What meaning do young migrants give to the “Dreamer” concept when they do or don’t define themselves as such? The visualisation of young undocumented migrants is reflective of the growing literature on the subject that aims to explain the different ways in which their immigration status has affected their integration in the United States. Throughout the entire 21st century, authors have emphasised the effects of an undocumented immigration situation, its permanent temporality -liminal legality- as a form of legal violence that affects the daily life of children and young people during their transition to adult life (Menjívar, 2006; Gonzales & Chavez, 2012; Gonzales, Ellis, RendonGarcia, & Brant, 2018; Anderson, 2014) it also shows how policy decisions impact the transition of young people from childhood, adolescence and the learning process entailed during their transition to illegality (Gonzales & Chavez, 2012). The works stand out for focusing on the way that political decisions affect the subjective experiences, the quality of life of young migrants and their definition, from power, in their capacities as good or bad migrants (Barbero, 2019).

The complex socio-political relationship between Mexico and the United States has created for years the constant migration of Mexicans looking for the “American dream”. The present study initially started as an exploration of the lives of university students who were studying a BA in English language teaching (TESOL) and were trying to adapt to the Mexican educational system after living in the United States for many years. The theme of identity construction was at the core of the study, however, as more was revealed from their stories, other issues emerged from the data, such as ethnic identity, their experiences as transnationals, moving back and forth between Mexico and the United States, and how these experiences encouraged them to pursue a career in English language teaching. The data used for this chapter is part of a larger study of return migration and their incorporation into the Mexican educational system at the university level. This research seeks to explore the process of identity construction of students of a BA in TESOL in central Mexico who have had part of their schooling in the United States and have returned to Mexico. In order to do this, it is important to know more about the transnational experience of these students, how they interpret their past and current experiences and how they construct their future professional identity. Concepts such as transnationalism, return migration and ethnic identity will be defined. Then, the methodology that guided this study will be presented, followed by the discussion of results. Finally, conclusions will be provided, as well as comments and implications of this research.

Integration of the American youth into the Mexican labour market

According to data from 2015 Intercensal Survey, carried out by the Mexican National Institute of Statistics and Geography (INEGI), the total number of people born abroad in Mexico is slightly more than 1 million. The most important contingent of foreigners in Mexico is of American origin, which according to INEGI totals 740,000 people. Of the total number of Americans, those between 15 and 29 years old total 154,400, and represent 21% of the total number of Americans. To put this figure into perspective, it is enough to say that Guatemalans with a population of 42,800 in 2015 was the second largest contingent of foreigners in Mexico. This indicates that young Americans represent almost four times the total number of Guatemalans in the country.

The aim of this qualitative study is to present the academic and migratory experiences of four transnational high school students in the state of Guanajuato, Mexico and to align such findings with a view of transnationalism that takes into consideration deterritorialized knowledge acquired through migratory experiences. From these experiences, all transnationals acquire – to different degrees – transnational funds of knowledge and a different type of imagination which allows them to envision themselves as members of other communities. To understand the transnational experience, one must consider research into the phenomenon and into the biographies of such students as seen in the discussion of the data.

The group of Polish immigrants in Spain is relatively small – around 52.000 Polish people are living in Spain, including about 9.000 children and adolescents (INE, 2018). According to The Centre for the Development of Polish Education Abroad (2019) there are 24 Polish Saturday schools, where Polish children learn the language and study Polish culture during their school-free time. Polish masses are provided by some churches, as well as there are Polish associations (e.g., Ambar, Aguila Blanca or Krakus) that make up the visibility of attempts to maintain their own culture by this minority group. These actions constitute a part of an effort to acculturate in Spain by Polish migrants. The aim of this paper is to identify and describe what kind of behaviours and experiences of Polish migrants may be interpreted as a part of their specific perceptions and preferences of acculturation. Furthermore, it is interesting how, within families of migrants, do the perceptions and preferences of acculturation of parents and children interact with each other in different life areas (peripheral and central)?

Existing theories about the concept of identity associate the redefinition of the identity of migrants with the awareness of the social status they possess in their new environment. The formation of social status contributes to anti-immigration feelings that widen the gap between locals and refugees. In light of these premises, this study aims to deepen the issue of identity development in the migratory field, focusing on the case of refugees. In order to do so, ethnographic work has been carried out in the Italian context, conducting twenty-eight interviews with adult refugees in the Salento area in southern Italy. The results of this research refer to the social status of refugees in Italy, as well as the provisional nature of their identities. The temporality of identities lies both in the condition of the refugee itself and in the effects of anti-immigration policies.

