Cooperation between public institutions and civil society organizations (CSOs) is essential for any successful anticorruption strategy. Strengthening the role of CSOs with regard to anticorruption means thinking in terms of a system - how can a corruption system be broken and how is it possible to develop and improve national and local integrity systems (LIS). Transparency and access to information is widely seen as the key to promote greater public sector efficiency and reducing corruption because the information can be monitored by citizens and watchdog organizations. This Best Practices Manual is specifically aimed at strengthening the cooperation between civil society organizations and public institutions with regard to preventing and fighting corruption. It provides a comprehensive account of the selected best practices of cooperation, including their structure, impact, sustainability and lessons learned in countries such as Romania, Bulgaria, The Netherlands and other European Union (EU) and non-EU states. The applicability of these practices is context specific, nevertheless, it is possible to draw a number of valuable generic lessons.

Čitanka LGBT ljudskih prava

Kada smo u decembru 2011. objavili prvo izdanje Čitanke lezbejskih i gej ljudskih prava nismo se mogli ni nadati da ćemo podijeliti više od hiljadu knjiga u samo pet mjeseci. Bio je to jedan od prvih izdavačkih poduhvata Sarajevskog otvorenog centra u oblasti LGBT prava, koji je nastao uz veliku podršku autora_ica iz Hrvatske i Srbije. Naša Čitanka je inspirisana sličnom publikacijom koju naša sestrinska organizacija Labris iz Beograda već nekoliko godina objavljuje. Želimo im se još jednom zahvaliti na nadahnuću. Naročito nam je drago što su mnogi mladi ljudi koji propituju svoju seksualnost i identitete, njihovi prijatelji i roditelji, predstavnici_e institucija i “obični građani” odlično reagovali_e na ovu publikaciju. Shvatili smo tada da drugo izdanje ne može dugo čekati. Godinu dana nakon prvog izdanja, predstavljamo vam drugo dopunjeno izdanje. Ono se razlikuje od prvog po tome što je sadržaj djelimično izmijenjen i što imamo novi, inkluzivniji naslov koji sada obuhvata i “BT”, pored “LG”. Iako je i prvo izdanje uključivalo teme o biseksualnom i trans osobama, ovaj put smo to željeli naglasiti i u naslovu. Vjerovatno najveća promjena odnosi se na autore_ice. Željeli smo okupiti što više osoba iz Bosne i Hercegovine za ovaj aktivistički poduhvat, tako da imamo nove tekstove za “stare” teme. Među tim tekstovima su i pregledi aktivizma na Kosovu i u Sloveniji, koji predstavljaju doprinos različitosti iskustava u regionu i tekst o stripu koji nam donosi sasvim novi svijet iskustava. Zahvaljujemo se svim autorkama i autorima koji su kroz svoj volonterski rad pomogli_e da dođemo do ovog drugog izdanja. Riječi zahvalnosti dugujemo i Fondaciji Heinrich Boell koja već niz godina podržava rad Sarajevskog otvorenog centra te je po drugi put omogućila objavljivanje ovog štiva. Pozivamo sve čitatelje_ke da nam pišu o svojim utiscima kako bi treće izdanje Čitanke, koje će sigurno u narednim godinama uslijediti, bilo još bolje!

Jednaka zaštita za različitost. Priručnik o postupanju u slučaju kršenja ljudskih prava lezbejki, gejeva, biseksualnih, trans* i interspolnih osoba za policajce i policajke

Društvo u Bosni i Hercegovini karakteriše visok stepen homo/bi/transfobije što je rezultat neznanja, neinformisanosti, kao i razmišljanja da su LGBTI (lezbejke, gej muškarci, biseksualne, trans i interspolne osobe) osobe nešto što ne postoji u našem društvu ili nešto što dolazi sa Zapada. Ovakav stav javnosti dovodi do toga da se LGBTI osobe svakodnevno susreću sa mnogobrojnim problemima, te nerijetko i diskriminacijom i nasiljem zbog svoje seksualne orijentacije ilirodnog identiteta i spolnih karakteristika. LGBTI osobe spadaju u jednu od najnevidljivijih manjinskih grupa u BiH, zbog čega su izloženije i podložnije diskriminaciji i nasilju koji najčešće ostaju neprijavljeni zbog straha od autovanja (javnog otkrivanja njihove seksualne orijentacije i/ili rodnog identiteta i spolnih karakteristika) i nepovjerenja u reakcije državnih institucija. Zbog osjetljivosti i specifičnosti položaja LGBTI osoba u bh. društvu, veoma je bitno posvetiti dodatnu pažnu postupanju sa ovim osobama prilikom prijave krivičnog djela. Ovaj priručnik je namijenjen policijskim službenicima_ama, koji_e imaju značajnu ulogu kada su u pitanju zaštita i ostvarivanje ljudskih prava. Potrebno je da policijski_e službenici_e, kao prva i građanima najbliža instanca zaštite ljudskih prava, razumiju probleme sa kojima se svakodnevno susreću LGBTI osobe, te da budu dovoljno senzibilizirani_e da ovim osobama pristupe na odgovarajući način u slučaju krivičnih djela počinjenih prema ovim osobama.

