Summary/Abstract: The article examines the role of information and communication technology capacity as a key factor for upgrading e-government in municipal administration. The analysis focuses on the municipality of Polski Trambesh as a typical example of a small public organisation for which digitization of documentary archives is of strategic importance for administrative efficiency, transparency, and sustainability of governance. Based on theoretical, regulatory, and empirical analysis, key problems are identified and guidelines for development of e-government through strengthening the information and communication technology capacity are formulated.
