of Eastern-European Criminal Law is an ambitious project which aims to bring together Eastern European scholars and practitioners acting in the field of Criminal Law and Criminal Procedure Law. The journal stands as an unique publication, at least in this part of the world, as an outcome of the partnership between specialists in criminal law and criminal procedure law from the law faculties of the West University in Timisoara and the University in Pecs, with the participation of specialists from law faculties of the Republic of Serbia, who aimed at presenting, in a different language from their own, the serious amendments of criminal legislation that occurred in their countries in the post‐communist era, an essential requirement for the rule of law.

 

We envisage this journal, published semesterly, to be open to all researchers in the academic environment from the former communist countries, but not limited to them, to professors, PhD students, but also to magistrates and other professionals interested in the evolution of criminal legislation and in the more and more firm response to be given to the criminal phenomenon, while observing the fundamental human rights.

Professionals in the field will need to invest in security solutions for data encryption, securing confidentiality, detecting potential threats and managing responses to data subjects (clients). Physical files or video audio recordings must meet specific, explicit and legitimate goals or purposes. The data collected in the legal system (data on parties, civil status documents, company contracts, etc.) regarding clients must be kept for a period that does not exceed the time required for use, if there is no legal provision in force to impose a certain duration of storage. There is a high demand on the market and there are many bidders in this area of interest. Adaptation to GDPR rules should not be viewed as having negative implications on the financial plan of the entities. Professionals can use this opportunity to design and implement an effective data management strategy and to move towards transparency-based management and to achieve an effective balance between legal outcomes and business objectives. These measures represent for consumers of services / goods, that is to say the identified / identifiable persons, an additional protection measure, and for the legal system it outlines a way to identify the risks of non-compliant data processing. The ideas presented above will represent the skeleton of the new Journal we propose. We believe that this will be an effective means of communication between the specialists in the field and the practitioners and we believe that a scientific dialogue structure is necessary.

Within the legal development of Romania over the last three decades, an important role has been played by jurisprudence through its major contribution to the configuration of the new Romanian law. The great stages of this process - from the legislative transition, with the adoption of the new Constitution (1991), the implications of the Euro-Atlantic integration and the adoption and implementation of the new codes - included the contribution of the conclusions of the judicial practice, which brought clarifications and absolutely necessary specifications. Irrespective of its form of manifestation - constitutional, conventional, European Union or national - jurisprudence has become today a decisive factor in the restructuring of the legal phenomenon, moreover: it can be said that today jurisprudence is the one that not only accompanies but also determines, a significant measure of substantive transformations of legal consciousness, indicating the entry of Romanian law into a new age.

Confronted with the health crisis, the legal systems reacted in many ways similarly and a first assessment in this regard can reveal important conclusions. The major challenges were aimed at finding a balance between respect for fundamental freedoms and collective responsibilities, between the freedom and safety of the citizen, the adoption of exceptional measures (some of which tend to become permanent), as well as the outline of a model as comprehensive as possible - including in terms of law - of response to global crises. The implications of the "shock" of the pandemic health crisis on each branch of law, from concepts to concrete regulations, compliance with the requirements of the rule of law, the administration of justice or the exercise of legal professions, the constitution of "coronavirus law" or that of emergency situations and their implications on to the general development of law and its science are as many issues on which we have proposed to debate as comprehensively as possible in the 2022 annual session of ICJ scientific communications.
