Fiscal Stress Index as a Leading Indicator: An Application on Turkey

The aim of this study is to create a new financial stress index that will provide early warning signals for Turkish economy and to determine the relationship between this index and economic activity variables. Financial sustainability risks are usually followed by financial crisis along with the dangers associated with irregular fiscal adjustment. The findings of the study are expected to provide insights to financial institutions and policy makers regarding the perception of financial stress in the economy and the direction of fiscal policy through a leading indicator of financial stress. For this purpose, first of all, a set of financial indicators to be used in the measurement of sustainability risk and the calculation of financial stress was created by using the conceptual framework developed by Cottarelli (2011). Turkey’s financial structure for the period of 1990-2021 has been determined by taking into account the financial sustainability indicators such as basic financial variables related to asset and liability management and long-term financial trend variables. The aggregation process has been based on the approach developed by Kaminsky, Lizondo and Reinhart (1998). It is the first study in Turkish literature to create financial index for Turkish economy using early warning signal approach. In addition to that, the study has examined the linear dynamic relationship of the mentioned index with the economic activity variables through frequency domain casuality tests and the nonlinear dynamic relationship was examined by Markov regime-switching VAR and causality tests based on regimes which are related to this model and impulse response analysis. It is thought that the findings of the study will contribute to the deveplopment of a financial monitoring framework with the primary purpose of assessing financial re-borrowing risks. Monitoring financial sustainability in developing economies is of vital importance, especially during periods of economic crisis.

Accounting science, as a dynamic discipline, has a mission to react to the changes and developments in the world. This branch of science, whose center is to produce and report accurate and reliable information, has a structure open to development. In addition, developing methods suitable for new developments, adapting to inevitable changes such as digitalization and being able to present innovative approaches can also be considered as an indicator of the artistic dimension of accounting. This work named “Accounting and Auditing in the Axis of Current Developments”, to which valuable academicians came together and contributed, was presented to the service of the scientific world as a proof of both the scientific and artistic dimension of accounting. This work has been prepared within the framework of the contributions provided by the science of accounting in the axis of current developments in the world and in Türkiye. In this work, current approaches such as accounting, auditing and information technology, green laundering and agile auditing within the scope of digitalization, which is a necessity of the age, the accounting dimension and reflections of an economic policy instrument that is unique to our country such as foreign currency exchange rate protected deposits, and the market value of enterprises. and profitability, measurement of the fair value of assets such as real estates that fluctuate with inflation, sustainability reporting of metropolitan municipalities in the public sphere, inflation, which is almost three-digit figures in 2022, and the individual, government and enterprise dimensions of inflation, which will be implemented in 2023. Financial reporting standards for small and micro enterprises have been determined as the subject. We would like to express our endless thanks to our esteemed academics who contributed to the preparation of this book as a chapter author and took part in bringing such a valuable work to the literature.

Perceptions of Syrian Migrants towards the Labor Market

Migration and in particular labor migration have emerged as an important global event that affects many countries around the world and is at the top of the international, regional and national policy agendas. On the one hand, there are many positive aspects of cross-border migration. These migrant workers are contributing to growth and development in the target countries where new talent is employed. On the other hand, cross-border migration also has many negative aspects. Many migrant workers, especially low-skilled workers, are exposed to poor working conditions and low wages. Politicians are faced with a great challenge of both the effects created by migrants and migrant workers, and the host society's reaction, along with the positive and negative aspects of migratory mobility. About a month after the popular uprising in Syria began in March 2011, the first Syrian immigrants fled to Turkey. At the beginning of the Syrian crisis, Turkey declared that it will apply an open-door policy for Syrian refugees. In that period of time, the public officials’ opinion in Turkey was that the events in Syria will end up in a time not too long and is dominated by the expectation that the Syrians would shortly return to their country. However, the uprising in Syria escalated to a civil war, and as a result of the deterioration of the security environment, the number of asylum seekers continued to increase. Accordingly, the permanent settlement of the Syrian immigrants is actively supported by Turkey. Syrian migrants have been a major topic of discussion of whether if they will or will not stay in Turkey and whether they will or will not be integrated into the labor market of Turkey. That is why, the main topic of this thesis was selected as "Analysis of the Perceptions of Syrian Migrants on the Gaziantep Labor Market". Moreover, this book presents the main findings of the questionnaire about the work of Syrian migrants residing in the province of Gaziantep. In the conclusion, there will be a discussion of the linkage and causality among the marital status of immigrant respondents’ ages, regions of residence in Syria (rural, urban), date of entrance to Turkey, the duration if their stay in Gaziantep, their level of education, employers’ nationality and the problems they face.