This chapter focuses on discourses and counter-discourses in the specific context of Romanians migrating to the United Kingdom. The analysis reveals the role of Romanian and British journalists in the problematization of migration, taking into account two different contexts: the freedom of movement for Romanian and Bulgarian citizens to work inside the United Kingdom, starting with January 1, 2014 and the British referendum in June 23, 2016. In doing so, the corpus covers five interactive mass-media campaigns on Romanian migration - Don’t Come to Britain! (The Guardian, January 2013), Why Don’t You Come Over? (Gândul, January 2013), Let’s Change the Story! (Gândul, January 2014), The Truth about Romanians Migrating to the UK (Adevărul, March 2014) and Romanians Adopt Remainians (Gândul, June 2016) and 100 news articles around the campaigns. Methodologically, the analysis is based on qualitative research methods, combining multimodal analysis (Iedema, 2003; Kress & van Leeuwen, 2006) with critical discourse analysis (Van Dijk, 1993; van Leeuwen, 2008) and dispositif analysis (Charaudeau, 2005; Lochard, 2005, 2006; Soulages, 2007). Generally, the analysis proves that Romanian journalists have overcome their role as professionals (they no longer adopt a traditional role), by involving the citizens in the public debate on migration, and, more extensively, on the country image problem.

Social networking sites (SNSs), especially nowadays, have become an inevitable and essential component part of life (Schivinski & Dariusz, 2016). Even though there have been numerous researches and studies on the SNSs in relation to users’ tendencies and advertising, the use of social media in relation to effects of space and environment on the perception of users has been lacking in the literature. This paper offers a perspective to consider the interrelations between the use of SNSs among Syrian refugees with various purposes, such as navigating their migration routes and safety, and the refugee camps as a temporary habitat (Diken & Laustsen, 2002). While refugee camps do not provide enough spaces and activities for socializing and spending time, most Syrian refugees spend their time online by the use of social media platforms as Facebook, Instagram, YouTube, and WhatsApp. With long-term ethnographic fieldwork on the intense use of SNSs among Syrian refugees in the refugee camps in Turkey, Greece, and Germany created extensive data. The gathered data shows that being in a vulnerable position as a refugee and staying in a restricted and limited space motivates and encourages [Syrian] refugees to spend more time online. However, one of results of this research claims that seeking new places to migrate and settle in by overusing SNSs, at least 4-5 hours in a daytime, creates a desire and misperception regarding destinated places that become desired places (Deleuze and Guattari, 1983; 2013).

Immigration policy is interesting because seemingly powerless immigrants bare much of the brunt of said policies. Cultural idioms of us/them are unashamedly politicized at the expense of immigrants. Issues such as citizenship, human rights, labor rights, needs for laborer, culture and identity, all are intertwined into immigration policy. Policy, thus, becomes a tool of control and power. Moreover, immigrants and refugees are essentialized in everyday discourse as either hard working labors, or as lazy or immoral groups. They are politicized as barbarous caravans, or simply hordes of otherness. Immigrants are voiceless and at the same time burdened with all the ills of the host society. The events of recent years have proved us wrong and 2019 was no exception in this regard. Political, economic and technological change led to tectonic shifts in foreign and security policy across the world. The global order is being transformed. We are still in the middle of this process and it is difficult to define its parameters. We cannot say with any certainty when and how it will end. We do not know what the human and material costs will ultimately be. But we know that it is happening. We know that we are in the middle of a geopolitical and geoeconomic transformation. And we all find navigating these shifts difficult. Slovak foreign policy has stood up to these challenges by engaging, by being responsible and by having a clear strategy. As a result, we have no enemies and no significant unresolved issues with any country in the world. Slovak foreign policy has remained consistent and defended its principles. In an unpredictable world, Slovakia has remained a predictable and reliable partner.

