The channel of distribution includes institutions, which perform activities delivering a product and its title from a producer to a consumer. Marketing channel desicions are among the most important desicions that management faces. The main factors are market share, geographical location of customers, customer satisfaction, product characteristics, intermediaries, competitive strategies, company’s financial resources. Motivation has always been the essential factor of staff management. It is the main variable in a company of high productivity. It is proved by researches in private and public sectors. Motivation is one of the most relevant issues in public administration, its importance for public sector was well known long time ago. It is assumed that work motives are one of the most important variables in modern human resource management in private and public sectors. This article presents the analysis of dominant work motives in private and public sectors as well as their interaction with employee satisfaction. This research was carried out in Šiauliai city in February 2006 with the aim to study work motives prevailing in private and public sector organizations in Šiauliai city. The article identifies work motives dominant in public and private sector organizations in Šiauliai city as well as factors influencing employee satisfaction.

The article analyses the Philomath Union at Vilnius University, which was active nearly two hundred years ago. Political and social situation in Lithuania and Europe of that time is discussed. The reasons why the Union functioned for such a short period are highlighted. The main ideas of the Philomaths’ activities, the analysis of the main philosophy and works relevant to these days are presented in the paper. The Philomaths’ socio-economic programmes and socio-economic issues of contemporary Lithuania are linked. Finally, the article proves that the Philomaths’ Union initiated collection of statistical information and its analysis in Lithuania.

This article analyses the theories of labour market regulation to identity the most adaptable model for Lithuania. This issue should be studied to realize the position of the state and whether it meets our expectations. Opinions of different authors on the role of the state in labour market are reviewed. Labour market management is implemented in programmes. The main aim of the programmes is a transition from welfare for the unemployed to creation of new jobs places, consulting, training and retraining. Analysis shows that a third part of programmes is ment for employees in the private sector. This approach is close to the Keynesian theory but on the other hand government takes much responsibility harmonizing supply and demand of labour force.

It is commonly understood that both the process of making a decision and its final outcome can be the sources of conflict between the parties. The article describes the results of a research carried out in 20 top advertising agencies in Šiauliai city and presents main aspects of communication between advertising agencies and their clients.

In a rapidly developing economy of the country the increase of technical and financial capacity of enterprises, and competition in the business market, the evaluation of the efficiency of a company’s activities have gained importance. The article analyzes the economic efficiency of the activities of SC Linas, the largest linen textile producer and exporter in Lithuania and the Baltic States for 2000–2005 and perspective tendencies of the company’s development. Economic efficiency of the company’s activities gives much useful information on developing its activities. Proper analysis of economic efficiency influencing indexes and factors makes it possible to make tactical and strategic plans and properly direct the company’s potential reaching targeted aims.

The article consists of introduction, research review, research part, conclusions and recommendations. In the introduction, relying on Prof. Dr. G. Davulis’ (2005) findings, a weak financial situation in Lithuanian municipalities is analysed emphasising the importance of the emission of debentures as a supplementary financial instrument, for the economy and also the development of independency. In the review of the research two main models of the emission of debentures used in the world are highlighted. The research part focuses on the modelling of managerial procedures. Further, activities of JSC Busturas are introduced and, having evaluated incurred losses, reasons are analysed proposing to issue the emission of the company’s debentures relying on the “American” model. The plan of actions for JSC “Busturas” and Šiauliai City Municipality preparing for the emission of debentures is provided. In the final part of the study conclusions in conformity with valid normative law acts, in which the emission of debentures is not regulated by any law act are made. It is also proposed to apply the principles of the “American” model of the emission of municipal debentures as the management of Lithuanian municipalities is based on political motives as the practice of the emission of debentures does not exist. It is recommended to supplement laws regulating municipality borrowings by relevant rules regarding the regulation of the turnover of municipality securities and to take into consideration achievements in foreign countries in this field.

