Summary/Abstract: This study examines the role of human capital and time management as key determinants of good governance in public administration. The research focuses on administrative processes, intending to identify weaknesses related to time-consuming practices that negatively affect productivity. The analysis also emphasises the importance of competence, motivation, and continuous training for civil servants to enhance the quality of public services. Particular attention is paid to challenges such as staff turnover, demotivation, and shortages of qualified professionals, which constrain the sustainable development of public administration. The study further explores opportunities for attracting and developing young specialists in the context of a competitive labour market. It presents good practices aimed at process optimisation, human capital development, and the establishment of an efficient, adaptive, and results-based public administration.
