- Summary/Abstract:The purpose of the report is to provide an overview and analysis of the educational, research and public activities of the Department of Agricultural Economics on the occasion of the 35th anniversary of its establishment. The development of the Department and the education it offers is in the context of changes in agriculture, in the structures of the agrarian business, the development of rural areas and in agrarian economic education. The issues of the establishment and functioning of the Department, the evolution of the offered specialties and the upgrading of the scientific directions in the research activities of the academic staff are examined. The diverse public activity of the department is presented, its role as an integration center for generating scientific knowledge, its implantation in educational activities and substantiation of its applied significance by creating a serious contact network of representatives of practice. The emphasis is on the problems in the development of agrarian-economic education in the country, as well as on the contemporary challenges facing the agrarian sector.

- Summary/Abstract:The report examines the impact of direct payments on the socio-economic development of rural areas in Bulgaria. It analyzes the perceptions of public administration and agricultural producers regarding the competitiveness of the agricultural sector, the state of the labor market, and the level of administrative support. The data reveal significant discrepancies between the two groups in their evaluation of the effectiveness of support mechanisms and access to information. While producers express higher expectations for development, they also report serious difficulties in communicating with the administration and navigating the application process for support.

- Summary/Abstract:The purpose of this report is to highlight the results of the ecological and economic assessment of the impact of the Russian-Ukrainian war on natural resources with a special focus on land and water resources. A theoretical and bibliometric analysis of publications on the impact of the Russian-Ukrainian war on the environment of Ukraine was carried out. The amount of damage caused to the atmospheric air, land and water resources, as well as the natural reserve fund of Ukraine was summarized. Compensation for this damage in the form of reparations should be the basis for the post-war restoration of militarily degraded natural resources. The feasibility of sustainable post-war restoration of agrarian nature use is substantiated, which involves the use of sustainable management practices and innovative technologies.

- Summary/Abstract:According to the norm of Art. 24, para. 1 of the Law on the Ownership and Use of Agricultural Land (www.lex.bg), the Minister of Agriculture and Food exercises the rights of the owner for the lands from the State Land Fund (SLF), by renting or leasing them, establishing limited property rights over them, and selling and exchanging them for agricultural lands to individuals and legal entities. The rental or lease of agricultural lands from the SLF is carried out through an auction to individuals who meet certain conditions legally regulated in the norm of Art. 24a of the Law on the Ownership and Use of Agricultural Land. The term of the contract for the rental or lease of agricultural lands from the SLF cannot be shorter than 5 and longer than 10 business years. Agricultural lands from the State Land Fund may be leased or rented subject to certain regulatory conditions in accordance with the text of Art. 24a, para. 2 of the Law on Agricultural Land Funds.

- Summary/Abstract:In the middle of the third decade of the twenty-first century, humanity has a number of tasks to solve, related both to achieving economic growth in various countries, and to ensuring security and better living conditions. The creation of new varieties of plants and breeds of animals is an opportunity to improve yields and solve food problems in large parts of the world. On the other hand, in order to develop them, legal protection is applied in many countries around the world, which provides a faster return to the invested public or private organizations in the field of these new developments. In this regard, the main objective of the report is to establish some trends in the inventive activity related to the creation of new varieties of plants and breeds of animals in Bulgaria and, on this basis, to draw conclusions that are relevant for economic participants as well, as well as from a scientific point of view. The research is based on the systematic approach, analyzing data from the information arrays of the Patent Office of the Republic of Bulgaria for the period 2013-2023.

- Summary/Abstract:The analysis of the liquidity of agricultural holdings is an essential focus in the financial assessment of agribusiness and is a measure of their viability. The study aims to analyse the liquidity (current solvency) of agricultural holdings in Bulgaria using a system of ratios to ensure better understanding and management of financial policy in holdings, improvement of sectoral policy, lending policy and financial support. The object of the study is the average Bulgarian agricultural holding – overall and by specialisation, as well as the average holding by economic size. For the analysis, dynamic series, structural changes and dependencies are assessed. The data source is FADN for the period 2007-2022. The results show specific trends – the average Bulgarian agricultural holding is catching up with the average EU holding. Changes in liquidity by sector are determined by trends in the sector’s development, the nature of the production process, and the structure of assets and liabilities.

