Summary/Abstract: The aim of this article is to present collaboration of Kaunas city municipality and non-governmental organizations (NGOs) in Kaunas city. Theoretical analysis of collaboration of local governments and NGOs was done and three collaboration models were identified: civil society organizations can function as opposition, an agent or a partner of a local government. Present situation of collaboration is described and conclusions are made that at present NGOs are acting mostly as agents of Kaunas city municipality but are seeking to make their relations more equal and cooperative.
