Summary/Abstract: The collective volume Integrarea României în UE: provocări și perspective (Romania’s Integration into the EU: Challenges and Perspectives), was published by the prestigious Institutul European Iași publishing house, precisely in the year of Romania’s accession -2007. In the preface, Prof. Dr. Adrian Ivan (UBB) noted: "The book has, from our point of view, a dual significance: on the one hand, it brings together studies by established professionals and young authors in the fields of history, economics, political science, and media, all concerned with the process of Romania’s integration into the European Union, and on the other hand, it constitutes a snapshot of Romanian society a few months before the moment of accession. The volume integrates within its text several important dimensions of Romania’s integration into the European Union: political, security, institutional, economic, and social. The political aspects

- Summary/Abstract:In the literature, enlargement or extension is considered "an organization as a process of gradual and formal horizontal institutionalization of organizational rules and norms". Institutionalization means the process by which the actions and interactions of social actors become normative models. In other words, enlargement is the process by which the political, economic, normative system of an international organization, in this case the European Union, has been and is being extended horizontally to other member states. The difference between horizontal and vertical in this process is comparable to that between "widening" and "deepening", concepts used in the common sense of European integration.

- Summary/Abstract:There is a lot of talk about integration, at almost every level, with almost the same passion as about the king of sports. European integration has become, like almost all our current issues, a pathetic topic: it scares us and attracts us, divides us into patriots and traitors. In fact, in Romania, people talk passionately about almost everything, from the inefficiency of a government to the thermal panels of a prime minister or even the sărmală tasted by the president of the country, who is on a visit to the country. It is understandable that a subject such as the one that concerns the destinies of millions of Romanians and not only should arouse interest. The European Union has shown itself, in turn, to be interested in a dialogue, allocating not insignificant amounts to programs designed to inform or create a dialogue between citizens and civil society, politicians, the administration and the Union.

- Summary/Abstract:When the European Constitution was signed on 30 October 2004, the headlines signalled the end of a process of changing the definition of Europe and the European citizen that had been given until then. Articles such as “The EU Constitution without Christianity has set off”, “The Constitution without God, signed by the leaders of the 25”, “Christianity, a decisive factor in the history of Europe” noted the biggest shortcoming of the new European law: the total ignorance of the Christian roots of Europe. This ignorance came as a surprise to the public, but also to the heads of the European Churches. In February 2002, at the opening of the European Convention, public opinion was extremely confident about the mention of the Christian spiritual roots of the continent.

- Summary/Abstract:Has the West won? Has liberal democracy become universal? Even Westerners, not only Easterners, doubt this happy outcome. The borders between them do not disappear with political declarations, no matter how enthusiastic they may be. The magic of speeches is short-lived. More concerned with the effects of the fall of the Iron Curtain on their own country, American opinion makers and intellectuals, as the main actors of the Cold War, themselves had different reactions: triumphalism of success on the right, the bitter taste of the economic consequences of this conflict, and moral equivalence between the imperial powers in opposing ideological blocs on the left. Regardless of the ideological options, they will lament together the danger of the "tribal invasion" of the Easterners on the civilized world, especially in Western Europe, the United States now being drawn into another type of war, the hot war with Eastern terrorism. Such reactions will, however, be tempered in official discourses meant to reflect the firm commitment to the policy of globalization and the construction of the new world order. It is unlikely that the Eastern Europeans themselves will feel this "triumph of liberal democracy", but rather the tremors of communism which, although in agony, refuses to give its last breath without making more victims. As communism loses ground in Central and Eastern Europe, it seems to come to life (wearing the subtle form of neo- or post-Marxism) in Western academic circles.

- Summary/Abstract:At a certain point, in the mid-1990s, when Romanians were beginning to come to an agreement on NATO and the European Union, it was noticeable that public opinion gave the Alliance economic importance, and the Community great weight in security and defense matters. Although it seemed an erroneous public perception, with a logic turned inside out, a detailed analysis proved to have some truth to it. Right from the beginning of its institutionalized form, the European construction promised its participants a more secure life, and no one can dispute the fact that the declaration of the program initiated by Jean Monnet and the Schuman declaration actually looked towards peace and security through economic collaboration, primarily in the concrete field of strategic industries.

- Summary/Abstract:The profound contemporary changes in the geopolitical and geostrategic environment implicitly affect the armed forces, their role, organizational structure, missions and their use. Today, at a global level, one of the problems faced by most of the world's armies concerns the structural reconstruction within the forces in the new geopolitical framework configured or, more correctly, in the process of being configured. Although the current situation is characterized by an apparent state of relaxation and increased trust between states, the divergences of interests of some countries in relation to others and the outbreaks of conflict demonstrate an instability that is particularly dangerous for the peace and security of states, especially small and medium-sized ones.

It has become the second European policy after the CAP in terms of budgetary importance. The enlargement of the EU has strengthened its role, becoming an indispensable element of the territorial solidarity of the EU with 27 Member States. Regional Policy represents the future of European construction and its strengthening is necessary.

- Summary/Abstract:Regional development refers to the stimulation and diversification of economic activities, the stimulation of investments, the valorization of human resources, the improvement of conditions and living standards for a larger part of the population of the region. Regional development policy represents a system of planned measures, promoted by the local public administration together with various private or public actors, in order to ensure sustainable economic development and the improvement of living conditions through a higher valorization of local and regional potential. The main areas of regional policy aim at the development of industry, the labor market, the stimulation of investments, technology transfer, the development of small and medium-sized enterprises, the improvement of infrastructure, environmental protection, rural development, health, education, culture. Regional policy therefore encompasses a variety of areas, each with specific characteristics, the main objective being the economic and social convergence of the regions.

- Summary/Abstract:Rural space, agriculture and the situation of peasants are major issues of modern and contemporary Romania. Having undergone several reforms under different political regimes, rural Romania is facing a final test that should transform poverty and subsistence into profit and competitiveness. Thus, at the beginning of the 21st century, in the context of European integration and the application of a new policy, this time the Common Agricultural Policy (CAP), rural Romania is back at the center of political and economic debates. It is known that Romania has an underdeveloped economy, characterized by low productivity of agricultural exploitation, resulting from a low degree of technical endowment of labor in all sectors, and from inadequate efficiency in the use of production factors within international economic relations. Romania's association with the European Union would mean, economically, the creation of a free trade area and economic and financial cooperation, in support of the restructuring of the Romanian economy.

- Summary/Abstract:As a result of Romania's integration into the European Union, a new state actor will participate in the migration phenomenon that is taking place not only in Europe, but also at a global level. Migration is more than a phenomenon, it is a process that can be studied from a theoretical point of view, in order to manage it from a practical point of view. Migration has both advantages and disadvantages, the perspectives of analysis being general, with concrete aspects, but also with particularities. Romania's role within the EU after 2007, as a stabilizing actor, facilitating economic progress (and not only), provider of security at the eastern border and responsible for managing the migration phenomenon, will be developed within the framework of this work. Practically, this phenomenon will be analyzed from several perspectives, including the international one, precisely out of the desire to demonstrate that migration does not only concern the interests of Romania, but also of the EU.

- Summary/Abstract:The monitoring report of 16 May 2006 of the European Commission on the accession of Romania and Bulgaria to the EU constitutes a moment of assessment of progress and delays, while also indicating the directions of action. It can inspire necessary scientific reflections on the accession process. This is what we propose in this approach, which is based on the monitoring report, the Accession Treaty, the Country Reports and other documents of the EU and the Romanian Government.