- Summary/Abstract:In the research paper it is presented the Bulgarian food, beverages and tobacco industry’s market share of domestic production as a measure for the industry’s competitiveness on the world markets for 2021 and 2022. Based on the obtained results and their analysis, it is concluded that during the study period from 2012 to 2022 the competitiveness of the Bulgarian food, beverages and tobacco sectors has declined in 2021 and 2022 compared to the previous studied years. The reported results of decline for 2021 and 2022 in Bulgaria indicate that in comparison among the food, beverages and tobacco market shares the production of tobacco products’ market share is the smallest one. The second largest is the food production’s market share while the largest market share is the production of beverages’ share.

- Summary/Abstract:The report presents the results for the domestic self-satisfaction in the production of food, beverages and tobacco in the Bulgarian food and beverage industry in order to be determined in which sectors of this industry Bulgaria is a net exporter or importer. The reported results are focused on 2021 and 2022 and show that Bulgaria is a net importer of beverages and tobacco and a net exporter only of food. In more details, compared to all sectors of this industry Bulgaria shows the highest results as a net exporter in the sectors production of vegetable and animal oils and fats and production of grain products, starches and other starch products.

- Summary/Abstract:From the beginning of 2025, agricultural subsidies will be mandatory linked to the rights of workers in agriculture. The so-called “social conditionality” is being introduced, determining that compliance with labor legislation by employers in the sector is a condition for receiving European funding, with sanctions that can vary from 3% to 100% depending on the severity and extent of the violation. The relevance of the topic stems from the fact that this new rule is likely to be the most serious “labor sanction” for a specific business in Bulgaria. In this context, the goal set in this report is to examine the regulatory provisions for the introduction of the mechanisms of “social conditionality”, to comment on the adopted methodology for their implementation and to formulate the relevant conclusions and recommendations.

- Summary/Abstract:The present study aims to provide empirical evidence for assessing the economic and environmental feasibility of sustainable agronomic solutions, thereby seeking to contribute to the existing debate on the adaptation of Bulgarian agriculture to the goals of the Green Deal. It includes empirical evidence that sustainable practices not only increase yields and profitability, but also improve the resilience of production systems to climate and market fluctuations - a conclusion consistent with the results of international research (Tilman and al., 2002; Costanza and al ., 1997). The development aims to analyze the effects of the implementation of three sustainable practices – drip irrigation, inter-row grassing and IPM – in a large agricultural farm with cherry and apple orchards in the village of Topolchane, Southeastern region of Bulgaria. The analysis covers the period 2022–2024, and is structured on an experimental design based on three regimes: control, single practice and integrated practices. The indicators used include yield, WUE, commercial calibration, costs, net value of production and sustainability index (CI). The data are supplemented by laboratory analyses of soil samples according to ISO 11272 and ISO 10390, as well as cost reports reflecting costs for labor, plant protection and water.

- Summary/Abstract:This study explores the utility of futures markets in the agricultural sector, examining their effectiveness in mitigating price risk and their capacity to reflect market fundamentals. It also examines the impact of the growing presence of non-commercial participants on the price efficiency of derivative markets and the relation with corresponding physical markets. The paper briefly looks at the correlation between futures and spot prices, as well as the stability of the basis as a key indicator of hedging effectiveness. Despite increased market liquidity, futures markets retain their function as a viable mechanism for price risk management, particularly in the context of short-term strategies. The findings emphasize the need to tailor hedging approaches to specific market conditions and time horizons, reaffirming that futures contracts remain a relevant and adaptable tool for managing price volatility—when applied with sensitivity to market dynamics and the diverse objectives of market participants.

At the center of the analysis is the object of study - the behavioural patterns through which pro-environmental business attitudes and/or practices related to the use of sewage sludge are formed and manifested, considered in the broader context of sustainable waste management in agriculture. The main objective of the study is to identify and analyze the patterns of behaviour that determine choices and influence farmers‘ decisions regarding the sustainable use of SSSW sludge as an alternative resource and as a tool for sustainable agriculture. The theoretical framework builds on four established behavioural models: the Theory of Planned Behaviour, the Theory of Expected Utility, the Theory of Collective Action and the Diffusion of Innovations Theory. Each of these models provides an analytical toolkit for interpretation. Through their application, a better understanding of the individual-motivational, social and institutional factors influencing farmers‘ environmentally responsible behaviour is sought. The analysis aims to provide a conceptual basis for developing policies and practical mechanisms to promote sustainable waste recovery practices in the agricultural sector. The research methodology includes a critical review of existing scientific literature and a comparative analysis of foreign experiences in order to outline the behavioural profile of the sustainable farmer in the context of the circular economy. The research objectives include:- A review of relevant literature with respect to leading behavioural theories;- Analysis and clustering of behavioural models applicable to the context of sustainable waste management;- Presentation of international examples and best practices illustrating the actual application of these models to the management of sewage sludge in agriculture;- Draw conclusions on the applicability of the models in the European and Bulgarian agricultural context. The expected results are related to the derivation of a theoretically-integrated model that can serve as a basis for promoting sustainable behaviour in the use of sewage sludge in agriculture. Also to contribute to a better understanding of green transformation processes in the sector by shaping adequate policies, incentives and educational measures in this regard. Consequently, also to draw the basis for adapting successful European practices to the Bulgarian agricultural reality.

