According to the authors of the policy brief, not declaring in full or partially economic activities in SEE remains widespread in virtually all areas of government – permissions and licenses, labour contracts, social security, taxes and custom duties. It signals a persistent gap between formal and informal institutions and lack of coherent enforcement of rules. Corruption pressure is higher towards those engaged in the hidden economy. At the same time their susceptibility to corruption is also higher, confirming the institutional incongruence. The immense diversity of the scale (from 19 % in Croatia to 81 % in Kosovo), prevailing patterns (no written contracts in Turkey, non-payment of health care contributions in Kosovo, envelope wages in FYR of Macedonia and Bulgaria, non-formalised business in Albania), formal vs informal wage average (higher formal wages in Bosnia and Herzegovina, Albania and Turkey and lower in Kosovo and Bulgaria) requires country specific tailor-made policies and sequencing of reforms.

CSD Policy Brief No. 65: The Wind that Blows from the East: Russian Influence in Central and Eastern Europe

The topic of Russia’s influence in Central and Eastern Europe (CEE) has grown in significance after the eruption of the Ukrainian crisis in 2013. The US and EU policy and research communities have scrambled to explain the potential scenarios, tools, and impacts of the Russian influence, as well as propose possible solutions to minimizing its negative effects on European unity. This policy brief, which summarizes the key findings from the joint study of the Center for the Study of Democracy and the Center for Strategic and International Studies (CSIS), Kremlin Playbook: Understanding Russian Influence in Central and Eastern Europe, presents a model for understanding the impact of Russia’s economic influence in Central and Eastern Europe in five case study countries (Bulgaria, Hungary, Latvia, Serbia, and Slovakia), and its relationship to the region’s general decline in governance standards. The study estimates that on average, Russia’s economic footprint in five of the most targeted by the Kremlin CEE countries has ranged from about 11 percent of the economy (in the cases of Hungary and Slovakia) to an astonishing 22 percent in Bulgaria. After 2008 the Russian leadership has aggressively deployed its resource-based resurgent economic power in combination with old time security networks and skillful use of traditional soft power appeal to exploit and further strategic vulnerabilities across the countries of Central and Eastern Europe. Russia has also cultivated an opaque network of patronage across the region that it uses to influence and direct decision-making. This web resembles a network-flow model, which we describe as an “unvirtuous circle” of Russian influence leading to “state capture.”

The country factsheets present a critical review of the energy security governance in Bulgaria, Romania, Serbia and Ukraine, and map the main policy challenges faced by these countries in facilitating more transparent and data-driven decision making. The national and regional energy security of Central and Eastern European (CEE) countries has become a hot topic of discussion in the EU recently, focusing the attention of experts, policy makers, and the general public on ongoing and future energy projects but also on the features of energy governance in these countries. The fragile democratic traditions in the CEE countries, the existing networks of political protectionism and economic oligarchy, and the opaque business practices nurtured by corruption and links with organized crime, have been reinforced by the negative implications of Russian economic and geo-political influence. Russia has exploited its dominant position in the energy market and its long-term links with certain political and economic groups to shape political decisions across the region according to its own interests, but often to the detriment of the home country consumers. A major governance challenge for Bulgaria, Serbia and Ukraine is the lack of political agreement on a long-term national energy strategy with supporting financial instruments, which would lower the ad-hoc decision making, often related to suspicions of being influenced by private political and economic interests. Romania championed the group in terms of good energy governance due to the improved independence of the national energy regulator with the adoption of new legislation in 2012, as well as due to the continuing overall strong performance in the fight against corruption in the country. The governance of the state-owned energy enterprises in CEE is heavily influenced by political interference, distorting their investment independence and regulatory oversight. This is particularly visible in Bulgaria and Ukraine. The politically mandated downward pressure on electricity and gas prices in Bulgaria, Romania, and Serbia increases further the vulnerability of their energy sectors. The heavy dependence on a single source and route of gas supply is the major energy security risk for all countries. In Bulgaria and Ukraine, it is coupled with heavy dependence on oil import from the same country – Russia. While Romania, Bulgaria and Ukraine have undertaken diversification efforts, Serbia seems to favour the status quo, even at the expense of paying one of the highest wholesale prices of natural gas in Europe.

The collection of papers presents recommendations to be considered by governmental and non-governmental organizations to improve their coordination and effectiveness in trade and investment promotion activities. The papers were presented at a forum, that brought together approximately 30 representatives of American and Bulgarian institutions involved in promoting bilateral trade and investment. It was organized at the initiative of the Bulgarian Ambassador to the United States — Mrs Snezhana Botousharova - with support from the Open Society Fund. The objective was two-fold: - to identify those factors that currently constrain American investment in Bulgaria and hinder trade expansion; and, - to define a framework of actions to be undertaken by the Bulgarian and American institutions to promote expanded bilateral economic cooperation.

After Bulgaria joins the EU in 2007 the country will receive access to the Structural Funds (SF) and the Cohesion Fund of the European Union (EU), which are the main instruments for reducing the economic and social disparities within the Union. The effective management of these proceeds entails good knowledge of the EU Funds’ requirements and thorough preparation at national, regional and local levels both by the public and private sectors, including the small and medium-sized enterprises (SMEs). In 2000 in Lisbon, the European Commission and the EU Member States agreed upon the ambitious goal that by 2010 the European Union would have to become the most dynamic knowledge-based economy in the world . The instruments and mechanisms to achieve this goal have been outlined in the Lisbon Strategy of the EU. In 2005, an interim review on the progress of the Lisbon Strategy was done, based on which it was concluded that the Union was falling behind in some of its basic parameters, and that the gap between the EU and the leading innovative world economies of the United States and Japan was broadening.

