The recent decision by the European Commission (EC) prohibiting Siemens from taking over Alstom was perceived by their respective German and French governments as a blow to plans to create a “European champion” in the railway sector. Both states declared that they will strive to change the EU competition rules that prevent similar transactions. According to the traditional approach to competition protection, the implementation of most of the proposals would have negative consequences for the EU economy and indirectly for Polish enterprises and consumers.

Ongoing work on the EU strategy in this field is aimed at harmonising the activities of individual Member States. EU legal and ethics regulations (protection of consumer rights and anti-discrimination regulations) and the non-commercial use of artificial intelligence (especially in medicine) will be important. The EU should also support all Member States in the development of digital technologies.

Stany Zjednoczone i Chiny konkurują o pozycję światowego lidera rozwiązań z zakresu sztucznej inteligencji. Nowy wyścig technologiczny pozostawia Unię Europejską w tyle. Trwające obecnie prace nad unijną strategią w tej branży mają na celu harmonizację działań poszczególnych państw. Istotne będą unijne regulacje w sferze etyki i prawa (ochrony praw konsumenta, regulacji antydyskryminacyjnych) oraz niekomercyjnego wykorzystania sztucznej inteligencji (zwłaszcza w medycynie). UE powinna też wspierać wszystkie państwa w rozwoju technik cyfrowych.

The Digital Dimension of the Three Seas Initiative

Expansion of digital infrastructure is one of the three pillars of the Three Seas Initiative (TSI). So far, the TSI’s digital dimension has been less elaborate than the goal of enhancing energy and transport infrastructure. Yet, without closing the digital development gaps, the TSI will struggle to make the most of the EU’s emerging digital single market. Placing greater emphasis on the enhancement of digital infrastructure could convince those TSI countries that have thus far seemed to stand on the sidelines to become more involved the project in the future.

Rozbudowa infrastruktury cyfrowej to jeden z trzech filarów Inicjatywy Trójmorza (Three Seas Initiative, TSI). Jest on jak dotąd mniej skonkretyzowany niż plany wzmocnienia połączeń energetycznych oraz transportowych. Bez wyeliminowania luk w cyfrowym rozwoju regionu państwa Trójmorza nie sięgną po możliwości powstającego w Unii Europejskiej jednolitego rynku cyfrowego. Położenie większego nacisku na rozbudowę infrastruktury cyfrowej może też skłonić do zaangażowania w jej rozwój tych z państw TSI, które dotąd przyjmowały wobec niej raczej pasywną postawę.

Modifications to Slovakia’s European Policy

The Slovak government, as a result of a wave of criticism after the murder of investigative journalist Ján Kuciak and his fiancée, has strengthened its pro-European rhetoric. New Prime Minister Peter Pellegrini declared Slovakia’s readiness to increase payments to the EU budget. He also agrees to tie the possibility of acquiring EU funds to adherence to the rule of law. At the same time, he presents an idea to link access to the EU budget with the provisions of the Stability and Growth Pact, which could give the Visegrad Group the opportunity to take the initiative in the debate on the future of the EU, especially in the context of the next budget, the Multiannual Financial Framework 2021–2027.

Gazprom’s Struggle to Complete and Control Nord Stream 2

Russia’s plans to complete the construction of Nord Stream 2 (NS2) and maintain Gazprom’s control over the gas pipeline after its launch are facing serious obstacles. The main challenges to the Russian company are that the key contractor has withdrawn from the project fearing U.S. sanctions and the requirement to apply EU law to the pipeline. Russia is now trying to finish NS2 construction using its own means and ensure that the institutions regulating the status of the pipeline interpret EU law in Gazprom’s favour.

If it succeeds, President Emmanuel Macron can go forward with his initiative to reform the global governance system, especially the UN, and to emphasize the importance of the EU’s Southern Neighbourhood Policy.

Historyczne porozumienie w Paryżu: znaczenie dla Polski i Unii Europejskiej

W Paryżu 12 grudnia 2015 r. wynegocjowano pierwsze od prawie 20 lat porozumienie, którego celem jest zapobiegnięcie nieodwracalnym skutkom zmian klimatu. Najważniejsze cechy nowej umowy to jej globalny zakres – wszystkie 195 państw będzie musiało redukować emisje gazów cieplarnianych, oraz trwałość – nie wyznaczono daty końca jej obowiązywania. Powstał zatem system koordynacji działań na całym świecie, co oznacza, że Unia Europejska nie będzie prowadziła polityki klimatycznej w odosobnieniu. Zmniejszy to negatywne konsekwencje dla konkurencyjności europejskiej, ale też polskiej gospodarki.

Sustainable Development Goals and Post-2015 Development Agenda

On 25–27 September at the UN Summit, world leaders will accept Sustainable Development Goals to set up the agenda for development cooperation until 2030. The goals underline the inextricable link between development and climate, downgrade the role of official development assistance at the expense of other financing, and engage new instruments and partners, including the private sector and civil society, in the mobilisation of resources. As a result, the EU will need to step up its support for developing countries for its own security and stability and Poland can recognise the importance of this dimension in its external relations.

Nowa agenda zmierza do całkowitej eliminacji ubóstwa na świecie, podkreśla nierozerwalny związek między rozwojem a klimatem i ogranicza znaczenie pomocy rozwojowej na rzecz innych przepływów finansowych i zaangażowania nowych partnerów: biznesu i społeczeństwa dla mobilizowania zasobów. Podczas gdy UE wzmacnia swoje wsparcie dla krajów rozwijających się, także Polska powinna nadać większą wagę temu narzędziu polityki zagranicznej i lepiej je wykorzystać.
