Summary/Abstract: The Doctoral Readings series is a publication of the Department of Public Administration at the University of National and World Economy (UNWE), which was launched in 2014 in parallel with the annual Autumn Academy. It is a forum for presenting the scientific research not only of students at the Department of Public Administration, but also at other departments of UNWE, as well as at various universities in the country. The collection „Doctoral Readings 12“ is divided into two parts. The first presents the work of doctoral students from the departments of Public Administration, Media and Public Communications, and International Economic Relations at the University of National and World Economy. The topics include current issues in the field of public policy – the processes of rule-making at the European level, the automation of decision-making processes and public attitudes toward it, policies in the field of healthcare, and the protection of consumers in digital markets. The second subgroup of topics stems from the doctoral students' interest in the ability of public institutions to meet their responsibilities. Original research is presented on the administrative capacity of the country's judicial system, problems with document flow at the municipal level, and the ability of municipalities to use their websites effectively to communicate with stakeholders. The second half of the collection presents selected parts of two master's theses defended in 2025 in the field of Public Administration with a specialization in Health Management. These are entirely original studies, which have been conducted in the field and stem from the specific specialization in which our students have specialized in their medical careers. The master's section of „Doctoral Readings 12“ features the work of students involved in the implementation of a nationally funded project.

- Summary/Abstract:The article examines the role of information and communication technology capacity as a key factor for upgrading e-government in municipal administration. The analysis focuses on the municipality of Polski Trambesh as a typical example of a small public organisation for which digitization of documentary archives is of strategic importance for administrative efficiency, transparency, and sustainability of governance. Based on theoretical, regulatory, and empirical analysis, key problems are identified and guidelines for development of e-government through strengthening the information and communication technology capacity are formulated.

- Summary/Abstract:Governments today face increasingly frequent and diverse internal problems of local, regional and national nature. At the same time, we are witnessing unprecedented in intensity and scale geopolitical tensions and global crises such as those related to the COVID-19 pandemic and individual military conflicts, which put additional pressure on the governments of individual countries. In this environment, building and maintaining trust in public institutions has emerged as a priority for all governments. This is also the main factor democratic societies rely on, governing on a daily basis, making decisions to address these challenges. This article examines the challenges in the process of creating public policies simultaneously from the perspective of citizens, their communities and societies, on the one hand, and of public institutions and states, on the other.

- Summary/Abstract:In the context of ongoing reform processes in Bulgaria and the implementation of European standards for the rule of law, the role of judicial administration is gaining increasing importance. The study examines administrative capacity as a set of organizational, managerial and human resources that influence the actual implementation of reforms. The analysis focuses on the main challenges facing judicial administration, as well as on the implementation of European good practices aimed at strengthening capacity and increasing the efficiency, transparency and sustainability of the judicial system. A stakeholder analysis was also used to assess the coordination between the Ministry of Justice, the Supreme Judicial Council and other key institutions.

- Summary/Abstract:The article examines the digital communication of local government institutions in Bulgaria through their websites, using content and comparative analysis with 4 categories and 25 measurable criteria that establish their accessibility, transparency of information, the possibility of electronic services and digital communication interaction. The study includes 25 Bulgarian municipalities of all types, covering most of the country. The choice of the topic stems from the importance of municipalities in the daily processes of society, as the discovered deficits in digital interaction with their audiences are contrary to the normative and communication norms that institutions of this rank should follow. The results of the study complement the theory of institutional PR, in particular understanding the structure, methods and importance of the communication activities of local government.

- Summary/Abstract:The European Union (EU) does not have a single healthcare system, but it has developed a multilayered and complex health policy that complements national policies. Its core objectives are to protect and improve citizens’ health, support the modernization of health infrastructure, and increase the effectiveness of European health systems. This article reviews and analyzes the genesis of these policies – from early „prototypical“ forms to a consolidated framework that shapes the health landscape across Member States. A key emphasis is the „Health in All Policies“ concept, which integrates health considerations into other public policy domains. Within this context, cancer is positioned as a major societal challenge: it remains one of the leading causes of death and a significant barrier to increasing life expectancy in Europe. The EU addresses the cancer burden through a combination of legislative measures, strategic initiatives, funding programmes, and crossborder cooperation, with a strong focus on prevention, early detection, and treatment. The analysis outlines the measures undertaken and highlights perspectives for ensuring equitable access to highquality care and improving quality of life across the European Union.