Iako silovanje predstavlja najteže krivično djelo protiv spolne slobode i morala i jednu od najtežih inkriminacija u okviru savremenih krivičnih zakonodavstava, analiza dostupnih predmeta koju je Atlantska inicijativa provela krajem 2017. godine ukazala je na potrebu da se krivičnom djelu silovanja posveti dodatna pažnja u pravosudnim sistemima u Bosni i Hercegovini. Rezultati ove analize, predstavljeni u trećem poglavlju ove publikacije, ukazali su na neujednačenu praksu sudova u razmatranju olakšavajućih i otežavajućih okolnosti, na nedovoljno uzimanje u obzir posljedica silovanja po mentalno zdravlje žrtava, na često ublažavanje kazne ili izricanje minimalne kazne predviđene za ovo krivično djelo, te na prisustvo stereotipa o ponašanju žrtava i učinilaca. Stoga je Atlantska inicijativa putem projekta „Rod i pravosuđe u Bosni i Hercegovini“ facilitirala rad panela od dvanaest sudija i sutkinja s krivičnog referata iz različitih sudova u BiH s ciljem razmatranja aktuelne sudske prakse u krivičnim predmetima silovanja te razvoja preporuka i resursa za rad na ovim predmetima. Panel se sastajao jedanput mjesečno u periodu od decembra 2017. do juna 2018. godine, kada je, putem radnih grupa, na osnovi diskusija sa stručnjacima različitih profila te razmatranja prikupljenih slučajeva, nastajao ovaj priručnik. Stav panela jeste da ovaj priručnik može koristiti sudijama i sutkinjama koji/koje rade na ovim predmetima u adekvatnijem razumijevanju krivičnog djela silovanja, njegovih posljedica i utjecaja na kasniji život žrtve, ali isto tako doprinijeti prevazilaženju dilema s kojima se oni susreću u radu s ovakvim slučajevima. Tokom svog rada panel je razmatrao normativna rješenja u Bosni i Hercegovini, s osvrtom na ujednačenost zakonskih odredbi u propisivanju ovog krivičnog djela i kazni propisanih krivičnim zakonima, ali i na odmjeravanje kazne, pri čemu su posebno analizirana normativna rješenja koja se izravno odnose na područje „sudskog odmjeravanja kazne“. Razmatrane su olakšavajuće i otežavajuće okolnosti, koje naravno nisu jedini kriterij određivanja vrste i visine kazne u svakom pojedinačnom predmetu, ali prema panelu imaju značajan, ako ne i odlučujući utjecaj da se sud opredijeli upravo za određenu vrstu odnosno visinu kazne. Panel je također razmatrao i kvalifikatorne oblike silovanja, posljedice rodnih predrasuda u seksualnom napadu, te analizirao psihološke traume koje silovanje ima na žrtvu. U diskusijama i prezentacijama razmatrana je i međunarodna praksa te koncept „silovanja bez prinude“ koji promovira Istanbulska konvencija, a koji još uvijek nije pronašao svoje mjesto među inkriminacijama protiv spolne slobode i morala, odnosno spolnog integriteta u Bosni i Hercegovini (osim zločina seksualnog nasilja kao zločina protiv čovječnosti i zločina protiv civilnog stanovništva). Ovaj priručnik, uz reference na bosanskohercegovačku i međunarodnu sudsku praksu i literaturu, donosi zaključke, preporuke i ključne nalaze panelista i panelistica. Priručnik je podijeljen u sedam poglavlja, koja se mogu koristiti odvojeno ili zajedno kao resursni materijal u radu na predmetima krivičnog djela silovanja. Poglavlje jedan razmatra krivično djelo silovanje u zakonodavstvu Bosne i Hercegovine. Poglavlje dva daje osvrt na sudsku praksu i primjenu olakšavajućih i otežavajućih okolnosti. Poglavlje tri razmatra kvalifikatorni oblik krivičnog djela silovanja. Poglavlje četiri daje pregled psiholoških posljedica krivičnog djela silovanja. Poglavlje pet bavi se rodnim predrasudama i društvenim specifičnostima krivičnog djela silovanja. Although rape constitutes the gravest criminal offence against sexual freedom and morale and is one of the most severe allegations in contemporary criminal legislation, an analysis of publicly available cases carried out by the Atlantic Initiative in late 2017 indicated a need to direct greater attention towards the crime of rape in justice systems in Bosnia and Herzegovina (BiH). The results of that analysis, presented in the second chapter of this text, revealed inconsistent practices in the evaluation of mitigating and aggravating factors, insufficient consideration of the mental health consequences for victims of rape, and the frequent reduction of sanctions or the imposition of minimum sanctions for this offence. It also uncovered evidence that stereotypes about the behaviour of victims and perpetrators impacts outcomes. In response, the Atlantic Initiative facilitated the work of a panel of twelve judges from different courts in BiH through the “Gender and Justice Project in Bosnia and Herzegovina,” to consider existing court practices in cases of rape and develop recommendations and resources for work on these cases. The panel held monthly meetings from December 2017 to June 2018, developing this Benchbook through working groups, discussions with experts, and analysis of cases. The panel believes this Benchbook can help judges better understand the criminal offence of rape, as well as its short- and long-term effects on victims, and can play a role in helping them overcome dilemmas that arise in these cases. During its work, the panel considered legislative solutions in BiH, focusing on the uniformity of provisions governing the criminal offence of rape and the sanctions prescribed by criminal codes; but also on sentencing, particularly legislation directly relating to “court sentencing.” The panel also analysed the application of mitigating and aggravating factors, which were observed to have an important if not a decisive influence on the specific type and severity of sanctions imposed by the courts. Further, the panel reviewed qualifying forms of rape and the consequences of gender bias in sexual assaults, and took an in-depth look at the psychological traumas experienced by victims of rape. In the context of discussions and presentations, the panel analysed the international practice and concept of “rape without consent” as well, which is promoted by the Istanbul Convention but has not yet found its place in BiH (other than as a crime against humanity). Along with references to court practices and literature from BiH and beyond, this Benchbook offers the conclusions, recommendations, and key findings of the panel that developed it. The Benchbook is divided into seven chapters that can be used separately or together as a resource in work on criminal cases of rape. Chapter One considers legislation in BiH on the criminal offence of rape. Chapter Two reflects on caselaw relating to the application of mitigating and aggravating factors. Chapter Three reviews the qualifying framework of the criminal offence of rape. Chapter Four provides an overview of the psychological consequences of rape for victims. Chapter Five addresses gender bias and socio-cultural specificities of the criminal offence of rape. Chapter Six presents an analysis of bias against disabled persons, minorities, and migrants with regard to the criminal offence of rape. Chapter Seven provides panel recommendations for the evaluation of mitigating and aggravating factors when determining sanctions for the criminal offence of rape.

