Jej stronami są: odwołujące się do islamu salafickiego zbrojne podziemie oraz świeckie władze poszczególnych republik, wspierane przez struktury siłowe. Wyjątkowo silną pozycję osiągnął lider Czeczenii Ramzan Kadyrow, który w dużym stopniu uniezależnił się od Moskwy i chce podporządkować sobie sąsiednie terytoria. Kreml, dla którego priorytetem jest bezpieczeństwo igrzysk w Soczi, stoi przed strategiczną decyzją, czy próbować integrować Kaukaz Północny, czy też go izolować, godząc się na istnienie nieformalnej „wewnętrznej zagranicy”. Procesy, toczące się w regionie – islamizacja, demodernizacja czy derusyfikacja – mentalnie coraz bardziej oddalają go od reszty Rosji, wzmacniając poczucie wzajemnej obcości.

The political, military and economic parameters of German power influence the vision of the international order that Berlin favours. Politically, Germany is a regional power in the EU with considerable diplomatic potential. Economically, it is the world's third largest power with growing global trade and investment links. At the same time, Germany's military potential is limited and the German strategic culture makes the country sceptical about the use of military instruments. Berlin is thus essentially interested in maintaining peace and stability, both in Europe and globally, and in developing diplomatic mechanisms to manage regional and global crises and conflicts. // The German preference for dialogue and compromise in conflict situations in the regional and global dimensions may increasingly pose a risk to maintaining the cohesion and credibility of NATO – both from the perspective of the USA and Germany’s allies from Central-Eastern and Northern Europe.

By highlighting informational threats and giving them a military dimension, the authors of the Russian Federation's military doctrine have outlined the concept of information warfare. It is a kind of combat conducted by both conventional and indirect methods, open and concealed, using military and civilian structures. It has two dimensions: broader ("non-nuclear containment", i.e. combat waged on various levels - political, economic, diplomatic, humanitarian, military) and narrower (as an element supporting of action). // An analysis of these issues enables us to identify several rising trends over the period 2000-2014 in Russian security policy. These boil down to a blurring of the boundaries between internal and external threats, introducing non-military methods and organisational structures to armed combat, and conferring an ideological character on this combat. This leads to a blurring of the contours of inter-state conflicts, which allows Russia to take part in armed conflicts in which it is not officially a party.

Uwypuklając zagrożenia informacyjne i nadając im wymiar militarny, autorzy doktryny wojennej FR zarysowują kontury koncepcji walki informacyjnej. Stanowi ona rodzaj walki stron, prowadzonej metodami konwencjonalnymi i niebezpośrednimi, jawnymi i niejawnymi, przy wykorzystaniu struktur wojskowych i cywilnych. Ma dwa wymiary: szerszy („powstrzymywania niejądrowego”, tj. walki prowadzonej na różnych płaszczyznach – politycznej, ekonomicznej, dyplomatycznej, humanitarnej, wojskowej) oraz węższy (jako element wsparcia działań zbrojnych). // Analiza tej problematyki umożliwia ponadto zidentyfikowanie kilku pogłębiających się w latach 2000-2014 tendencji w polityce bezpieczeństwa FR. Sprowadzają się one do rozmywania granic między zagrożeniami wewnętrznymi i zewnętrznymi, wprowadzania do walki zbrojnej niewojskowych metod i struktur organizacyjnych oraz nadawania tej walce charakteru ideowego. Prowadzi to do zacierania konturów konfliktów międzypaństwowych, umożliwiając Rosji uczestniczenie w konfliktach zbrojnych, w których oficjalnie nie jest stroną.

Dała świadomość i motywację żołnierzom, a kierownictwo resortu obrony i władze państwa zmusiła do dostosowania struktury – po raz pierwszy od momentu utworzenia – do faktycznych potrzeb operacyjnych, a także poniesienia kosztów powstrzymania zapaści w zakresie szkolenia i wyposażenia, przynajmniej do poziomu umożliwiającego nawiązanie wyrównanej walki z prorosyjskimi separatystami.

Ten years after the launch of the EU’s defence effort at a Franco-British summit in St Malo, the European Security and Defence Policy badly needs a shot in the arm. Procrastination, weak coordination, and persistent absenteeism by some Member States have hobbled the Union’s ability to tackle the real threats to its citizens’ security, and to make a significant contribution to maintaining international peace. Europe’s leaders have agreed what is needed, in the 2003 European Security Strategy. They have acknowledged that security for Europeans today lies not in manning the ramparts or preparing to resist invasion, but in tackling crises abroad before they become breeding-grounds for terrorism, international trafficking, and unmanageable immigration flows. As this report will argue, this situation demands a concerted effort to revitalise the European Union’s Security and Defence Policy (ESDP). The EU’s individual Member States, even France and Britain, have lost and will never regain the ability to finance all the necessary new capabilities by themselves. Today, only cooperation amongst Europeans can eliminate the massive waste associated with the duplication of resources by Member States, and help transform Europe’s armed forces into modern militaries capable of contributing to global security.

Total project budget – 684 377 Euro (EU contribution – 615 940 Euro). Grant Agreement No. HOME/2015/ISFP/AG/CBRN/4000008459. Acts of chemical, biological, radiological and nuclear (CBRN) terrorism are four new risks that the European public has to take into consideration. With the possibility of these different forms of weapons of mass destruction (WMDs) being used in acts of terrorism, an urgent need has arisen to prevent and combat their use. The use of any of the four types of CBRN weapons in acts of terrorism could open the door to the possibility of destabilization of the European Union, and lead to undermining its economic stability, public security and social integrity. An additional problem is the constant threat of explosives, especially home-made devices, which can be used by themselves or as a release mechanism for CBRN agents.

