Tato monografie představuje výsledky výzkumu provedeného mezinárodním týmem právních expertů v rámci Visegrádského grantu (č. 21930021) na ochranu oznamovatelů na pracovišti v zemích Visegrádské skupiny, Francii a Slovinsku (WhistlePro), financovaného Mezinárodním visegrádským fondem. Hlavním cílem projektu bylo prozkoumat právní úpravu ochrany oznamovatelů ve společnostech a dalších soukromých a veřejných institucích v zemích, jichž se studie týkala, a následně upozornit na problémy a navrhnout právní řešení související s transpozicí směrnice Evropské unie 2019/1937 ze dne 23. října 2019 o ochraně osob oznamujících porušení práva Unie do vnitrostátních právních předpisů.Publikace obsahuje mimo jiné rozbor okruhu případů, které mohou být předmětem whistleblowingu, osob, které mohou být považovány za oznamovatele a požívat ochrany whistleblowingu, a dalších subjektů chráněných z titulu jejich spojení s oznamovatelem, interních a externích postupů a kanálů pro oznamování, právních prostředků podpory oznamovatelů v jejich činnosti a jejich ochrany před odvetnými opatřeními za sdělování informací, zajištění důvěrnosti této činnosti, právní odpovědnosti za odvetu a porušení povinností vůči oznamovatelům.Tento výzkum koordinovala Právnická a správní fakulta Lodžské university ve spolupráci s Univerzitou Karlovou v Praze, Univerzitou Gáspára Károliho reformované církve v Maďarsku, Univerzitou v Mariboru, Univerzitou v Tours a Trnavskou univerzitou v Trnavě a za účasti zástupců dalších výzkumných pracovišť, veřejných institucí, sociálních partnerů, organizací občanské společnosti, podniků a právníků z praxe.Úplný obraz výzkumu v rámci projektu čtenáři najdou v knize „Towards a Better Protection of Workplace Whistleblowers in the Visegrad Countries, France and Slovenia“, kterou vydalo nakladatelství Lodžské univerzity.Publikace je určena všem zájemcům o aktivity zaměřené na zlepšení právního postavení oznamovatelů na pracovišti.

Táto monografia predstavuje všeobecnú správu o výskume, ktorý uskutočnil medzinárodný tím právnych expertov v rámci Vyšehradského grantu (č. 21930021) Ochrana oznamovateľov na pracovisku v štátoch Vyšehradskej skupiny, Francúzsku a Slovinsku (WhistlePro), ktorý bol financovaný Medzinárodným vyšehradským fondom. Hlavným cieľom projektu bolo preskúmať právnu úpravu ochrany oznamovateľov nezrovnalostí a porušení zákona v podnikoch a ďalších súkromných a verejných inštitúciách v krajinách, na ktoré sa výskum vzťahoval, a následne poukázať na problémy a navrhnúť právne riešenia súvisiace s transpozíciou smernice Európskej únie 2019/1937 z 23. októbra 2019 o ochrane osôb, ktoré nahlasujú porušenia práva Únie, do vnútroštátnych právnych predpisov.Publikácia obsahuje okrem iného analýzu týkajúcu sa rozsahu prípadov, ktoré môžu byť predmetom oznamovania, osôb, ktoré možno považovať za oznamovateľov a ktoré požívajú ochranu súvisiacu s oznamovaním porušení, a ďalších subjektov chránených z dôvodu ich prepojenia s oznamovateľom, interných a externých postupov a kanálov nahlasovania porušení, právnych prostriedkov podpory oznamovateľov v ich činnosti a ich ochrany pred odvetou za oznámenie informácií, zabezpečenia dôvernosti tejto činnosti, právnej zodpovednosti za odvetu a porušenie povinností voči oznamovateľom.Uvedený výskum koordinovala Fakulta práva a verejnej správy Lodžskej univerzity v spolupráci s Karlovou univerzitou v Prahe, Univerzitou reformovanej cirkvi Gáspára Károliho v Maďarsku, Univerzitou v Maribore, Univerzitou v Tours a Trnavskou univerzitou v Trnave a za účasti zástupcov ďalších vedeckých centier, verejných inštitúcií, sociálnych partnerov, organizácií občianskej spoločnosti, podnikov a právnikov z praxe.Úplný obraz o výskume realizovanom v rámci projektu nájdete v knihe Towards a Better Protection of Workplace Whistleblowers in the Visegrad Countries, France and Slovenia, ktorú vydalo Vydavateľstvo Lodžskej univerzity.Publikácia je určená všetkým záujemcom o aktivity zamerané na zlepšenie právneho postavenia osôb, ktoré nahlasujú porušenia zákona na pracovisku.