Zajednice života osoba istog spola u pravu zemalja Evropske unije

Svakoj osobi je potrebno ostaviti pravo da izrazi svoj stav u pogledu prihvatanja ili neprihvatanja legalizacije istospolne zajednice. Međutim, ti stavovi ne smiju biti formirani na osnovu mržnje, osude ili prezira. Homoseksualnost kao psihoseksualni poremećaj identiteta desetom revizijom Međunarodne klasifikacije bolesti, povreda i uzroka smrti, više se ne smatra bolešću. Uprkos tome, u većini društava homoseksualnost se smatrala socijalnim tabuom. Socijalna stigmatizacija homoseksualno orijentisanih osoba pokušava se minimalizirati pravnim normiranjem istospolnih zajednica života, podvrgavajući ih principu “različito, ali ravnopravno”. Upravo radi potrebe zaštite “prava na različitost” evropsko zakonodavstvo od kraja 90-ih godina prošlog stoljeća počinje donositi akte koji zabranjuju diskriminaciju po osnovu spolne orijentacije i uvodi zaštitu homoseksualaca i njihovih zajednica. U sekundarnim i primarnim izvorima prava Evropske unije (u daljem tekstu: EU) propisuje se zabrana diskriminacije po osnovu seksualne orijentacije. Amsterdamski ugovor predstavlja jedan od najvažnijih međunarodnih akata kojima se zabranjuje diskriminacija po osnovu seksualne orijentacije. U Povelji EU o osnovnim pravima (iz 2000. godine, zamijenjenom istoimenom Poveljom iz 2007.- 2007/C 303/01), takođe se zabranjuje diskriminacija po osnovu seksualne orijentacije. Pravo na sklapanje braka prema navedenoj Povelji nije u vezi sa osobama različitog spola, već je pravo na sklapanje braka zagarantovano nacionalnim zakonima koji uređuju izvršavanje prava na brak. U direktivama Vijeća Evropske unije (u daljem tekstu: VEU) i Evropskog parlamenta (u daljem tekstu: EP) nakon 2000. godine seksualna orijentacija je uvedena kao zabranjeni osnov diskriminacije. Međutim, ovim aktima se nije puno odmaklo u zaštiti homoseksualno orijentisanih osoba, mada se to moglo učiniti, s obzirom na obavezujući karakter ovih akata. Državama članicama data je mogućnost (nisu obavezane) da istospolne partnere tretiraju kao bračne partnere, odnosno države članice su obavezane da ih tretiraju kao članove porodice, ukoliko zakon države članice, u koju ulazi istospolni partner, tretira ovaj odnos kao ekvivalent braku.

Na konferenciji Uticaj EU integracija na poštivanje i zaštitu ljudskih prava LGBT osoba, održanoj u Banja Luci u decembru 2014. godine, LGBT aktivisti i aktivistkinje iz Hrvatske, BiH, Srbije i Crne Gore raspravljali su o unapređenju ljudskih prava LGBT osoba u kontekstu procesa EU integracija koji ima značajan uticaj na sve zemlje u regionu. Iako je svaka od ovih država u različitim fazama EU integracija, činjenica je da je Europska unija politički subjekt sa najvećim mogućnostima motiviranja zakonodavnih promjena u ovim zemljama.

Мониторинг на антикорупционните реформи в България

The assessment of the effectiveness of anticorruption policies and trends in the spread of corruption is a key element of the Strategy for Transparent Governance and Counteraction of Corruption for the period 2006-2008 adopted by the Bulgarian Government. The Bulgarian Government’s 2006 Program for the implementation of this Strategy envisions the development of a system of indicators to monitor progress and actual impact. The System of Indicators was developed by the Center for the Study of Democracy based on the best European and world practices and primarily draws on the experience gained in Bulgaria in the period between 1997 and 2006 from the implementation of the Corruption Monitoring System developed by the CSD within the Coalition 2000 anticorruption initiative. The indicators for the evaluation of the results from the measures to counteract corruption and to enhance the transparency of government differ by type and methods of data collection and analysis: The first set of indicators reflects the adequacy, effectiveness, timeliness, implementation progress, etc., of the measures outlined in the Strategy and the Program. Another group of indicators aims to evaluate the social environment factors directly affecting the level of corruption and governance transparency. A third group of indicators show the effect of the implemented programs and measures by monitoring their outcomes and impact. These are of greatest value in assessing the effectiveness of anticorruption policies and the prevention and counteraction of corruption. As a follow up, CSD has published a policy brief on the need for a Europe-wide initiative to develop a corruption benchmarking instrument for the EU. Its purpose is to suggest ways of utilizing the experience with corruption monitoring and measuring during Bulgaria’s accession to the Union.