The process of strategy formation of the activities in Šiauliai University Gymnasium is reviewed in this article. The introduction of the article grounds its necessity for Šiauliai University Gymnasium. Šiauliai University Gymnasium was established not long ago (in 2003). It is the fourth gymnasium in the city but differs from others as has a university status. A descriptive research deals what directions Šiauliai University Gymnasium should take if it wants to use its maximum potential and minimize dangers. The environment, inner resources and SWOT analysis showed that if Šiauliai University Gymnasium wants to be exclusively successful and in demand its aim should be education of responsible and independent people by integral educational activities with Šiauliai University, strengthening of pedagogical and professional competences of its teachers, and the development of its methodological and material basis. Special attention should be paid to the development of a specific division „Mažasis universitetas“ (“The Little University”) in Šiauliai University Gymnasium.

The aim of the article is to analyse peculiarities of market segmentation JSC Lelija case. In order to achieve this aim we studied why companies interested in making successful sales need market segmentation, information about styles of clothes in demand, why customers buy them, when, how and who buys products of a particular clothing manufacturer. Analysis of peculiarities of market segmentation in JSC Lelija showed that its client is: a rational, oriented to reliable goods, careful and critical customer who prefers Lithuanian high quality clothes relying more on a shop assistant rather than on advertising on TV, in newspapers, etc. Basic characteristics of JSC Lelija customers are: metropolitan women, aged 26–35, with university education, who like classical style and usually wear Lithuanian clothes appropriate in job place.

The aim of this paper is to identify development and financing possibilities of small and medium size businesses in Lithuania. Because of limited opportunities for practical analysis of SMEs the authors have chosen current situation in Kaunas county hoping that results will anable to generalize and provide conclusions for the SME sector in Lithuania. The paper focuses on the ways of elimination of financial problems and intensification of SME development possibilities through financial support from the state and European Union Structural Funds. According to survey results main conclusions are made; some means for both the development of SME and prevention of financial problems in this sector are suggested.

The paper analyses privatization processes in the Republic of Belarus. Preconditions for state ownership reforms, stages of reform realization, and effectiveness of fulfillment of the stated aims for the period are reviewed. The analysis of privatization results for three periods (1991–1992, 1993–1999, 2000–2006) has been carried out, and achieved results and drawbacks are pointed out. In the final part of the work main mistakes are highlighted and several recommendations for their elimination are provided.

The aim of this article is to present collaboration of Kaunas city municipality and non-governmental organizations (NGOs) in Kaunas city. Theoretical analysis of collaboration of local governments and NGOs was done and three collaboration models were identified: civil society organizations can function as opposition, an agent or a partner of a local government. Present situation of collaboration is described and conclusions are made that at present NGOs are acting mostly as agents of Kaunas city municipality but are seeking to make their relations more equal and cooperative.

Support of the education system and its use of resources are being reformed in order to help the system to better adapt to free market and ensure its higher quality and better accessibility to it. The article analyses the knowledge economy development tendencies in the aspect of the evolution of economic theories, describes the emergence of basic threats, preconditions for and mechanisms of the knowledge–based economy. The knowledge economy is a new economic phenomenon of the 20th century. The knowledge economy includes the country’s all spheres: economic, social and cultural. A stable economy is the most important measure of the knowledge economy implementation: it strengthens economic and social basis, fosters innovations, invests in human capital. Studies of factors predetermining CTV service users’ behaviour is the most reliable mean disclosing users’ attitudes and opinions about the service. They enable to eliminate mistakes. This research was carried out in Mažeikiai district and involved 234 respondents, subscribers of Mažeikiai CTV Roventa who evaluated TV and Internet services. Lithuanian broadcasting channels take first place by popularity. Most popular foreign channels are Naše kino and Discovery. Foreign channels translated into Russian got higher ratings than those in original languages. Channels broadcasted in Russian are watched most of all. It may be explained that older respondents feel nostalgia towards Russian times. Respondents prefer watching news and movies. They also like talk, publicity shows, humour shows, etc.