Monografija vsebuje splošno poročilo o raziskavi, izvedeni s strani mednarodne ekipe pravnih strokovnjakov v okviru Višegrajskega projekta Zaščita žvižgačev na delovnem mestu v državah V4, Franciji in Sloveniji (WHISTLEPRO), ki ga financira Mednarodni Višegrajski sklad. Glavni cilj projekta je bil preučiti pravno ureditev zaščite oseb, ki prijavijo nepravilnosti in kršitve prava v gospodarskih družbah ter drugih zasebnih in javnih institucijah v državah, zajetih z raziskavo, nato pa izpostaviti težave in predlagati pravne rešitve, povezane s prenosom Direktive (EU) 2019/1937 Evropskega parlamenta in Sveta z dne 23. oktobra 2019 o zaščiti oseb, ki prijavijo kršitve prava Unije, v nacionalno zakonodajo.Monografija med drugim vključuje analizo glede obsega vsebin, ki so lahko zajete z žvižgaštvom; nabora oseb, ki jih je mogoče obravnavati kot žvižgače in jim nuditi zaščito v povezavi s prijavo kršitev prava, pa tudi drugih subjektov, ki so zaščiteni zaradi svoje povezave z žvižgačem; notranjih in zunanjih kanalov za prijave; pravnih ukrepov, namenjenih podpori žvižgačem in njihovim aktivnostim ter zaščiti pred povračilnimi ukrepi zaradi razkritja informacij, vprašanja zaupnosti, pravne odgovornosti za povračilne ukrepe in za kršitev dolžnosti v zvezi z žvižgaštvom.Navedene študije so bile izpeljane v koordinaciji Fakultete za pravo in upravo Univerze v Lodžu, s sodelovanjem Karlove univerze v Pragi, Univerze Reformirane Cerkve Károli Gáspár na Madžarskem, Univerze v Mariboru, Univerze v Toursu in Trnavske Univerze v Trnavi, ter z udeležbo predstavnikov drugih raziskovalnih centrov, javnih institucij, družbenih partnerjev, organizacij civilne družbe, podjetij in pravnikov.Bralci bodo v knjigi Towards a Better Protection of Workplace Whistleblowers in the Visegrad Countries, France and Slovenia (Za boljšo zaščito žvižgačev na delovnem mestu v višegrajskih državah, Franciji in Sloveniji), objavljeni pri Lodz University Press, našli prikaz celotne slike raziskave, izvedene v okviru projekta.Publikacija je namenjena vsem osebam, ki jih zanima izboljšanje pravnega položaja žvižgačev na delovnem mestu.