Od marta 2002. godine, Komisija je redovno obavještavala Savjet i Parlament o napretku zemalja zapadnog Balkana. Ovo je prvi Izvještaj o napretku za Crnu Goru od kako je postala nezavisna država nakon referenduma održanog 21. maja 2006. godine. Ovaj izvještaj: - Ukratko objašnjava odnose između Crne Gore i EU. - Analizira političku situaciju u Crnoj Gori u oblasti demokratije, vladavine prava, ljudskih prava, zaštite nacionalnih manjina i pitanja regionalnog karaktera. - Analizira ekonomsku situaciju u Crnoj Gori - Razmatra mogućnost Crne Gore da primijeni evropske standarde, tj. da postepeno uskladi svoje zakonodavstvo i politike u skladu sa acquis-em, SSP-om i prioritetima iz EP-a. Posmatrano iz vremenske perspektive, ovaj Izvještaj obuhvata period od 1. oktobra 2005. godine do 30. septembra 2006. godine. Napredak je ocjenjivan na osnovu donijetih odluka, usvojenih zakona i primijenjenih mjera. Po pravilu, zakoni ili mjere koji su u fazi pripreme ili se za njih očekuje saglasnost Skupštine RCG, nijesu uzeti u obzir. Ovakav pristup omogućava podjednak tretman svih izvještaja i garantuje objektivnu ocjenu stanja. Ovaj Izvještaj je zasnovan na informacijama koje su prikupljene i analizirane od strane Komisije. Za prikupljanje informacija, korišteni su i ostali izvori (kao što su doprinos od strane Vlade Republike Crne Gore, država članica, Evropskog parlamenta1 ), a korištene su i informacije koje su dobijene od strane međunarodnih i nevladinih organizacija. Komisija donosi zaključke o Crnoj Gori u posebnom dokumentu o proširenju2 , koji se zasniva na tehničkoj analizi iz ovog Izvještaja.