İlk sıralar tarih öğretimi, hükümdarların kendi idolojilerini halka benimsetme vasıtası olarak, aynı zamanda hükümdar adaylarının da eğitiminde bir disiplin aracı olarak kullanıldı. Tarih çalışmaları, Descartes ve Bacon’un bilimde metodun altını çizmeleriyle güç buldu. Vico ve Montesquieu ile başlayan ilmi ilerleme tarih felsefesi kuramcılarının çalışmalarına yansıdı ve tarih 19. yüzyıldan itibaren bilim dalları arasında yerini aldı. Türkiye’de modern tarih çalışmalarının temeli, cumhuriyetin ilanından sonra Mustafa Kemal Atatürk tarafından atıldı. Osmanlı Devleti zamanında tarih çalışmaları, ağırlıklı olarak ümmetçi tarih anlayışı doğrultusunda hazırlanmaktaydı. Tanzimat Fermanı’nın ilanıyla birlikte Osmanlı tarihi çalışmalarına, II. Meşrutiyet’in ilanından sonra ulusçu tarih çalışmalarına ağırlık verildiği görülmektedir. Dönemin şartları gereği çalışmalar yeterince bilimsel hazırlanmamıştır. Cumhuriyetin ilanıyla birlikte dil ve tarih çalışmaları ulusal hedefler doğrultusunda hazırlanmıştır. Mustafa Kemal Atatürk, Türk tarihinin dünya medeniyetine önemli katkısının ve çok eski çağları kapsayan zengin bir geçmişi olduğunun altını çizerek, Türk tarihi ile ilgili yanlış iddiaların ispatlanması açısından objektif ve bilimsel metod uygulanarak, belgelere dayalı ulusal tarih çalışmalarına ağırlık verilmesi gerektiğini her fırsatta belirtmiştir. Cumhuriyetin ilk yılları inkılapların halka benimsetilmesine ağırlık verildiği için tarih çalışmalarına 1928 yılı itibariyle ağırlık verilmiştir. Türk Ocaklarının 6. Kurultayında “Türk Tarih Heyeti ” kurulmuştur. Atatürk’ün de içinde olduğu bu heyet toplamda sekiz toplantı gerçekleştirmiş, Türk Ocaklarının kapatılması üzerine Atatürk’ün yönergesiyle "Türk Tarihi Tetkik Cemiyeti" kurulmuştur.

The creation of the human being is in two parts, the body and the soul. As verse 26 of Surat al-Hijr points out, the body is in the process of physical and biological change starting from the soil as a work and manifestation of Allah's attribute of creation. The soul is as much in need of spiritual power as the body is in need of necessities. Man wants to recognize and know the Divine will that created him, to comprehend the reason for the creation of this world and to learn the purpose of his creation in this world. Islam is the only religion in the sight of Allah (swt) that was sent to all mankind, whose rule will transcend the ages and last until the Day of Judgment, the religion of Tawheed, which was preached by the first human being and the first Prophet, Hz Adam (as), and the continuation (abrogation) of the following celestial religions. In the year 610 A.H., Jabrâil (as) conveyed his mission to our Prophet Muhammad (saw), and thus the Messenger of Allah (saw) was appointed by Allah (swt) as our last and greatest guide. The purpose (maqāṣid al-sharī'a) of the religion's theological, practical and ethical rulings is to ensure that the servants attain happiness in this world and the Hereafter, and to gain the pleasure of Allah (swt) in all their behaviors. In verse 10 of Surat al-Fāṭir, the expression "beautiful words" refers to knowledge, thus drawing attention to the fact that deeds are complementary to knowledge. Thus, the path to maqāṣṣud al-shari'a is through knowledge and deeds, and knowledge is the most virtuous of deeds. The purpose of knowledge is to act upon it.