A monográfia nemzetközi jogi szakértői csoport által, a Nemzetközi Visegrádi Alapból finanszírozott „Bejelentők védelme a munkahelyen a Visegrádi Csoport országaiban, Franciaországban és Szlovéniában (WhistlePro)” témájú Visegrádi Grant (21930021 sz.) keretében lefolytatott kutatások eredményét mutatja be. A projekt fő célja az volt, hogy megvizsgálja a bejelentők védelmének jogi szabályozását a tanulmány által érintett országok vállalataira és más magánés közintézményekre vonatkozóan, majd felhívja a figyelmet a bejelentők védelméről szóló, 2019. október 23-i 2019/1937/EU irányelv nemzeti jogba való átültetésével kapcsolatos problémákra és azok megoldására jogi javaslatokat tegyen.A kiadvány többek között tartalmazza azon ügyek körének elemzését, amelyek a bejelentés tárgyát képezhetik, illetve a bejelentőnek minősíthető és a jogsértés bejelentése révén védelemben részesülő személyeknek, valamint a bejelentővel való kapcsolatuk révén védett egyéb szervezeteknek, a bejelentés belső és külső eljárásainak és csatornáinak, a bejelentők tevékenységének támogatására és a bejelentők védelmére szolgáló jogi eszközöknek, az információk nyilvánosságra hozatala miatti megtorlással szembeni védelmüknek, az említett tevékenységek bizalmas jellege biztosításának, a megtorlással kapcsolatos jogi felelősségnek és a bejelentőkkel szembeni kötelezettségek megsértésének elemzését.A fenti kutatást a Łódz-i Egyetem Jogi és Közigazgatási Kara koordinálta a prágai Károly Egyetemmel, a Károli Gáspár Református Egyetemmel, a Maribori Egyetemmel, a Tours-i Egyetemmel és a Trnava-i Egyetemmel együttműködve, valamint más kutatóközpontok, közintézmények, szociális partnerek, civil szervezetek, vállalkozások és jogalkalmazók képviselőinek részvételével.A projekt keretében végzett kutatások teljes körét a Łódz-i Egyetem Kiadója gondozásában megjelent „Towards a Better Protection of Workplace Whistleblowers in the Visegrad Countries, France and Slovenia” című kötetben találhatja meg az érdeklődő olvasó.A kiadvány mindazoknak szól, akik érdeklődnek a munkahelyi bejelentők jogi helyzetének javítását célzó törekvések iránt.

La présente monographie résume les résultats de la recherche réalisée par le groupe internati d’experts en droit dans le cadre de la Bourse de Visegrad (Nr 21930021) intitulée « La protection des lanceurs d’alerte au travail dans les États V4, en France et en Slovénie (WhistlePro) » financée par le Fonds international de Visegrad. Le projet avait pour objectif principal d’étudier la réglementation relative à la protection des personnes qui divulguent les irrégularités et les violations du droit dans des entreprises et dans d’autres institutions privées et publiques dans des États faisant objet de l’étude, ainsi que de montrer les problèmes et de proposer des solutions juridiques liées à la transposition de la directive de l’Union européenne 2019/1937 du 23 octobre 2019 sur la protection des personnes qui signalent des violations du droit de l’Union dans la législation nationale.La publication présente, entre autres, une analyse de l’étendue des questions pouvant faire objet de signalement, de personnes qui peuvent être considérées des lanceurs d’alerte et bénéficier de la protection liée à la divulgation des violations et d’autres entités couvertes par la protection en raison de leur lien avec le lanceur d’alerte, de procédures et canaux internes et externes de signalement des violations de mesures de soutien juridique des lanceurs d’alerte dans leur activité et de leur protection contre les représailles pour divulgation d’informations, de la confidentialité de leur activié, de la responsabilité juridique pour les représailles ou la violation des obligations à l’égard des lanceurs d’alerte.La recherche susvisée a été coordonnée par l’Université de Lodz, la faculté de Droit et d’Administration en coopération avec l’Université Charles à Prague, l’Université de l’Église réformée Gáspár Károli en Hongrie, l’Université de Maribor, l’Université de Tours et l’Université de Trnava à Trnava ainsi qu’avec la participation des représentants d’autres centres scientifiques, institutions publiques, partenaires sociaux, organisations de société civile, entreprises et praticiens du droit.Le résultat global de la recherche réalisée dans le cadre du projet est présenté dans le livre « Towards a Better Protection of Workplace Whistleblowers in the Visegrad Countries, France and Slovenia » publié par la maison d’édition de l’Université de Lodz.Cette publication s’adresse à tous ceux qui s’intéressent aux mesures ayant pour but d’améliorer la situation juridique des personnes qui signalent des violations du droit au travail.The project is co-financed by the Governments of Czechia, Hungary, Poland and Slovakia through Visegrad Grants from International Visegrad Fund. The mission of the Fund is to advance ideas for sustainable regional cooperation in Central Europe.Le projet est cofinancé par les gouvernements de la République tchèque, la Hongrie, la Pologne et la Slovaquie à travers les Bourses de Visegrad du Fonds international de Visegrad. Le Fonds a pour mission de promouvoir des idées en faveur d’une coopérati régionale durable au sein de l’Europe centrale.

