The paper analyses important aspects of the new 2011 Forests Act of Bulgaria which was adopted to replace the previous Forests Act of 1977, which provisions were abusively used to carry out corruption transactions with forests and lands situated within forests. Such abusive practices caused huge damages to the state and municipal property over those forests and lands. The subject-matter under consideration is of significance, since the Forests Act has undoubtedly the important mission to protect forests and forest territories which constitute important part of Bulgaria’s national treasure.

Influence of the Fare Funding Type on Public Transport Demand – Case of Pilsen

The contribution deals with the evaluation of the influence of the change of the fare amount on the size of the demand for the urban public transport. In this context, it also deals with the impact of this change on the size of the sales of a relevant transport company. The assumption is that the primary task of the municipal transport company is to transport as many passengers as requested by the contracting authority. Like this, the transport company will comply with the definition of the city public transport as a public service from the long-term sustainability point of view with regard to the limited funds provided from public sources. Possibilities of funding public city transport are compared 1) with a hundred percent,2) partial and 3) zero amount of subsidy with regard to different sizes of the elasticity of demand. Comparisons are made on the basis of a simplified assumption of changes only in the prices of the individual types of tickets.

Dziedzictwo kulturowe jako czynnik rozwojowy w kontekście zarządzania zintegrowanego

Cultural heritage plays an increasingly important role in the development of the city and the region. What is particularly important is the fact that this role is becoming more and more deliberate, changing the paradigm of protection and care of heritage in the management indicates that cross-sectoral cooperation is necessary and beneficial for both the management of cultural heritage, as well as for those involved in the contemporary process of protecting and promoting heritage. The aim of this paper is the analysis of integrated approach in management of cultural heritage. Cultural heritage will be presented as an example (in terms of material, but also non-material), which is considered to be an important factor for development, often unrecognized or unused in a way that positively affect the development of both local governments as well as the objects constituting heritage. The paper indicates the possible use of this important element in the process of creating strategic documents, where, as one of the it indicates multidimensional coopetition between the identified stakeholders and partners, including these the various local and regional public authorities, owner or users of heritage and other entities interested in the development unit with the participation of culture and heritage. It is important to draw attention to the presence of non-material part of the heritage that is often overlooked, as difficult to interpret or promotional use or development. As a response to this demand in the paper will identify opportunities to use intangible heritage for the development of a local and regional areas.

The article is an interpretation of decision-making with respect to agricultural development, given: the expansion of activities, changes of scale and increased urban mobility governance as the process of urbanization and consolidation of recent Mexicali determination as Metropolitan Area. By reviewing historical documents and DENUEINEGI a timeline analyzed with the crossing of variables, with Geographic Information Systems (GIS) maps overlaying getting built. Stressing that governance takes a leading role in development, for efficiency, quality and good orientation of state intervention in agricultural livelihoods, in two respects: first, agriculture can benefit from overall reforms that seek to improve governance ; and second, to give relevance to local management to political-geographical situation of Mexicali enhancing competitive advantages agricultural export quality; remembering that this is not born to be a farming town, with major support as a vast desert inhabited less than a hundred people becomes, which did not base its economy on agriculture-into an agricultural valley with high production volumes of export less than two decades.

The flower activity carried Ejido producers Raymundo Enriquez is characterized by having few marketing channels, the activity is developed empirically, no legal or financial control are observed and there is evidence that a targeted training be promoted. These elements prevent visualize their financial convenience and diagnose the level of development as a producer organization so that management plays a very important role within the organization, due to the changes experienced in the economic and social structures in which they operate , hence arises the need to include new forms of management for Regional Development. This research aims to determine the mercadológicos factors influencing the production and sale of exotic flowers: red Hawaiian, Hawaiian rose and iris network, harvested in the Ejido Raymundo Enriquez in Tapachula, Chiapas. The case study method was used. The research design corresponded to a qualitative approach, transactional and non experimental design; Likewise, attempting to relate the findings he focused on a descriptive study, using the technique of observation. Also survey and interview techniques were applied. The results are presented by cross tables showing the strength of demand and the need for technological improvement that benefits the quality of flowers produced. A process diagram for control is proposed. Conclusively the need to walk in the direction of the registration of the designation of origin and the implementation of a costing system is highlighted.