1. Unresolved conflicts continue to smoulder in Transnistria, Chechnya, Abkhazia, Nagorno-Karabakh and South Ossetia. "Para-states" have formed in most conflict-affected areas. These have grown to become permanent players in the region. In Chechnya, guerrilla fights continue in the wake of the Russian army's siege of the republic. The conflict in Tajikistan ended in 1997 and the normalisation process is currently under way. // 2. Each of these conflicts has entailed profound political, social, ethnic and economic changes, as well as affecting other spheres of life. Presently, it is impossible to return to the pre-conflict situation. The "para-states" have fortified their independence and are no longer controlled by the external powers on which they depended in the initial phases of the conflicts. // 3. Unresolved conflicts, including those of Transnistria, Chechnya, Abkhazia, Nagorno-Karabakh, South Ossetia and, until recently, Tajikistan, have an adverse effect on the situation in the region. They hinder political and economic development of the affected countries, lead to the brutalisation of political life and breed instability by providing save havens for organised crime, terrorism, etc. They are also the cause of large-scale migration problems. However, with time, these negative effects become less and less turbulent. // 4. So far, attempts at solving most of the conflicts (Transnistria, Abkhazia, Nagorno-Karabakh, South Ossetia) have failed to produce results other than cease-fires. Permanent settlement could not be achieved, neither through the use of force nor by way of negotiation. The power and independence of the "para-states", hard-line leaderships on both sides, and finally, military weakness of the metropolises consolidate the state of suspension. The conflict in Tajikistan was settled using political methods, and the normalisation process is progressing in a satisfactory manner. Chechnya has been conquered militarily by Russian troops and Moscow is now implementing its model of imposed "normalisation", but it does not have full control over the republic and cannot contain the growing problems induced by the conflict, such as the emergence of Chechen terrorism. // 5. Some of the negative consequences of the conflicts are gradually being abated by the evolution in Russia's policy towards them (Russia is gradually ceasing playing on the conflicts as foreign policy instruments and is shifting towards political and economic measures). Also instrumental to this are the increasing involvement of the US and, to a smaller extent, the EU, in regional security (as part of their struggle against terrorism), as well as the growing strength of state systems and the development of political and economic co-operation between the conflict-affected republics (for example, the construction of the Baku-Tbilisi-Ceyhan pipeline, the TRACECA programme). In the longer term, these tendencies may also help in resolving the actual conflicts themselves.

The dossier "Forced Mobilization of Refugees" is the twelfth file of the Humanitarian Law Center (HLC), which aims to provide the public with evidence of systematic and widespread violations of human rights of refugees in Serbia. The dossier is based on more than 500 statements of forcibly mobilized refugees given to HLC researchers during 1997 and 1998 and members of the families of refugees who died or disappeared after being sent to the area of armed conflict; court documents from more than 120 litigation before the courts in Serbia for damages, in which the HLC represented forcibly mobilized refugees or their families; evidence presented before the International Criminal Tribunal for the Former Yugoslavia (ICTY), as well as documents obtained by the HLC from the Serbian Ministry of the Interior under the Law on Free Access to Information of Public Importance. The Dossier also used HLC reports on the forced mobilization of refugees published in the 1990s, reports from other domestic and international human rights organizations, as well as media reports.

In a collective monograph prepared by specialists of the National Institute for Strategic Studies, for the first time in domestic and world science, the phenomenon of global hybrid warfare in the perspective of Russian aggression against the country has been studied in detail. The essence of hybrid warfare is considered in the context of the systemic crisis of world security, and its phenomenon - as the latest form of global confrontation. The reasons and preconditions of the Russian aggression against Ukraine, its strategic goals, as well as the peculiarities of hybrid warfare in various dimensions: military, political, economic, social, humanitarian, informational are considered in detail. The local successes of our state in counteracting the hostile plans of the Russian Federation in certain directions are analyzed. The general conclusion is made that Ukraine has proved its ability as a state that defends its sovereignty in the fight against the aggressor. The issues of reforming international security institutions and finding a balance of power in the new, hybrid reality are considered. Designed for politicians, political analysts, high-ranking civil servants, scientists in the field of security. The results of the research are of interest to educators, representatives of civil society, as well as nationally conscious citizens.

The process of transforming the Alliance's role and status in the new context of regional and global security was launched by NATO's Rome Summit in 1991. The abolition of the Warsaw Pact and the collapse of the Soviet Union marked the end of the Cold War in global scale. The 1991 Strategic Concept of the Alliance focuses on changing the geopolitical balance and expanding the Euro-Atlantic security space (given the transformations that have taken place in Central Europe). A decision was reached to strengthen NATO's political role and the functioning of the Alliance based on the principles of collective defense, dialogue and cooperation (in particular, to promote reforms in the former socialist camp and launch new formats of interaction with other players in Central and Eastern Europe). // Among such formats, the Partnership for Peace initiative, which was decided at the NATO summit in Brussels in 1994, played a special role. During the NATO Summit in Madrid in 1997, the Charter on a Distinctive Partnership between Ukraine and the Alliance was signed, which regulates the format of cooperation between the parties at the political level. The summit announced NATO's first eastward enlargement to include Poland, the Czech Republic and Hungary, as well as the launch of a policy of Alliance enlargement to include the former Warsaw Pact and the former Soviet Union.