Głównym celem projektu było zbadanie uregulowania prawnego ochrony osób ujawniających nieprawidłowości i naruszenia prawa w przedsiębiorstwach oraz innych podmiotach prywatnych i publicznych w państwach objętych badaniem, a następnie ukazanie problemów i zaproponowanie rozwiązań prawnych związanych z transpozycją do przepisów krajowych dyrektywy Unii Europejskiej 2019/1937 z 23 października 2019 r. w sprawie ochrony osób zgłaszających naruszenia prawa Unii.Publikacja zawiera między innymi analizę dotyczącą zakresu spraw mogących stanowić przedmiot sygnalizacji, osób, które mogą zostać uznane za sygnalistów i korzystać z ochrony związanej z ujawnianiem naruszeń, a także innych podmiotów objętych ochroną ze względu na powiązanie z sygnalistą, wewnętrznych i zewnętrznych procedur i kanałów sygnalizowania naruszeń, prawnych środków wspierania sygnalistów w ich działaniach, ich ochrony przed odwetem za ujawnianie informacji, zapewnienia poufności tych działań, a także prawnej odpowiedzialności za stosowanie odwetu bądź naruszanie obowiązków wobec sygnalistów.Powyższe badania były koordynowane przez Uniwersytet Łódzki, Wydział Prawa i Administracji we współpracy z Uniwersytetem Karola w Pradze, Uniwersytetem Kościoła Reformowanego im. The book titled Linguistic interference as a multidimensional cause of translation errors aims at proving three theses: 1. Interlingual linguistic interference between German and Polish is the most significant cause of translation errors that can occur on various linguistic levels.The paper is based on scientific research which claims that linguistic interference is responsible for many errors in the German–Polish language pair. It attempts to illustrate that interference is the most fundamental cause of translation errors. The author proposes a concept for differentiation and classification which is intended to capture interference as a linguistic phenomenon in all its diversity. 2. Most of the (interference) errors committed in translation are due to the interference-induced tendency towards literalness in translation.The aim of this paper is to show the negative aspects of the tendency to literalism in translation and to formulate conclusions that could contribute to the improvement of translation.3. Interference errors in a vast number of cases can be predicted (on different linguistic levels).The third thesis concerns the predictability of interference errors which can occur at different levels of the linguistic system. In particular, the degree of predictability of lexical interference errors is higher than would be implied by the openness of the lexical linguistic subsystem. In order to prove the aforementioned thesis, approximately 350 student translations were collected. They constituted a corpus for excerpting, analysing, classifying and evaluating incorrect utterances formulated by Polish students of German Studies while translating from German into Polish.

The monograph “Już nie Żydowica, a ocalona” (Eng.: Not a Jew anymore, but a survivor). Women in the Holocaust from the perspective of artistic radio narratives is a consequence of conclusions and reflections present in the previous publication Brzmienie Holocaustu. O reprezentacjach Zagłady w sztuce radiowej (Eng.: The sound of the Holocaust. About the representations of the Holocaust in radio art). The subject of the research interests - artistic audio stories about the Shoah – have opened the variety of analysis, which until now was a blank spot in the field of radio and media studies. Artistic radio documentaries and radio-dramas focusing the Holocaust in its center are an excellent way to talk intimately about the "age of stoves". This monograph focuses on women and the way women are portrayed in artistic tales about extermination - what contexts dominate the stories, what are the characteristics of women in broadcasts about the Holocaust, what are their roles both in the story and in the broadcast itself. In order to tell in depth about women Shoah in the art of sound, it turned out that it is obligatory to include "women studies" in the research area. The book is based on the method of qualitative research - content and its analysis. The audio literature that has been subjected to the description comes from the years 1950-2021 from the archives of the Polish Radio in Warsaw and regional radio stations - Radio Lublin and Radio Łódź.

