Summary/Abstract: The COVID-19 pandemic once again shed light on core and age-old challenges facing Latin America. They include governance, public health, economic progress, and social policies, as well as citizen participation in the search for solutions to pressing problems. New technologies which in recent years became accessible to many of the region’s poor allowed millions of marginalized Latin Americans to follow how other places around the world were dealing with the health crisis and the political, economic, and social challenges it posed. The authors of the edited volume, both acclaimed and young researchers from the Americas and Europe, address questions about the lessons learned by Latin American countries and societies from the pandemic. The chapters of the edited volume analyze the geopolitical and geoeconomic conditions of the region in the midst of the pandemic, point out key issues which require immediate state intervention, and reflect on the human rights which Latin Americans once again had to fiercely defend, maintaining their hope for a better tomorrow.

- Summary/Abstract:Looking at the geopolitical position of Latin America in the twenty-first century, diverse internal andexternal variables that influenced the development and affected in different ways the geoeconomicchanges and international positioning of the region become evident.The most important internal variable is the cyclicality in the regional ideological-political history,which impacted economic, political, and integrative development. Further, the additional consequencesof the rivalry between conservative and progressive governments caused by the pandemic will beconsidered. They exposed many weaknesses in Latin American governance, especially in health andsocial policies. However, the pandemic is only one of the causes leading to a crisis of the neoliberaldevelopment model that caused the dismantling of several State jurisdictions and instruments.The analysis of external variables will show that Latin American geopolitics changed significantlyover the first 15 years of the twenty-first century. Progressive, leftist, or revolutionary governments, bystrengthening Latin American integrationist regionalism, opened space for the region’s new multipolarprojection. There is no doubt that, within these frameworks, the challenges of the pandemic causednumerous problems that are not limited to a sanitary and preventive character. This chapter will focuson the analysis of the changes that have taken place in the field of Latin American geopolitics andgeoeconomics: the international position of the region and the presence and influence of external actors.In short, it will seek to answer the following question: can some new geopolitical and geoeconomicdrivers be identified in Latin American foreign policy strategies despite the existing political and ideologicaldivergences?

- Summary/Abstract:Following the US presidential election of 2020, some researchers considered that Donald Trump lostbecause of his mismanagement of the health crisis. Yet not everyone agreed with this evaluation. Thisarticle aims to deepen our understanding of the potential impact of the pandemic on electoral results,using Honduras as an example. It asks how relevant the issue of COVID-19 was in the Honduran politicalbattle and what narratives regarding the pandemic were presented by the main presidential candidates.After analyzing their communications on social media, the article concludes that the pandemicwas a secondary issue, overshadowed by more pressing structural challenges.

- Summary/Abstract:As the Americas’ most fragile and underdeveloped country, Haiti has been struggling since 2017-2018with growing instability stemming from its already notorious state of abject precarity, inequality andviolence. This article highlights how Haiti’s distressing current situation is intrinsically linked to the demiseof PetroCaribe, a scheme from oil-rich Venezuela aimed at making recipient countries in the regionenergy-secure so that energy costs could be channeled into much-needed poverty-alleviation and(social) development initiatives. None of this happened, as the funds were grossly misappropriated bythe Haitian government in a corruption scandal involving even the president himself. Through primaryofficial sources, press articles and academic literature I reconstruct Haiti’s PetroCaribe decade (2008-2018), focus on its disastrous aftermath, and attempt to shed light on the complex and rapidly deterioratingsituation faced by millions of Haitians today and what seems to be an impending humanitariancatastrophe.

- Summary/Abstract:This article attempts to answer the question whether and to what extent the coronavirus pandemic inBrazil is a matter of health and preservation of human lives and how far it is a means of daily politicalsettling of scores. The main findings of the research indicate that the decline in Jair Bolsonaro’spopularity in Brazil was significantly due to poor health policy during the coronavirus pandemic. Thefinding is that the pandemic will eventually take a back seat in the Brazilian political discourse dueto the consequences of the war in Ukraine. In our research we have used the case study method andcomparative analysis.

- Summary/Abstract:In the post-pandemic scenario, with hunger and poverty increasing in Brazil, populist leaders situatedalong the spectrum, Jair Messias Bolsonaro and Luiz Inácio Lula da Silva have articulated welfare policiesincluding conditional cash transfer policies, in their presidential campaigns. However, representingdifferent sides of the spectrum, analysts have argued that they hold strong similarities due to their populistdiscourses and dispute very similar electoral audiences. During the run up to the 2022 presidentialelections, various surveys of voting intentions of the Brazilian public underlined Lula’s popularity,whose legacy of social spending were refurbished by new promises to address the ravages of the pandemicin Brazilian society due to the pandemic, in opposition to the austere front majorly supported by theBolsonaro government regarding government social spending. These surveys led Bolsonaro’s supportersin the Congress to approve measures allowing the Bolsonaro government to create and expand cashtransfers, thereby identifying this aid as a means to gain voter support in Brazil. However, Bolsonaro’snew program Auxílio Brasil, created to replace the former Bolsa Família launched by Lula, lacked clearguidelines that would allow it to generate fair results and was questioned on its ability to reach thosemost in need. This obfuscation of policy undercut the transformative potential of cash transfer policiesin such a critical moment, while highlighting an interesting relationship between populist dichotomicdiscourses of elite versus people, pandemic management and garnering popular support in Brazil. Thischapter evaluates this paradox to underscore the transitions in social welfare policies in Brazil in thecurrent scenario of increased polarization and political passions mobilizations.