- Summary/Abstract:Grain production is a strategic and structurally determining sector in the Bulgarian economy, which in recent years has been subjected to particularly great pressure from the negative effects of climate change. It is precisely on the consequences of climate change that the present study is determined. Results of a study of grain production in the Veliko Tarnovo region are presented. The results and structure of grain production for the period 2021-2024 are analyzed. Development trends, problems and the causes that give rise to them are revealed. Based on the analysis, general conclusions are presented and guidelines are given for increasing the competitiveness and achieving sustainable development of this important sector.

- Summary/Abstract:The Common Agricultural Policy seeks to be fairer, greener and simpler in the new programming period. The changes are linked to developing strategic plans aimed at the specific features of the EU Member States. In addition to the ambitious goals of the Green Deal, the EU has developed a Long-term Vision for Rural Areas until 2040. The study aims to assess the EU strategic plans through the perspective of supporting the implementation of the objectives of the long term vision for rural areas with a focus on Bulgaria. The results conclude that the CAP allows for the support of a wide range of objectives. However, some of them are addressed to a limited extent in the CAP strategic plans, particularly related to social services and infrastructure, energy, and support for knowledge and innovation. In this regard, it is necessary to link the measures more closely to the needs and specifics of rural areas to overcome regional imbalances and achieve the goals set out in the strategic documents.

- Summary/Abstract:Beekeeping is a green economy based on renewable resources with waste-free and environmentally friendly production. It forms green industries, services, markets and ecosystem benefits - healthy products and services, genetic resources, cultural heritage, beautiful landscapes, etc., which ensure sustainable development and food security. The aim is to study the role and importance of beekeeping for the green economy. The EU should provide policies and support for the ecosystem services provided by beekeeping, given its low profitability and symbiosis with many other sectors, as they will have a very broad and beneficial impact - ecological, economic, social, etc. Marketing strategies for regional beekeeping are needed, because they close the loop from resources to the consumption of bee products, improve profitability and biodiversity and reduce waste and pollution. Marketing strategies are in tune with the green economy and have an important role for its application by beekeeping and other farms.

Although FADN does not directly measure innovation, it provides indicators related to economic and investment activity. The theoretical framework draws on concepts from innovation economics and endogenous growth theory. Correlation and regression analyses were applied to selected FADN variables. The study highlights the potential of FADN as a tool for assessing innovation dynamics in agriculture, while also emphasizing the need to further develop indicators and methodologies that more directly reflect innovation processes. - Summary/Abstract:Rural areas are part of regional development at national and local level. These are areas where approximately one third of the population in the Community countries live. These areas are specialized in socio-economic activities, mostly related to agricultural processes. In recent decades, they have begun to be considered as territories on which other processes can develop, outside the generally accepted conventional agricultural activities. The aim of the study is to make a comparative analysis of non-financial enterprises in some of the sectors, in the process of diversification in the rural municipalities of the South-Central Region for a certain time period 2010-2023. When analyzing the statistical numerical information, a Localization Index (IL) is applied, which is not a constant value. The selected sectors: Agriculture, Forestry and Fisheries (A), Construction (F), Hotel Industry (I 55), Restaurant Industry (I 56) and Education (P) with the corresponding non-financial enterprises are fundamental for the socio-economic development of society in the indicated territories.