Contemporary organizations belonging to the public sector operate in a very dynamic and changing environment while achieving the goals for which they were established. Due to the emergence of new challenges and the resulting opportunities and threats, the way in which public services are organized and delivered is also changing.The subject of considerations in the publication is the issue of self-management in the organizational structures of public institutions and the use of alternative forms of providing public services, with particular emphasis on those that involve citizens themselves in the same processes. Its purpose is, first of all, to systematize knowledge in these two areas, define the basic concepts and processes related to them, and to classify the described solutions.The logic of the analyzes carried out in the publication is evolutionary, indicating, in chronological terms, gradual changes taking place within the framework of individual concepts of managing public organizations and ensuring access to public services. This approach allows to highlight the emerging advantages and benefits of innovative management practices in public institutions and modern, inclusive forms of public service provision. In practice, the processes of self-organization in team management and self-experience in public services can significantly affect the resilience of local communities and the sustainable nature of their development processes.The publication is addressed to a wide audience. The publication presents the image of the Russo-Turkish war of 1787–1792 in the Polish-language Warsaw press of the same period. It is the first monographic study of this issue in Poland. The author's aim was to show what the reader, who lived at the end of the reign of Stanisław August Poniatowski, could learn about the course of this war from Warsaw periodicals. These were mainly "Gazeta Warszawska", "Pamiętnik Historyczno-Polityczny" and "Gazeta Narodowa i Obca". From the outbreak of the war, the editors of Warsaw newspapers followed the actions of both sides of the conflict with great interest. Systematically and almost on an ongoing basis, they informed not only about the course of hostilities, but also about diplomatic initiatives or other war-related events taking place in Istanbul, St. Petersburg and Vienna. Thus, the reader of the Warsaw press received fairly complete and, which is more important, reliable information on the course of this armed conflict.Although the range of issues raised by the publishers was extremely wide, not all problems were of equal interest to them. Undoubtedly, the best documented in the pages of the Warsaw press were issues of a military nature. Thus, the newspapers printed in the capital of the Polish-Lithuanian Commonwealth informed in detail about the course of actions taken by hostile armies. They described not only the most important land and sea battles, but also minor skirmishes. They informed about the movements and condition of the enemy armies, printed numerical strenght of the troops and biographical information about the commanders. They also reported on the efforts of European courts to restore peace and on the progress of peace talks. Finally, they were publishing texts of international treaties, manifestos of imperial courts and rescripts of rulers. This diverse and in fact rich material was enough to correctly orient the Polish reader about the events taking place in the Turkish theater of military operations.The book was written in a problem-chronological order. It consists of an introduction, five substantive chapters and the ending. In individual chapters, press reports from the following years of the war was discussed. The work was supplemented with an attachment bibliography, annexes, indexes (persons and geographic) and rich illustrative material.

