Summary/Abstract: At a certain point, in the mid-1990s, when Romanians were beginning to come to an agreement on NATO and the European Union, it was noticeable that public opinion gave the Alliance economic importance, and the Community great weight in security and defense matters. Although it seemed an erroneous public perception, with a logic turned inside out, a detailed analysis proved to have some truth to it. Right from the beginning of its institutionalized form, the European construction promised its participants a more secure life, and no one can dispute the fact that the declaration of the program initiated by Jean Monnet and the Schuman declaration actually looked towards peace and security through economic collaboration, primarily in the concrete field of strategic industries.
