Summary/Abstract: The European Union (EU) does not have a single healthcare system, but it has developed a multilayered and complex health policy that complements national policies. Its core objectives are to protect and improve citizens’ health, support the modernization of health infrastructure, and increase the effectiveness of European health systems. This article reviews and analyzes the genesis of these policies – from early „prototypical“ forms to a consolidated framework that shapes the health landscape across Member States. A key emphasis is the „Health in All Policies“ concept, which integrates health considerations into other public policy domains. Within this context, cancer is positioned as a major societal challenge: it remains one of the leading causes of death and a significant barrier to increasing life expectancy in Europe. The EU addresses the cancer burden through a combination of legislative measures, strategic initiatives, funding programmes, and crossborder cooperation, with a strong focus on prevention, early detection, and treatment. The analysis outlines the measures undertaken and highlights perspectives for ensuring equitable access to highquality care and improving quality of life across the European Union.