The uniqueness of the publication is confirmed by its subject matter. The monograph points to the most important trends and phenomena in the integration processes in the 21st century, focusing mainly on the last decade. There is currently no publication on the market that would so comprehensively present current problems and challenges (e.g. Brexit, COVID-19 pandemic, NAFTA break-up) facing economically integrating regions around the world. The Soviet aggression against Poland in 1939 resulted in numerous repressions against Polish citizens. The most massive form of repression was the deportation of Poles and Jews into interior of the Soviet Union (four action from years 1940-1941). Over 320.000 people were deported into Russia, Siberia and Kazakhstan. The book discusses the fate of Polish citizens who found themselves in the southern areas of the Kazakh SSR – in the South Kazakhstan Region. After the resumption of diplomatic relations between Poland and the USSR in 1941, the deported were able to benefit from the help of the Polish Embassy and its local delegations. The disclosure by the Germans of the Katyn massacre in 1943 became a pretext for Stalin to sever relations with the Polish government in London. After April 25, 1943, the Polish exiles in the USSR were deprived of official representation, had no chance for help and a change of fate. Soon the Union of Polish Patriots in the USSR was launched – an organization that brings together Polish politicians and activists with a left-wing attitude and ready to cooperate with the Soviet regime. In interior of the USSR local boards of the ZPP were established with the tasks of providing exiles with material aid, developing care and educational activities for exiled children and youth, as well as promoting Polish culture, unfortunately embellished with Stalinist propaganda. In 1944, the first ZPP structures were also established in South Kazakhstan. The book presents segments of the ZPP's activity: organization local and central structures, humanitarian aid, education, cultural and propaganda actions and preparation and conducting the mass repatriation in 1946.

This book is devoted comes Marcellinus and his Chronicle. Dating from the first half of the sixth century, the Chronicle of Comes Marcellinus, covering the period from 379 to 534 and supplemented by an anonymous author after 548, is undoubtedly an important work for scholars dealing with the history of early Byzantium. Although Marcellin wrote his Chronicle in Constantinople, in a primarily Greek environment, he wrote it in Latin, his mother tongue. However, despite writing in Latin, he focused his narrative around the affairs of the eastern part of the Roman Empire and looked at the world largely through the lens of a resident of the City, and he can certainly be considered a Constantinopolitan writer.The book is divided into three main parts. The first one (entitled Author) is devoted to Comes Marcellinus himself. Part two of the book (Chronicle) is devoted to the Chronicle of Marcellinus. In its initial part it presents information concerning, among other things, the principles of its composition, sources and main themes. The second part is a comprehensively commented translation of the Chronicle into Polish, preceded by the Latin text. The third part of the book (Continuation of Marcellin Komes' Chronicle) is devoted to the anonymous continuation of the Chronicle of Marcellinus, which covers the period from 534 to 548.

The issue of implementing social innovations arouses the interest of researchers and practitioners from around the world. However, it has rarely been undertaken in Poland, especially in the context of the specificity of rural areas and organisations such as non-governmental organisations (NGOs) and local action groups (LAGs), which are important for solving the social problems of its inhabitants. The subject of consideration in this monograph revolves around the activities of NGOs and LAGs focused on the implementation of social innovations defined as changes in the area of solving social problems, which consist of the emergence of unusual social practices that are alternative to those prevailing in a given area (i.e. in the area of a rural commune or territorial partnership). The aims of this analysis were as follows: First, to determine the specificity of social innovations implemented in rural communes (gminas) by NGOs and LAGs. Second, to identify factors enabing the implementation of these innovations from variables like cooperation with various local organisations and institutions and those located outside the area of a given rural commune (or territorial partnership) and involvement of residents in solving social problems affecting them. In the case of NGOs, amongst these enabling factors, the length of their activities and the level of human and financial resources at their disposal were also considered. The effects of qualitative and quantitative analyses were presented. The methods of case study and survey were used. Conclusions of the study have been drawn on the basis of the results regarding the specifics of the implementation of social innovations by rural NGOs and LAGs. Thus, recommendations for supporting the stimulation of this process have also been made.

