The paper aims to add some elements to the portrait of hired workers (ter oglani, irgat) or share croppers (ortakci) in the askeri cifliks. The inheritance documents of several men and one woman who had died in the cifliks present a rare opportunity to examine aspects of the life of this category of people. The inheritance inventories (terke/ muhalleft defters) of these people were registered in the kadi court registers of the towns of Sofia, Vidin and Ruscuk (mod. Rousse). The first part of the paper analyses the main elements of the contractual relations between ciflik owners and the people they had hired and taxation of the workers. The second part of the paper examines some aspects of the portrait of these workers, based on a structural analysis of inheritance inventories of their representatives, who were either peasants or town dwellers.

The research is part of the strategic project “Rural Manager” POSDRU / 13 / 5.2 / S / 8 and was conducted based on a survey to which 942 entrepreneurs and potential entrepreneurs from rural areas responded. In addition, 3 focus groups, 3 brainstorming's and 30 in-depth interviews were conducted with 80 entrepreneurs and 159 civil servants. She analyzed entrepreneurial values, building an 11-step entrepreneurial scale, entrepreneurial attitudes and behaviors, qualities and obstacles in managerial career, theoretical management knowledge held by rural employers, the need for training and entrepreneurship in business, business consulting, rural management perspectives.

In recent decades, Iraqi historical cities have witnessed substantial urban and social changes that have turned them into unattractive places for living and investment, and where development potential has been ignored. The weakness of strategic plans regarding the consideration of the present urban development strategies has led to the random growth of the city, the distortion of cultural heritage sites and the quality of life in cities, generating social and environmental problems. That is why there is a need for the foundation of a territorial development strategy of Iraq and the studied area - the Diyala region and the city of Baquba, which is in accordance with the objectives of sustainable development at the world level and with modern urban regeneration approaches, which implies the improvement of the historical identity and cultural. The outcome of the development strategy of Dyala region and Baquba city must reflect the objectives of sustainable development and have a clear vision and strategic objectives in the short and medium term.

Fondacija Boris Divković formirana je u ljeto 2013. godine u Sarajevu. Ideja osnivača je da se kroz rad Fondacije što veći broj mladih ljudi, kako u našoj zemlji tako i u regiji, upozna i uči odgovornoj političkoj teoriji i praksi. Iako Fondacija djeluje na socijalno liberalnim polazištima, odlučilo se ovim obrazovnim procesom obuhvatiti i mlade ljude koji su dijelom različitih organizacija, političkih ili nevladinih, drugačijih ubjeđenja, ali i one koji individualno žele unaprijediti svoja znanja o političkoj kulturi. Pitanje sprege morala i politike bilo je od velike važnosti za našeg kolegu Borisa Divkovića i upravo je jedna od prvih značajnijih aktivnosti Fondacije organizacija Akademije političke odgovornosti u kojoj su učestvovali mladi brojnih političkih orijentacija i profila. U novembru 2016. godine održana je treća Akademija političke odgovornosti, a zbog velikog interesa polaznika u maju ove godine organiziran je i njen drugi modul. Teme su obuhvatile: opšti pojam političke kulture, njen razvoj i važnost, dominantnu paradigmu regionalne političke kulture iz perspektive koncepcije svjetskog etosa, religiju kao podcjenjeno mjesto političke socijalizacije. Razgovarali smo o ekonomiji u području politike, kulturi sjećanja. Također, predstavljeni su globalni politički portreti ličnosti poput Vaclava Havela i Wangari Muta Maathai, te regionalni politički portreti kao što su: Zoran Đinđić, Vlado Gotovac, Bogić Bogićević I Boris Divković. Drugi modul išao je detaljno u političko-ekonomske paradigme sa stajališta svjetskog etosa, religiozne socijalne nauke, itd. Posebna pažnja posvećena je ekološkim temama.

The notion of smart cities has emerged as an essential solution for tackling the significant challenges facing contemporary society, including rapid urbanization, climate change and globalization. Smart cities harness state-of-the-art technologies like the Internet of Things (IoT), Big Data, Artificial Intelligence (AI) and Machine Learning (ML) to enhance various aspects of urban life, spanning from living conditions and work environments to information accessibility, social interactions and environmental sustainability. This technological integration offers numerous benefits, accelerating infrastructure development and improving residents' quality of life. Standardization and the incorporation of international standards, such as ISO 37120, ISO 37122 and ISO 37123 play a crucial role in assessing city performance. Romania's adoption of these standards represents a significant step towards evaluating and improving its cities. However, for efficacious implementation, it is imperative to develop implementation guidelines and provide support and training to local authorities. A comprehensive list of 95 performance indicators, categorized into six domains, can provide cities with essential tools for assessing and monitoring their progress towards becoming smart cities and promoting sustainable development. Customizing these indicators to match the unique characteristics of each city and fostering close collaboration with local communities, organizations and experts are crucial aspects for shaping and overseeing strategic objectives that positively influence the quality of life and sustainable urban development. This personalized approach is vital for the successful realization of smart cities.

This article aims to explore sustainable development pathways in the housing sector of post-communist countries from the former Eastern Bloc, in the context of the ongoing growth of major urban centers, contemporary changes and socio-economic transformations within cities. To establish the limits of this brief research, we will examine sustainable development through social, economic, political and demographic aspects. Additionally, to enhance our understanding of sustainable housing development, we will apply a multidisciplinary approach to two case studies: Romania and France. By adopting this multidisciplinary perspective, we will compile and analyze the key events along a timeline that underlie major paradigm shifts in each researched domain. Comparing these events in terms of temporality and intensity will provide insights into the parameters under which sustainable housing developments should evolve.

Since 1989, Bulgaria has been undergoing rapid economic restructuring, affecting urban governance and the equitable distribution of resources. In Sliven, the mass closure of factories and the layoff of Roma workers accelerated the processes of spatial segregation and ghettoization, thus creating racialized poverty. The water sector also suffers from chronic underinvestment, which often leads to water supply interruptions in the city. The Roma from the Nadezhda district are considered guilty of the accumulated economic losses of the Sliven Water and Sewerage Company by the institutions, which become scapegoats for the structural problems. At the same time the interests of the business trump the needs of the population for drinking water. As a result, the water supply in the district is interrupted every night. This situation raises questions about how the marginalized urban population can resist and demand access to basic rights such as the right to water. In addition to the tactics of the locals, the report also draws attention to the other, institutional side – what oppressive practices the authorities use. The theoretical framework of infrapolitics, conceived by James Scott, situates the low-intensity actions and gestures of subordinate groups in the context of collective political action and helps to illustrate how Roma in Nadezhda act politically. This is considered against the backdrop of how water governance reconfigures social relations and governance structures, using the prism of the hydrosocial cycle of water.

The Common Agricultural Policy (CAP) of the European Union plays a crucial role in the development of agricultural communities in Bulgaria. This report examines the economic and social effects of the CAP, focusing on farm support, modernization, and sustainable development. At the same time, it addresses challenges related to subsidy distribution, administrative barriers, and social change. Using economic sociology approaches, the study explores structural transformations in rural areas and the role of social capital. The main focus is on farmers‘ adaptation to European policies and the opportunities to optimize their impact. Based on collected data, recommendations are provided for more effective CAP implementation in Bulgaria.