Planned structuring of Trogir’s main square in the period from the 13th-15th centuries can be traced based on the demolitions and constructions according to the concept of organized space and deliberate interventions. In this period, the most important secular and sacral buildings were situated there: the ecclesiastical ones traditionally and the communal ones to represent the new public functions of the main square. Thus, the square developed in accordance with the new “communal urbanity”: buildings that were seats of municipal institutions were now prominent points in urban structure and the city’s visual landmarks.

Podstawą do podjętych badań i wynikających z nich diagnoz są analizy przemian zachodzących w postrzeganiu starości i starzenia się w kontekście polskim i międzynarodowym. W opracowaniu przestawione zostały wyniki badań dotyczące potrzeb osób starszych oraz sposobów i możliwości ich zaspokajania ze szczególnym uwzględnieniem warunków tworzonych przez społeczności lokalne. W odniesieniu do tego autorzy zastanawiają się nad możliwościami podejmowania i oferowania seniorom na wsiach propozycji działań i aktywności odpowiadających ich rzeczywistym potrzebom i oczekiwaniom.

SOCIAL CROWDFUNDING: A NEW MODEL FOR FINANCING REGIONAL DEVELOPMENT?

Crowdfunding is an increasingly attractive source to fund social projects. However, to our best knowledge, the study of crowdfunding for social purposes has remained largely unexplored in the literature. This research envisages a detailed examination of the role of crowdfunding on the early-stage of the social projects at regional level. By comparing the characteristics of the projects available in the Portuguese Social Stock Exchange platform with others that did not use this source of financial support, we envisage to show the critical role of crowdfunding on regional development. The use of inferential techniques (Chi-square test, the Cramer’s V statistic, the Goodman and Kruskal λ and the odds ratio) demonstrates that the use of the Portuguese Social Stock Exchange platform was linked to the geographical location of the social venture as well as its geographical scope. Also, social ventures located on rural regions are more likely to use social crowdfunding platforms than social ventures located in urban areas. Further, the circumstance of having the social ventures acting at a local or regional level seems to be strongly associated with the possibility of using crowdfunding for financing social projects.

The expectations of cities served by High Speed Rail are numerous. Improvements in a destination’s accessibility could lead to an increase in transport demand and the revitalization of urban and business tourism. However, High Speed Rail services do not automatically affect the choice of destination even if they improve accessibility. Even so, they can improve visitation rates when tourist amenities are located near High Speed Rail stations becoming therefore easily accessible. The development of tourism is also influenced by the collective strategies of local stakeholders. Larger cities also appear able to leverage higher tourist volumes from the construction of High Speed Rail and most analyses to date have focused upon them. Thus we focus here on how the arrival of High Speed Rail services has impacted tourism on medium sized cities. Using a diachronic study of different socio-economic variables and tourist features, this article analyses the impact that the new rail infrastructure can have on tourism in two selected cases in Spain: Cuenca and Toledo.

THE EVOLUTION OF OLD SHOPPING CENTRES IN THE TOWN CENTRE OF BRAGA, PORTUGAL

Cities are innovative places. Retail is one of the key features that better define them. In this paper, we study one of the most dynamic retail concepts ― shopping centres. Using a case study methodology, we analyse the main features that characterise the evolution of shopping centres located in the main town centre of Braga, a medium-sized city in the northwest of Portugal. Data from fieldwork conducted by the author in 2017 in 16 shopping centres was compared with pre-existent databases from 1995 and 2008. Findings of this paper are in line with previous studies on the same city and they show that a marked downward trend is affecting the large majority of the shopping centres analysed, which is reflected on the high vacancy rates and changes in the importance of some retail categories, causing structural modifications in the tenant mix and questioning the economic viability of several of these retail precincts.