- Summary/Abstract:This research explores the regulatory paradigms governing financial consumer protection within the European Union’s Single Digital Market. As digital transformation redefines financial interactions, evidenced by 72% of internet users adopting online banking, a significant „digital trust paradox“ has emerged: 60% of consumers remain apprehensive regarding data privacy. The study evaluates the „complex regulatory ecosystem“ consisting of frameworks like GDPR, DMA, DSA and the AI act, alongside sector-specific instruments such as DORA and MiCA. Furthermore, it analyzes the evolution of payment architectures through PSD3/PSR and the transition toward Framework for Financial Data Access (FIDA) and the Digital Euro. The findings suggest that while these regulations, focused on prohibitions and sanctions, are essential, they are insufficient. The paper argues that an approach centered on financial literacy is imperative, given that currently only 18% of EU citizens possess high levels of financial competence.

- Summary/Abstract:The present article analyzes the instruments for the adoption of legislative acts in the European Union after the entry into force of the Treaty of Lisbon, with a focus on the Ordinary Legislative Procedure (OLP). The study examines its legal framework, institutional actors, stages of implementation, and the functional interdependencies between them, which allows it to be interpreted not only as a normative procedure but also as an organizational model of joint decisionmaking. A comparative analysis between the OLP and the Special Legislative Procedure is presented, based on empirical data on the number and dynamics of adopted acts in the period 1999 – 2024. The results show a significant expansion of the scope of application of the OLP and an increase in cooperation between the European Parliament, the Council, and the European Commission. In conclusion, it is emphasized that the Ordinary Legislative Procedure has become not only a key legal mechanism but also a sustainable model for joint formulation and decisionmaking that strengthens the institutional efficiency and legitimacy of European governance.

- Summary/Abstract:This report analyzes strategic leadership as a key factor for the competitiveness of real estate agencies in a dynamic and lightly regulated market environment. In intermediary organizations, sustainable competitive advantage is formed through strategic management decisions made by senior management, rather than through pricing or market positions. The specifics of the Bulgarian real estate market, including high fragmentation and information asymmetry, reinforce the importance of strategic leadership. Through conceptual analysis, key management mechanisms for transforming market uncertainty into competitive advantage have been identified. The emphasis is on service standardization, risk management, pricing logic, and trust as a strategic asset.

- Summary/Abstract:Inequalities in access to healthcare in Bulgaria are influenced by regional, demographic and socioeconomic differences, which create chronic imbalances in the healthcare system. The concentration of health and financial resources in large cities and their scarcity in poorer areas limits citizens' opportunities for equal and fair access to healthcare. Social vulnerability is further exacerbated by low levels of public funding and the high share of direct out-of-pocket payments for healthcare. Regional analysis reveals the need for a more balanced distribution of resources and the introduction of policies aimed at a sustainable reduction of health inequalities.

- Summary/Abstract:The subject of this study is to provide a medical, financial, and social justification for a school screening model focused on the early detection of skeletal deformities (scoliosis, kyphosis) and overweight among students. The primary focus is shifting the paradigm from reactive to proactive medicine, which improves children's health prognosis. The paper analyzes economic efficiency and examines international screening programs. Public attitude is also explored, reporting 99% support from parents for the introduction of a school screening program for skeletal deformities and overweight. The implementation and sustainable application of such evidence-based and financially justified screening programs can serve as a key tool for planning national health policies and ensuring the full physical development of adolescents.

- Summary/Abstract:The effectiveness of public policies is a key factor for sustainable economic and social development, which requires the application of modern managerial and analytical approaches within public administration. This article examines the application of business analytics approaches in evaluating the effectiveness of public policies, with a focus on key performance indicators (KPIs), the Balanced Scorecard, data analytics, gap analysis, and financial analysis. The study discusses the theoretical foundations of public policy analysis and explores the possibilities for adapting business analytics tools to the specific characteristics of the public sector, emphasizing their orientation toward public value creation. The analysis is complemented by a review of European best practices and an assessment of their applicability to the Bulgarian context. The findings indicate that the integration of business analytics approaches can enhance transparency, strategic planning, and data-driven decision-making, provided that existing institutional and capacity-related challenges are effectively addressed.

- Summary/Abstract:This study examines the role of human capital and time management as key determinants of good governance in public administration. The research focuses on administrative processes, intending to identify weaknesses related to time-consuming practices that negatively affect productivity. The analysis also emphasises the importance of competence, motivation, and continuous training for civil servants to enhance the quality of public services. Particular attention is paid to challenges such as staff turnover, demotivation, and shortages of qualified professionals, which constrain the sustainable development of public administration. The study further explores opportunities for attracting and developing young specialists in the context of a competitive labour market. It presents good practices aimed at process optimisation, human capital development, and the establishment of an efficient, adaptive, and results-based public administration.