The eighth volume of the extensive (ten-volume) monograph by Polish Slavic studies scholars (with contributions from scholars from a number of foreign research centres), made possible by an NCN OPUS grant (2014/13/B/HS2/01057). In terms of form, the monograph is a lexicon, the main body of which consists of entries-articles on the history of 27 selected ideas that anticipated and shaped the processes of modernization in the region: agrariarism, anarchism, capitalism, clericalization, confessions, conservatism, culture, education, enlightenment, evolution, history, homeland, humanism, liberalism, modernity, nation, politics, progress, rationalism, reformation, religion, revolution, schooling, secularization, socialism, tradition, and universalism. Their semantics, change able as it was in response to local conditions, was investigated separately for each of the seven current states of the southern Slavdom: Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Serbia, and Slovenia. Volume 8 presents the three ideas – capitalism, homeland, and politics – that are at the foundations of the European discourses of modernization and anti-modernization, of the European imaginary of the human intellectual condition as the key to the formation of societies. The book contains many synthetically expressed, original and source-based insights on the southern Slavic cultures’ struggles with modernity.

Women of Kurdistan: A Historical and Bibliographic Study documents a century long history of Kurdish women’s struggles against oppressive gender relations and state violence. It speaks to bibliographic silences on Kurdish women; silences that are systemic and structured, with many factors contributing to their (re)production. The analysis avoids the fashionable state-centered scholarship, which purifies processes of nation-building, state-building, and disguises their violence. The image depicted of the women of Kurdistan in this bibliography is shaped also by the languages we have chosen: English, French, and German. It is a record of material in languages that are not spoken by the majority of the Kurds. It will, therefore, be different from a bibliography of works in the Kurdish language, which have a majority of Kurdish authors, with more entries on topics such as poetry, fiction, education, and arts.

The Polish idiom of neurosis has its particular manifestation in Without Dogma: Sienkiewicz, contrary to the theorists of neurosis, has designed the protagonist in such a way that his body is the heritage of the vigorous ancestors known from the Trilogy. Patriotyzm konsumencki Polaków

Kraj pochodzenia produktu należy obok jakości i ceny do najważniejszych kryteriów wyboru przy podejmowaniu przez konsumenta decyzji zakupowych artykułów spożywczych, a w kontekście negatywnych skutków pandemii COVID-19 kupowanie żywności made in Poland zyskuje na znaczeniu, stając się praktycznym działaniem na rzecz wspierania rodzimych producentów. W monografii usystematyzowano stan wiedzy na temat zjawiska patriotyzmu konsumenckiego oraz zidentyfikowano postawy i czynniki determinujące nabywanie przez konsumentów polskich produktów żywnościowych. Ponadto na podstawie wyników badań empirycznych dokonano typologii konsumentów z trzech generacji wiekowych – X, Y i Z – w kontekście postaw wobec tych produktów, a zwłaszcza triady ich cech, tj. pochodzenia, ceny i jakości. W konsekwencji stwierdzono występowanie znaczących różnic międzypokoleniowych i odmienne, nie zawsze pozytywne podejście do zakupu polskiej żywności.

Neuronauka konsumencka i jej praktyczne zastosowanie w biznesie – czyli neuromarketing – opierają się na wynikach badań uzyskanych przy użyciu metodologii i narzędzi stosowanych w diagnostyce medycznej. Większa część książki poświęcona jest więc przeglądowi metod badawczych i wybranych rezultatów, które zgromadzono dotychczas w setkach pasjonujących neuronaukowych eksperymentów. Mam nadzieję, że lektura tej książki uzmysłowi Czytelnikowi, że neuronauka – dzięki postępowi technologicznemu oraz innowacyjnym rozwiązaniom stosowanym w neuroobrazowaniu i nieinwazyjnych pomiarach psychofizjologicznych – jest potężnym narzędziem do badania nieświadomych reakcji i funkcjonowania ludzkiego mózgu. Dzięki niej wiemy teraz znacznie więcej o ludzkich reakcjach, o postrzeganiu, przetwarzaniu, ocenianiu oraz wykorzystywaniu wewnętrznych sygnałów i zewnętrznych bodźców w procesach decyzyjnych w codziennym życiu oraz w kontekście społecznym.