Public Administration Management and Social Services in Czech Municipalities: Perceived Attitudes of Municipal Officials with the Potential Application of the Smart City Principles

Increasing demand for social services connected to the demographic and other changes of the European society presents serious challenge for public policy makers and for the administrative levels most concerned with social services provision. In the Czech Republic this level is represented by municipalities whose attitudes towards the offer of social services in their territory, the providers and the cooperation in this field were surveyed in this paper. Municipal officials’ attitudes to social services differ significantly within the researched sample from a full satisfaction with the present situation in a municipality to a strong dissatisfaction. The paper uses the results of the survey proceed by means of the principal component analysis and cluster analysis to identify the attitudes of the municipal officials in the Zlín Region of the Czech Republic and to divide said municipalities into four groups with similar attitudes and issues for which common policy measures may be adopted after more detailed inquiries into their specific issues. Close monitoring, as provided by this paper, presents detailed basis for local policy makers and the further planning of social services network.

Dojazdy do pracy mieszkańców Górnośląsko‑Zagłębiowskiej Metropolii — próba analizy zjawiska

The article describes the phenomenon of daily commutes to work occurring in the territory of Upper Silesian and Zagłębie Metropolis. The scale of this phenomenon is best illustrated by the fact that every day several hundred thousand of individuals cross the borders of their place of residence to commute to their work place. This phenomenon has been described on the basis of data of the Main Statistic Office for the years 2006 and 2011 — thanks to this the dynamics of changes occurring in the layout of individual communes has been presented. The text lists the communes of the Metropolis which register positive and negative daily balance of commuters. The communes with clear dominance of those arriving rather than departing are Katowice and Gliwice, which are increasingly gaining the character of supralocal markets. The analysis of congestion of traffic of human resources in the territory of the Metropolis indicates very strong connections of individual communes in terms of commuting with distinctive domination of Katowice, which in 2011 witnessed over 122 thousand individuals arriving to work daily— they were mostly the inhabitants of other communes of the Silesia region. Other cities which attract particularly large numbers of commuters on a daily basis are Gliwice (28 000), Dąbrowa Górnicza (17 000), Sosnowiec (15 000) and Tychy (15 000). Taking into consideration the intensity of daily commuting of the inhabitants of the Metropolitan Union, we may undoubtedly prove the territorial integrity of this area — as a labour market of subregional character. The analysis of the phenomenon of the intensity of the daily commuting has an applicational dimension and it may be used in practice in the course of planning an extension or modernisation of the transport system network between the communes with the highest intensity of commuting.

The aim of this article is to investigate the phenomenon of semantic design (I. Kozina, Z. Oslislo‑Piekarska) and discuss its role in shaping contemporary Silesian identity. The author explores why certain projects, namely the gadgets, are prone to commodification and therefore likely to involve in mechanisms similar to self‑colonization (A. Kiossev). She refers to the concept of ‘New Silesians’ (Z. Oslislo‑Piekarska) in order to indicate the role of local cultural leaders and designers in aforementioned processes. In conclusion, the author points out the conditions under which semantic design has the chance of working effectively by fostering modernization and social change.

The article presents the distribution of the transport and spatial components. The transport component is one of the four elements in the research of transport accessibility of the place. Thanks to the transport component, it is possible to move people and goods from source to destination. The article compares road and public transport networks in cities that are divided into two parts by a river. Selected cities for analysis are: Göteborg, Rostock, Szczecin and Riga. In each of these cities it is possible to travel from the left bank to the right bank, both by individual transport (car) and public transport (bus and tram or trolleybus). The analysis will be based on the road network with OpenStreetMaps and the public transport network. An additional element helpful in the analysis is the spatial component (land use), which is in the form of a 1km2 (GRID) with data on the population for 2006 and 2011. The use of GRID data allows you to compare the population density in different years in each city. Thanks to that, it is possible to identify problem areas and places where there may be worse access. Relations between the location of sources (population) and the public transport network are an important issue from the point of view of justice in access to services.