- Summary/Abstract:The public universities in Brazil have been targeted by intense attacks from the public sphere, especiallyduring the Jair Bolsonaro administration (2019-2022), involving the actions of extreme right-wingmovements that deny science and refuse the role of research in our society. This was most evidentduring the COVID-19 pandemic crisis. This paper offers some reflections on the attacks on public universitiesin Brazil in the post-truth context during the Bolsonaro administration, and more specificallyhighlights the case of the Universidade Federal de Santa Catarina (UFSC), located in one of the statesthat has most openly supported the former president, as shown by the presidential elections of 2018 and2022. More empirically, the actions of Grupo ND in Santa Catarina, which has repeatedly attacked theUFSC through a media conglomerate, are highlighted.

- Summary/Abstract:Without a doubt, COVID-19 has marked a before and after in the lives of everybody around the worldand in every sphere. However, it has had a deeper and more serious impact on the most vulnerable andin those territories where poverty persists with great failings in achieving equality. This is the case forwomen, children, people with disabilities, ethnic and racial minorities, and immigrants, among othergroups, and for the regions of Latin American and the Caribbean.To overcome this situation, the best tool is that which recognises and guarantees human rights. In thissense, the content of the rights discourse must be assessed on a structural level, redirected to its componentparts together with the way in which they relate to one another, to mediation models and to theprinciples organising existing relationships; and in another functional area, which investigates the endsto be achieved from the internal and external, objective and subjective points of view. With this type ofreasoning, when rights are applied, it is required that we place ourselves in a sphere of complex structureswithin which those which are legal, political, economic, and sociological must be highlighted.

- Summary/Abstract:The aim of this chapter is to account for the relationship between the policies implemented by President López Obrador’s and the context in which multiple human rights violations occur in Mexico. Inthe first section, we analyse the main characteristics of his administration that can be characterized byincreasingly blurred boundaries of executive power, limited opportunities for contestation, and a lack ofpriority given to the guarantee of human rights. By doing this, we identify an ongoing process of autocratisation.In the second part, we account for the negative impact of this process on the work of civilsociety organisations and independent journalists, relevant actors in a democratic regime.

- Summary/Abstract:The main objective of this article is to discuss how the policy of the Government of Iván Duque andthe COVID-19 pandemic influenced the issue of human rights violations in Colombia. Firstly, will beanalyzed the aggressions against protestors during the massive demonstrations, better known as the2021 Colombian protests. Subsequently, will be presented gender-based violence in Colombia. Additionally,the murders of former FARC-EP combatants and the assassinations of social leaders and humanrights defenders will be discussed. The conclusions summarize the arguments presented in the article,which correspond to the hypothesis.

- Summary/Abstract:The 1982 Falklands War (guerra de Malvinas), also known as the South Atlantic war, marked a keymoment in the Argentine-British dispute over the sovereignty of the Falklands/Malvinas. Despite the40 years that have passed since the war, the painful experience of the conflict and the lingering senseof injustice derived from the British presence in the islands has persisted in Argentinian society to thisday. The aim of this article is to examine the measures adopted by the Argentine authorities to commemoratethe 40th anniversary of the South Atlantic war. The activities organized in the framework of theAgenda Malvinas 40 will be treated in this text as an expression of the state’s policy of memory aboutthe Malvinas, based on the belief that the islands were usurped by the United Kingdom and orientedto the domestic objective of strengthening national unity.

- Summary/Abstract:The objective of this study is to analyze health care access by irregular migrants in the COVID-19pandemic in the United States during 2020. The government of this country, under the presidency ofDonald Trump, abandoned the human rights approach, which severely affected this population. Thissituation resulted in a lack of full access to health care for these individuals due to various obstacles,indicating that they had a high probability of contracting COVID-19. The methodological approach wasbased on the analysis of documents and the use of databases from the Global Health Security Index,the National Center for Health Statistics and the Center for Disease Control and Prevention (CDC). Wefind that limited access to health care for this segment of the population increased their health vulnerabilitycompared to other social groups as a result of the public policies of President Donald Trump’sadministration.

- Summary/Abstract:The article seeks to analyse forced migrations, rioritizing displacements from the Northern Triangleregion to Mexico and the United States, based on publications in digital media and reports from civiland governmental organizations published during Donald Trump’s administration. The sources analyseddemonstrate the extent to which governmental discourses and practices can criminalize migratoryflows and how the application of a policy of border militarization can transform the image of theimmigrant into a constant threat. In this migration tragedy, human security becomes less importantthan securitization, and the deportations and imprisonment of children stand for thousands of lives thatbecome disposable bodies at the borders.

- Summary/Abstract:Baja California has been facing a severe security crisis for several decades. The objective of this studyis to describe the crime rates before, during and after the pandemic in the state. The question guiding theresearch is: did the COVID-19 pandemic alter the incidence of crime in the state? Among the findings,a threefold reading was obtained: two stable trends (a drop in injuries and rapes and a rise in intentionalhomicides) and a standard deviation related to the pandemic (kidnappings and robberies).
