Summary/Abstract: The present article analyzes the instruments for the adoption of legislative acts in the European Union after the entry into force of the Treaty of Lisbon, with a focus on the Ordinary Legislative Procedure (OLP). The study examines its legal framework, institutional actors, stages of implementation, and the functional interdependencies between them, which allows it to be interpreted not only as a normative procedure but also as an organizational model of joint decisionmaking. A comparative analysis between the OLP and the Special Legislative Procedure is presented, based on empirical data on the number and dynamics of adopted acts in the period 1999 – 2024. The results show a significant expansion of the scope of application of the OLP and an increase in cooperation between the European Parliament, the Council, and the European Commission. In conclusion, it is emphasized that the Ordinary Legislative Procedure has become not only a key legal mechanism but also a sustainable model for joint formulation and decisionmaking that strengthens the institutional efficiency and legitimacy of European governance.