It is a huge challenge to provide the opportunities for development and to give residents of areas the fastest possible access to large urban centers today. European policy is focusing on ecological solutions, which increases the importance of transport systems, that are friendly to the environment. All of the above aspects are connected by well-organized rail transport. It affects for the spatial development of the area, the mobility of residents and also it attracts new investments. At the same time, it is less harmful to the environment from widespread car transport. The article shows the socio-economic potential of restoring the line between Tuchola and Koronowo and proposes most effective use this inactive local railway. The re-functioning of this railway line for the passenger, freight and seasonal transport would be an important element in the development of the forgotten area and a great chance to improve the quality of life of the region’s inhabitants. In addition, the restoration of local railway lines is compatible with the principle of sustainable development. This fact creates more possibilities about obtain external founds for investments in ecological transport means.

Profesor zwyczajny doktor habilitowany Zbigniew Taylor urodził się 31 marca 1946 r. w Poznaniu. W tym mieście podjął studia na Wydziale Biologii i Nauk o Ziemi Uniwersytetu im. Adama Mickiewicza, gdzie 5 czerwca 1970 r. uzyskał tytuł magistra geografi i w zakresie geografi i regionalnej. Następnie w latach 1970-73 był słuchaczem stacjonarnych studiów doktoranckich w Wyższej Szkole Ekonomicznej (obecny Uniwersytet Ekonomiczny) w Poznaniu w zakresie gospodarki przestrzennej. Na podstawie obrony pracy doktorskiej zatytułowanej Dostępność miejskiego systemu transportowego na przykładzie Poznania, której promotorem był prof. Ryszard Domański, Rada Wydziału Handlowo-Towaroznawczego AE w Poznaniu, nadała 25 lutego 1975 r. Z. Taylorowi tytuł doktora nauk ekonomicznych.

The article analyses the particular interest that the documentary filmmakers of the late 1950s had in the architectural and urban issues. The reasons for this phenomenon are situated in several plans: they refer to the image of reconstruction from the war devastation and the reaction to its falsification in the period of socialist realism. They refer to the social interests of the filmmakers and to the strategy of metaphorising and allegorising the images of the city, which was handy in the times of censorship as it extended meanings and applied non-literality. The article analyses various film incarnations of this phenomenon.

Modernist authors present the society with its sharp problems through the tip character, the bearer of minds and the most conflicting tendencies, usually in opposition to the traditional environment. The different characters of Paris, London, New York, neatly depicted with diverse information, are in the function of the character to reveal its highlighted features. Heroes of the human image in literature create their own image even when destiny is determined by the omnipotence of the environment. In this respect, the literary character of the character's mind is directed by the city, pointing to "a modern city that has the function and value of the character" of that city where "the character environment, in particular his home, can is seen as a metonymic or metaphorical expression of his character. House is a continuation of man". In this logic can be seen the city, the proximity of all houses, continuity, metonymic and metaphorical expressions of these characters. This type of inner describing of the character metonymically means the inner psycho-spiritual state. Exactly, from this plane where the description of these authors with the confession, and the city, from the interior of the interior, is created the character. The characters that appear in the work are not the canonical but the different part of the city. "The anthropomorphicator of the northern city is appreciative because it becomes close, similar, communicative and helper of the confessing hero". The city-symbol of human life assumes human traits, while the human image is transformed into a symbol. Valery's name "civilization" characterizes a significant state of relations "The resident of large civic centers" - he writes - is returning to the wild state, say self-extradition. The sense of being dependent on others, to whom it is necessary to be ever-urgent, is slowly ignited in the smooth flow of social mechanism; any perfection of this mechanism puts an end to the behavior of certain emotions, the confusion of separation. Modernity requires characters with "civic and social responsibility" where in the judgment of Michel Fuko we see man "as his epistemological conscience" Under this influence is the character who has ruled Western opinion ever since its inception. "Modern Melancholy" displays the unbearable tension of the demands of society in different directions. Characters with the terms of a "beyond life" utopia are always in search of a modern civilization, a civic movement.