- Summary/Abstract:The report presents an analysis of the current state of overall mortality dynamics among the population in the rural areas of Southeastern Bulgaria. Differences by gender, age, and causes of death have been examined. The results of the analysis show that mortality in rural areas is higher compared to urban areas, which is a worrying trend linked to a number of factors, such as limited access to healthcare services and a lower standard of living. The differences by gender and age are particularly pronounced, as certain population groups, such as the elderly and men, are more prone to higher mortality. The increasing disparities in life expectancy between rural and urban areas reflect growing social inequalities that affect the population's access to healthcare and material well-being. These deepening differences signal the need for targeted policies to ensure equal access to quality healthcare services for all citizens, regardless of their place of residence.

- Summary/Abstract:This paper analyzes the economic and social effects of Bulgaria’s EU membership on the structure of its agricultural sector. The study is based on official data from FAOSTAT and the World Bank for the period 2007–2022 and applies normalized statistical techniques, including Z-transformation, moving averages, correlation, and multiple regression analysis. Four regression models assess the impact of crop and livestock production on rural population dynamics and agricultural exports. The findings reveal a strong production and export specialization favoring large-scale grain cultivation at the expense of social sustainability. While livestock sectors contribute less to exports, they play a vital role in supporting rural demographic stability. The results highlight the need for a more balanced agricultural policy focused on both economic efficiency and social cohesion.

- Summary/Abstract:At the beginning of 2025, a survey was conducted on 4.6% of operating cooperatives in Bulgaria. Different types of cooperatives were randomly selected. The aim is to establish their potential under current conditions. The main conclusions of the study are: For the respondents, the cooperative is a „model for collective action of member-cooperators“, in which, through joint management and mutual assistance, people are placed at the focus of the activity.; Over 2/3 of the respondents are chairmen of the cooperatives. They have higher education and have good professional experience; Agricultural production cooperatives are dominant; According to the value of the assets owned, 2/3 of cooperatives are micro-enterprises, and the remaining 1/3 are small enterprises; The amount of income received covers the costs incurred, but the profit is relatively low.; The available potential of cooperatives does not create opportunities for investment and innovation, some of the conditions in the country are an obstacle to this.

- Summary/Abstract:Agricultural cooperatives as a specific form of supporting the households of member-cooperators and a model for social entrepreneurship are part of the global economy. Simultaneously with the fulfillment of their social role in society, an essential prerequisite for development is the achievement of good economic results from their activities. The purpose of the study is to analyze economic and financial parameters in the functioning of cooperative structures in the agricultural sector of Bulgaria. Official data from the Agrostatistics Department at the Ministry of Agriculture and Foods and Ciela INFO for the period 2007-2021 were used. The results achieved show that the financial autonomy coefficient is on an upward trend, and the reciprocal debt coefficient is on a downward trend. The coefficient of total profitability and that of equity are also on a downward trend. As a result of the analysis, a recommendation is made to change the model of the production structure. It is necessary to include crops with higher added value in production, which would have a positive impact on the financial parameters of agricultural cooperatives with a view to sustainable development.

We live in an era of depleting resources, a changing climate, and an increasing need for energy and food production for a growing global population. Never has the role of land, agriculture and technology been more important than now, when we have to choose what to produce with limited resources - food or energy in various forms. In this complex environment, appropriate decisions today can be successful outcomes tomorrow. It is at times like these that cooperation and collective effort can bring about that synergistic effect that will ensure the much desired sustainability of the economy, agriculture and society as a whole.

- Summary/Abstract:The new Common Agricultural Policy (CAP) of the European Union for the period 2023–2027 introduces significant changes to the structure and priorities of agricultural funding. In this context, Bulgaria‘s Strategic Plan for Rural Development (SPRD) places emphasis on promoting the sustainable development of small and medium-sized enterprises (SMEs) through enhanced institutional support and targeted financing. he main objective of this study is to examine the role of institutions including the Ministry of Agriculture and the State Fund for Agriculture for the necessary support, through the new interventions in the SPRDSP creating conditions for improving access to financing.

- Summary/Abstract:This study examines the current need for a new approach to promotional strategies in agribusiness, in the context of digitalisation, changing consumer attitudes, and increased competition. The aim is to outline the role and importance of promotion in fostering sustainable market behaviour among agribusinesses and to propose effective implementation options. The results indicate that a promotional strategy should combine push and pull elements, be based on communication aimed at fostering long-term customer relationships, and utilise the promotional mix optimally according to the product, market, and available resources. In conclusion, the roles of loyalty, brand identity, and personalised marketing are emphasised for practical implementation in the agricultural sector.