Intellectual Capital in Productivity Management and Strategy; The University Hospital Example

Purpose: To determine the intellectual capital measurement method that can be applied in the productivity management and strategy of university hospitals and to evaluate the efficiency by developing a model that can be used in the traditional accounting system. Methodology: The model that best explains the productivity levels of university hospitals with structural, used, and human capital variables were designed. In the first stage of the model, a team of 30 experts determined 83 data that could be used in productivity criteria, strategic targets, and accounting systems. All intellectual capital measurement methods were analyzed. The model that best explains the structure of the university hospital was determined. Its efficiency and profitability were evaluated in 2014-2016. Findings: Human capital has a greater impact on university hospital efficiency than other components of intellectual capital. BSC is the measurement method that most explains intellectual capital. Our model has a holistic RBV theory structure and is effective in profitability and efficiency. Authenticity: All countries need viable models to solve the problems of health expenditures. The model we developed presents the senior management with practical solution suggestions, productivity management, and strategy guides that they can use to increase the resources and efficiency of hospitals.

İslam’ın ilkelerine uygun tam olarak tasarlanmış bir ekonomik ve finansal sistem nasıl olacaktır? Bu sistem modern ekonomi ve finansal sistemlerden ne kadar farklı olacaktır? Modern ekonomi ve finans sistemlerinin temelinde faiz yer almaktadır ve İslam bunun yerine neyi koymakta veya önermektedir? Schumpeter’in (1961) de belirttiği gibi finansal sistem ve finansal sektör olmadan inovatif büyüme gerçekleştirilemez ve para bu sistemin temelinde yer almaktadır. Modern finansal sistemler ise para transferinin merkezine faizi koymuşlardır. Finansal sistemin temeli kredi oluşturma potansiyeline bağlıdır ve bu noktada fon fazlası olan kişi veya kurumların bir sistem aracılığıyla fon ihtiyacı olanlara ihtiyaç duyulan fonları transfer etmesi beklenir. Burada sistem ve denge yine faiz aracılığıyla gerçekleştirilmektedir. İslam ise faiz ve faize dayanan tüm sistemlere koşulsuz ve şartsız karşı çıkmaktadır. O halde ekonomi ve finans sistemlerinin faiz enstrümanı olmadan dizayn edildiği bir sisteme ihtiyaç vardır. İslam, modern ekonomik sistemin ortaya koyduğu para ve sermaye piyasalarının işleyişine temelde karşı çıkmamaktadır. İnsanın ekonomik sistemle birlikte ele alınması ve insanın gelişmesi ve kalkınması da İslam’ın hedefidir. Bu açıdan bakıldığında bankacılık sistemi ve sermaye piyasaları da İslami sistemlerdir ve gereklidir. İslam toplumsal barışı ve huzuru zedeleyecek tüm zararlı araç ve uygulamalara karşı yasaklar ve önlemler almıştır. Bunların başında hiç şüphesiz faiz gelmektedir. Yine ekonomik sistemin temelinde yer alan alış-veriş de karşılıklı serbest irade beyanlarının ortaya koyulduğu akitleşme ile ve tarafların karşılıklı haksızlığa uğratılmadığı usullerle yapılmalıdır. Arz ve talebin bir etkilenmeye maruz kalmadan serbestçe piyasa fiyatlarının oluşturmasına uygun zemin hazırlanmalı ve bu sisteme müdahale eden stokçuluk, malların piyasaya ulaşmasını engelleme vb. müdahaleler engellenmelidir. Yalan, hile ve aldatmanın olmadığı tarafların karşılıklı kazanç sağlamaları ve serbest irade beyanlarına bağlı bir ekonomik ve finansal sistem kurulmalıdır. Ayrıca İslam ekonomi ve finans sisteminde elde edilen servet üzerinde zekât gibi yine toplumun huzur ve dayanışmasını temin eden önemli bir düzenleme yer almaktadır. İşte İslam ekonomi ve finans sistemi bu ve buna benzer düzenleme ve hükümlerle insanın sadece ahiret hayatında değil dünya hayatında da huzur ve refah içerisinde yaşamasını sağlayacak sistemler ortaya koymaktadır. Bu noktada en büyük sorun modern ekonomi ve finansal sistemler gelişip kurumsallaşırken, İslam ekonomi ve finans sistemi kurumsallaşamamış ve modern sistemlere ayak uydurmakta zorlanmıştır. Bu