Summary/Abstract: In the literature, enlargement or extension is considered "an organization as a process of gradual and formal horizontal institutionalization of organizational rules and norms". Institutionalization means the process by which the actions and interactions of social actors become normative models. In other words, enlargement is the process by which the political, economic, normative system of an international organization, in this case the European Union, has been and is being extended horizontally to other member states. The difference between horizontal and vertical in this process is comparable to that between "widening" and "deepening", concepts used in the common sense of European integration.
