Summary/Abstract: Governments today face increasingly frequent and diverse internal problems of local, regional and national nature. At the same time, we are witnessing unprecedented in intensity and scale geopolitical tensions and global crises such as those related to the COVID-19 pandemic and individual military conflicts, which put additional pressure on the governments of individual countries. In this environment, building and maintaining trust in public institutions has emerged as a priority for all governments. This is also the main factor democratic societies rely on, governing on a daily basis, making decisions to address these challenges. This article examines the challenges in the process of creating public policies simultaneously from the perspective of citizens, their communities and societies, on the one hand, and of public institutions and states, on the other.