The monograph book Rome and Iberia. Inspirations and Connections throughout History tries to fill a gap in the market of scientific publications, showing the connections between ancient Rome and the Iberian Peninsula. These relations still interest researchers representing various scientific disciplines, both in Poland and abroad. The book opens with a part devoted to linguistic issues, focused on the heritage of Latin in Spanish. The second part deals with literature in its broadest sense, from the works of authors such as Martialis and Pliny, through the Latin love songs of Ripoll, the fifteenth-century work of John of Stobnica, to the ancient ekphrasis present in the literature of seventeenth-century Spain. Also represented is the literature of Portugal, which looked to ancient mythology for the origins of the country. Subsequent chapters of the book deal with history and archaeology, introducing - on the basis of literary texts and archaeological remains, inscriptions or coins - studies of the imperial cult in the Spanish provinces of Rome, military issues, political coalitions, Roman law, as well as contemporary evocations of ancient figures as personal models for later European leaders. The monograph also includes chapters on amphorae and temples, which are tangible traces of the relationships studied, left over from ancient cultural and commercial exchanges.

The issue of taxpayer’s rights and their protection is of great axiological, political and economic importance. The assessment of the taxpayer’s rights and the state of their protection in Poland is negative and there is a need for urgent improvement in this respect. A mature and effective form of protection of the taxpayer’s rights in modern countries is the charter of taxpayer’s rights, i.e. a normative or declarative text that concisely defines the basic rights of taxpayers and measures to protect them, which correspond with obligations of tax authorities. The aim of the publication is to demonstrate the need, or even the necessity, to introduce a charter of taxpayer’s rights into the Polish tax system as a new instrument to protect taxpayer’s rights, and to present an original draft of the Act Charter of Taxpayer’s Rights.

Communication seems to be such an obvious need and function of life, that it ceases to be perceived as a powerful force influencing behavior, human attitudes, events, and is one of the bases for guaranteeing security. The ability and skill to communicate through the meanderings of time has taught the next generations how to live, how to protect themselves, how to achieve the basic human need of safety. The tam-tams, smoke signs or bells once used were meant to warn and transmit simple messages to keep groups safe. Today there are many communication tools that need to be considered in communication strategies and procedures for security. A contemporary problem in the global communication system is the multidimensionality of information. We can call this phenomenon hybridization of information, which is not only the transmission of the content itself, but has different purposes, contains different tools, is a commodity, a weapon, a strategic resource of any security entity. Information as a hybrid can be seen in five aspects - as information in crisis management, information fulfilling media functions, information as a weapon, information as a tool of influence, and information as a tool of prevention. The intentions of the creator of the information and the sender determine whether the information is a threat or not. The aim of this book is to make readers aware of how much depends on communication, proper transmission of information, understanding it by the audience, but also correct preparation of the message, so that it is not falsified, incomprehensible, and finally unnecessary, because it will not meet the sender's objectives. Communication for our common security is a priority.

This monograph examines fiscal decentralisation and its constraining influence on the expansion of the public sector known as Leviathan with respect to J.M Buchanan’s Leviathan hypothesis of decentralised public finance structures. Fiscal decentralisation processes are discussed in the wide context of economic, political, administrative, sociological, and spatial factors. The analysis heavily draws on the achievements of the fiscal federalism theory.The purpose of the monograph is to expand the theoretical knowledge of fiscal decentralisation as a mechanism constraining and inhibiting the threats of Leviathan. It contains a review of previous empirical studies and presents evidence in support of the following research hypotheses:1. Fiscal decentralisation founded on the qualitative premises of the doctrine improves the efficiency of the public sector while constraining Leviathan.2. Decentralisation and fiscal decentralisation can be instrumental in constraining Leviathan in the face of tendencies to centralise the State released by post-crisis responses to the impacts of the pandemic.3. The multifaceted character of fiscal decentralisation causes that its constraining effect on Leviathan is not empirically confirmed for all areas and periods of time.4. Fiscal decentralisation is a significant element in defining a new paradigm of sustainable finance for post-pandemic years. The monograph addresses modern challenges faced by fiscal decentralisation, including the ESG concept (Environmental-Social-Governance) and the impacts of the pandemic. Its interdisciplinary deliberations conclude with a proposal for fiscal decentralisation processes to be incorporated into a new paradigm of sustainable finance.