Göç ve göçmenlik kavramı insanlık tarihi kadar eski olan bir kavram olmakla beraber aynı zamanda birçok ülkenin de ortak problemidir. Daha iyi ve rahat bir yaşam sürme arzusu, daha yüksek ücret düzeylerinde çalışma isteği gibi sebeplerde gönüllü olarak başka ülkeye göç edenlerin yanı sıra savaşlar ve doğal afetler gibi insanların kendi can güvenliğini sağlamak için zorunlu olarak yaşadığı yeri terk edip başka bir ülkede belki de daha farklı şartlar altında yaşamak zorunda olduğu bir durum vardır. Göçün yapılış şekli, sebebi ne olursa olsun hem göç veren hem de göç alan ülke için farklı sorunları da beraberinde getirmektedir. Son yıllarda göç hareketliliğinde gözle görülür bir artış meydana gelmiştir. Artan göç hareketliliği karşısında başta Avrupa olmak üzere tüm dünya sorunun çözümü için bir arayış içine girmiştir. Türkiye hem gelişmiş batı ülkeleri hem de az gelişmiş diğer ülkeler arasında bulunmakta ve bu nedenle de özellikle düzensiz göçmenler tarafından bir geçiş güzergâhım olarak kullanılmaktadır. Özellikle Ortadoğu ve Balkanlarda yaşanan savaşlar ve istikrarsızlıklar Türkiye’ye doğru yoğun bir göç dalgasına neden olmuştur. Türkiye dem geçmişten gelen bağlar ve duymuş olduğu sorumluluk anlayışı nedeni ile zor durumdaki sığınmacılara ev sahipliği yapmıştır. İçinde bulunduğumuz çağın çok fazla göçe şahitlik etmesi nedeni ile bu çağa göçler çağı adı verilmiştir. UNCHR verilerine göre günümüzde dünya üzerinde Mayıs 2022 itibari ile evlerini terk et mek zorunda kalan insan sayısı 100 milyonu aşmıştır. Bu insanların 3 milyon 800 binine de Türkiye ev sahipliği yapmaktadır. KALMİREC Göç, Nüfus, Eğitim ve İstihdam Sorunları Uygulama ve Araştırma Merkezi’ne ithafen hazırlanan kitabımız on bölümden oluşmaktadır. Birinci bölümde yurttaşlık hakları ve insan hakları üzerinde kavramsal çerçeveden bahsedilmektedir. İkinci bölümde makroekonomik çerçeve kapsamında uluslararası göç- kalkınma ilişkisine değinilmektedir. Üçüncü bölümde unicorn ve decacorn kavramları tanıtılarak güncel verilere yer verilerek ve göçmen girişimcilik kavramı üzerinde durulmuştur. Dördüncü bölümde Avrupa Birliği-Türkiye İlişkilerinde İş Birliği ve Çatışma Alanı Olarak Suriyeli Sığınmacılar Meselesi başlıklı çalışmaya yer verilmektedir. Beşinci bölümde göçün kentleşme üzerindeki etkisi incelenmektedir.

Since the end of the Cold War, peacekeeping has evolved into a more complex, multidimensional effort, encompassing military, civilian, political, and humanitarian tasks. This shift marked the emergence of peacebuilding, a broader concept dating back to post-WWII reconstruction efforts. The term gained prominence in the early 1990s when UN Secretary-General Boutros Boutros-Ghali defined it as actions to support structures that solidify peace and prevent conflict relapse. Subsequent documents, including the Brahimi Report, expanded peacebuilding to include integrated strategies across all phases of conflict. Modern "hybrid" peacebuilding operations, involving collaboration between the UN and regional organizations under joint leadership, engage diverse actors - international and regional organizations, NGOs, financial institutions, national agencies, donors, and local communities. This comprehensive approach has increased the involvement of civilian, police, and military personnel in peace operations. Post-conflict peacebuilding relies heavily on civilian expertise to address security, political, and socioeconomic reconstruction, which is vital for sustainable peace. With growing demands for civilian experts in peace missions - doubling in UN operations over the last decade - this policy brief reviews the operational requirements, legal frameworks, practices, and challenges of deploying civilian experts to UN, EU, OSCE, and NATO peace operations.

W książce została podjęta problematyka zaangażowania polskich organizacji pozarządowych w zapewnienie wsparcia uchodźcom po agresji Rosji na Ukrainę w 2022 r. Stanęły one wówczas przed ogromnym wyzwaniem dostosowania działań do sytuacji i szybko nawiązały współpracę z otoczeniem. Autorzy wskazali, że fundamentem tej aktywności był potencjał ludzki, a kluczową rolę odgrywali wolontariusze. Na podstawie studiów literaturowych i badań empirycznych autorzy określili potencjał zasobowy organizacji i jego związek ze skalą udzielonej pomocy. Liczba ukraińskich obywateli wspieranych przez polskie organizacje pozarządowe wykazała istotny statystycznie związek z liczbą pracowników organizacji, poziomem znajomości wśród wolontariuszy zasad udzielania profesjonalnej pomocy uchodźcom, liczbą godzin poświęconych na pomoc uchodźcom oraz liczbą sposobów motywowania wolontariuszy. Przeprowadzone badanie wypełnia lukę w literaturze naukowej poświęconej sektorowi non profit, zagadnieniu spontanicznego wolontariatu i pojęciu potencjału zasobowego organizacji. Monografia jest pierwszą publikacją naukową w Polsce, która w ilościowy sposób prezentuje rolę organizacji pozarządowych i wolontariuszy w pomocy udzielonej ukraińskim uchodźcom w początkowym okresie wojny. Zawarte w książce wnioski są kierowane głównie do menedżerów organizacji non profit oraz decydentów politycznych odpowiedzialnych za zapewnienie systemu wsparcia uchodźców w czasach kryzysu.