konudaki akademik çalışmalar ve düşünsel evrim son yüz yılda gelişmeye başlamış fakat yeni uygulama imkânı bulmaya başlamıştır. Özellikle, bankacılık alanındaki gelişmelerle birlikte bu alan literatür anlamında zenginleşmeye başlamıştır. Fakat halen “İslam ekonomisi” ve “İslami finans” tanımlamaları konusunda kafa karışıklığı devam etmektedir. Bir taraftan finansal okuryazarlık sorunu diğer taraftan faizin tam olarak anlaşılmaması bu kafa karmaşıklığını devam ettirmektedir. Diğer bir sorun ise faize alternatif olarak ortaya konulan bazı çalışmaların i’ne satışı misali şer-i hile boyutunun ötesine geçememiş olmasıdır. Bazen de faize karşı İslam toplumlarındaki hassasiyetin ortadan kalkması ve faizin sıradanlaşması da sorunun çözümünün önünde önemli bir engel olarak durmaktadır. İşte böyle bir dönemde Hasan Kalyoncu Üniversitesi önderliğinde düzenlenen 3. Uluslararası İslami Finans ve Muhasebe kongresi bu alandaki eksiklikleri gidermek ve İslam ekonomi ve finansının gelişmesine zemin hazırlamak adına önemli bir adımdır. Bu kitapta, bahsi geçen sempozyumda sunulan bildirilerin tam metinleri derlenerek sunulmaktadır. İslami finans, İslam İktisadı, İslami sigortacılık, İslami işletmecilik ve İslami finansal kurumlarda işletme yönetiminin birçok alanına ilişkin alanında önde gelen akademisyenlerinin görüş, fikirler ve önerileri yer almaktadır. Today, when we turn from "professional organizations", which started with the motto “Our shop opens with Basmala every morning, Ahi Evran-ı Veli; our genius, our Pîr, our Master” and “The shop door, the door of Hakk, beg your Hakk, it is like my tears, even if its fountains do not flow, it drips” to large enterprises that operate on a massive scale, the quality of organizational activities is shaped not only by service and production, but also by the presence of its members and their touch to the business. By considering behaviors on the basis of individuals, groups and organizations, the relations between behaviors and their effects on organizational life are tried to be revealed. Organizational life is affected by the environment like human life, it affects the environment and changes with it. In this respect, organizational life both matures its previous life and learns with new situations and developments. While we were preparing to celebrate the 100th anniversary of our Republic with enthusiasm, millions of our people were devastated, hundreds of thousands of our citizens were injured and more than fifty thousand people lost their lives due to the earthquakes that occurred on 06 February 2023, centred in Kahramanmaraş. With the destruction caused by earthquakes and aftershocks, the trauma caused by them and the insufficient facilities, countless kinds of victimisation were experienced simultaneously, while those trapped under the rubble tried to hold on to life, those who remained outside had to struggle with inadequate facilities and poor climatic conditions. In this disaster, which is one of the biggest disasters in the history of humanity, our people, who acted selflessly with the Anatolian consciousness, worked hard to deliver all the means they could to their brothers and sisters and demonstrated a spirit of solidarity that will set an example for the whole world. Our citizens, non-governmental organisations, relevant units of our state and international organisations have attempted to organise aid in areas such as food, clothing and shelter while engaging in search and rescue activities. In this process, although the magnitude of the earthquakes, the frequency of aftershocks, the large number of destroyed independent sections and the unfavourable climatic conditions have been taken into account, it has become clear that the aid should be better planned and organised more effectively. This book is the result of academicians coming together to meet this need and putting forward their knowledge in their fields of expertise in a way to shed light on the question of "What can be done". It includes scientific studies and policy recommendations in terms of social, economic, psychological, technical and health.