This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Four Years Later’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 3 October 2010, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics.The conference was opened with a keynote speech by Meglena Kuneva who used to serve in the European Commission and is a prominent figure in the Bulgarian political life associated with the European integration process and accession to the European Union. She highlighted that the Bulgarian membership in the European Union is a rare example of widely shared national consensus in the past 22 years. Meglena Kuneva presented arguments in favour of this membership while noting challenges that remain unsolved years after our accession – we shall understand better the signs given by Brussels as well as put an emphasis on the human factors. Kuneva shared the view that commitment and high ethical and professional standards are required when appointments are made for the EU funds governance on a national level. We shall be more active towards EU in our contribution, she concluded. The participants in the conference presented research about the multiple effects on the Bulgarian economy as a result of the EU membership and access to the Single market. Authors discussed the international competitiveness of the Bulgarian export industry, they dedicated analysis on the Bulgarian trade with the other EU member states as well as industrial concentrations among the countries sharing single market. The liberalization of the telecommunications market in Bulgaria, reforms in the regulations of the pension funds and public procurement is among the topics presented. Another group of academics discussed current trends in the global economy, regional and global challenges to the EU. Those processes would have implications on the entire EU bloc. This could be related to the role of the Euro as an international currency as well as the development of the economic and monetary union (EMU) within EU. Contributors review topics related to the real and nominal convergence of Bulgaria and other countries in the EMU and the Bulgarian contribution and participation in key EU policies. Some authors present research on the challenges and achievements regarding the absorption of the EU funds in Bulgaria and implementation of the operating programs. The aim of this book is to present the most important issues related to sustainable development (SD) and corporate social responsibility (CSR). They are discussed from a macro and micro perspective, both in the form of theoretical foundations of these concepts and practical examples of companies operating in Central and Eastern European countries that have implemented these ideas in their daily operations and translated them into corporate and functional strategies. The book consists of four parts. The first one is theoretical in its assumptions and is devoted to explaining the key concepts of sustainable development (SD) and corporate social responsibility (CSR). The authors describe the determinants of sustainable development in the contemporary world, including the most important ones, such as globalization, climate change, poverty, unlimited consumption, as well as limited access to natural resources - all in relation to the goals of sustainable development. The chapter also discusses the concept of corporate social responsibility (CSR), which is now recognized as the process by which business contributes to the implementation of sustainable development. How sustainable development (SD) and corporate social responsibility (CSR) are incorporated into the organization's strategies and influence the corporate strategy on the corporate and functional areas of the organization is presented in the last chapter of the first part of the e-book. The next part of the e-book helps readers understand the concepts of SD and CSR in the field of organizational strategy - in strategic management, and at the level of functional strategies—marketing, human resources, marketing research, accounting and operational management. The authors explain the reasons why companies need to consider the local and global perspective when setting SDGs, and the existence of potential conflicts within them. Taking into account the area of ​​marketing, the authors point to the increase in environmental and social awareness of all stakeholders, which translates into changes in the criteria for decision-making by managers and risk assessment. The issue of sustainability is also the subject of market research. Companies producing products and services, institutions dealing with environmental or consumer protection, scientists and students conduct many research projects related to, inter alia, much more. How to use secondary data for analysis and how to prepare, conduct, analyze and interpret the results of primary research in that area are discussed in detail in the next chapter of this section. The concept of SD also refers to the basic functions of human resource management (HRM)—recruitment, motivation, evaluation and control. They should take into account SD not only for the efficiency of the organization and long-term economic benefits, but also for ethical reasons. Thanks to the SHRM, the awareness and behavior of the entire organization can strongly express sustainable goals in the planning and implementation of the overall corporate strategy. The growing importance of the idea of ​​SD and the concept of CSR also resulted in the need for accounting and finance to develop solutions enabling the provision of information on the methods and results of implementing these concepts in entities operating on the market. This part of the book also examines manufacturing activities in the context of sustainability. As a result, many problems arise: waste of resources, mismanagement, excessive energy consumption, environmental pollution, use of human potential, etc. The chapter presents such concepts as: zero-waste, lean-manufacturing, six-sigma, circular production, design and recycling products in the life cycle as well as ecological and environmentally friendly production. The next two parts of the e-book contain examples of companies from Central and Eastern Europe that used SD goals in their strategies, questions and tasks for readers.

Burgas Free University is organising the International Scientific Conference “Blue Economy and Blue Development”. Two years ago Burgas was nominated as the European maritime capital of 2018, with the BFU to host the annual high level forum for the European Maritime Day. The forum is led by the General Directorate “Maritime and Fisheries” to the European Commission and the Bulgarian Ministry of Transport, and is a part of the calendar of the Bulgarian chairmanship of the Council of the European Union. Right after the official forum and as a fist side event, the Burgas Free University (BFU) is honoured to launch the International Scientific Conference “Blue Economy and Blue Development”. It will be held on June 1 and 2, 2018 and in its focus will be the economic, regulatory, technological and societal aspects of the development of the maritime and the water spaces.
