The Yugoslav Royal Government, having gone abroad, was accepted by the Allies as the only constitutional representative of the Kingdom of Yugoslavia. The reputation acquired by the events of March 27th additionally helped the Government and King Petar to be regarded as the holders of the national continuity of the Yugoslav state. With the recognition of the Government, the integrity of the territory of the Kingdom of Yugoslavia was acknowledged. The Royal Government was in favour of continuing the struggle against the occupying forces and therefore was accepted as a government of an Allied state. In a statement issued at the end of June 1941, British Prime Minister Winston Churchill confirmed that the Government of the Kingdom of Yugoslavia retained all the attributes of the sovereign power.

These two volumes contains selected documents focused on the first round of negotiations within the Internatonal Conference on the former Yugoslavia, organized in London in August 1992 by United Nations and European Community. Alongside with the versions of the offered settlement the volumes contain detailed records of inter nal debates of representatives of Serbian political elites from Federal Republic of Yugoslavia, Serbia and Montenegro. These debates, inscribed in minutes of the Council for Harmonization of the State Policy of the President of FRY are shedding important light on the wartime decision-making, as well as on the balance of power and differences of opinions within the Serbian side. Attached to the volume are also personal recollections of the protagonists.

Cave fauna of Bulgaria

Petar Beron Sc.D worked at the Institute of Zoology and the National Museum of Natural History at the Bulgarian Academy of Sciences as a biologist from 1963 to 2010. Specializing in acarology and Biospeleology, he began exploring caves and cave fauna since 1955. He went on expeditions in New Guinea, Indonesia, Mexico, Cuba, China, Vietnam, on the Balkan Peninsula, in Corsica and South America. In his journeys, he discovered many new species of caves and animals. Author and co-author of many books and articles on speleology, zoogeography, and acarology. The present publication contains data on 153 species not recorded so far in the previous catalogs of Bulgarian cave fauna. Data on 813 caves, including 189 published for the first time in the list of caves from which animals have been recorded find a place. After these changes, the total number of the animals known from Bulgarian caves becomes 866 (including 130 troglobite and 72 stygobites species). The updated bibliography of Bulgarian cave fauna contains 584 titles.

In his journeys, he discovered many new species of caves and animals. Author and co-author of many books and articles on speleology, zoogeography, and acarology. The second monograph of the series, devoted to the cave fauna of the Balkan Peninsula, treats Greece, a country full of caves (more than 10 miles) and only 240 caves have been the subject of biospeleological research. The 630 species of cavernicolous animals, published until 2015, are listed with their localities and notes on their biology. The caves of some animals are briefly described, and some observations have been made of the zoogeography of this fauna. The Greek fauna is compared with the cave faunas of neighboring countries. The bibliography contains more than 300 titles of works regarding the Greek fauna inhabiting the caves. This fauna is very different from the fauna of neighboring countries. During the author's field surveys (since 1968) he has found several new species such as Speleodentorcula, Telsonius, Titanophyllum, Thassoblaniulus, Alistratia, Maroniela, Jason and others.

The book explores contemporary trends in zoogeography. Hypotheses for the settlement of the islands of Madagascar, New Zealand, Fiji, New Caledonia and many other areas of the earth and oceans are discussed. This edition raises many questions, some of which about mysteries and real puzzles - how the moa came to New Zealand, why the Madagascar fauna is so different from the African one. There is evidence of the mysterious fauna of caves such as Movile and Ayalon. Along with the past of Sahara and Antarctica, the fauna of the Balkan Peninsula has not been missed. The separate chapters are accompanied by the most important literature on the issues at stake.

Human Mobility, Covid-19 And Policy Responses: The Rights And Claims-Making Of Migrant Domestic Workers

It is clear that the novel coronavirus (COVID-19) attacks our biological and socio-economic vulnerabilities. Sharp variations in mortality rates have forced us to acknowledge pre-existing inequalities of class, race and gender in the ability to ‘be safe, be well’ even as a disproportionate amount of the economic pain and suffering of this crisis is being visited upon the poorest and most vulnerable. One unique feature of the COVID-19 response is the need to curb mobility to reduce disease transmission. These curbs on human mobility (notably not matched by curbs on flows of capital) directly impact the vast flows of human migration that the global economy is built upon today. And while the bulk of public attention and policy intervention in most countries has been focused on domestic effects, international migrant workers have long been ‘essential but disposable’ workers of the kind most affected by the health and economic effects of the pandemic.

Finland is a Northern European country, bordering with Norway, Sweden and Russia. The total population is 5,5 million. Up until the 1990s, Finland has been mainly a country of emigration. Since then, however, the size of the migrant origin population grew from half per cent to approximately eight per cent in 2019 (OSF 2020a). The largest migrant origin groups residing in Finland are from Russia and the former Soviet Union, Estonia, Sweden, Iraq and Somalia. Migration has concentrated particularly towards the Helsinki metropolitan area, with half of the migrant population residing in this region (OSF 2020b). The main reasons for migration to Finland are family reunification, employment and studies, with a substantially lower proportion of persons arriving as resettlement refugees or asylum seekers (Ministry of the Interior 2019).

The Migration Conference 2020 was held online due to COVID-19 Pandemic and yet, in over 80 parallel sessions and plenaries key migration debates saw nearly 500 experts from around the world engaging. This collection contains contributions mainly dealing with migration and integration debates. These are only a subset of all presentations from authors who chose to submit full short papers for publication after the conference. Most of the contributions are work in progress and unedited versions. The next migration conference is going to be hosted by Ming-Ai Institute in London, UK. Ethiopian-Israeli Women In Academia: A Gender Equality Plan Within The Framework Of Change Project

This study focuses on the coping and experiences of Ethiopian-Israeli women during their studies for advanced degrees, and describes the elements of success and the unique barriers that they face. The literature review presents the intersecting identity approach, which was formed by American scholars and was adapted to the Israeli case. We emphasize the challenges of the gender-race combination, assuming that these two identity factors cannot be disconnected here and that their combination creates unique challenges. Various emotional, cognitive, mental, social, economic and cultural aspects of the Ethiopian immigration to Israel and their significance, separately and combined, are considered as the background of the women’s intersecting identity. The research method was qualitative, and included ten semi-open interviews with women who had PhDs or were in various stages of acquiring advanced degrees. Our findings indicate that barriers that are unique to women who cope with an intersecting identity can be identified and defined. The barriers are varied – from lack of information about the requirements of the Israeli academic system, to coping with emotional and conflictual overload due to their desire to study and their inability to support their family of origin whether financially or emotionally, to an absence of instrumental resources to fund their studies. Coping with their intersecting identity vis-à-vis the academic system was characterized by mental resilience thanks to their personality characteristics, self-confidence, curiosity, and aspiration to develop and succeed together with their considerable ability to adapt to the various demands presented to them and to excel in their achievements. The conclusions of the study focus on the changes that happened in their life: the awareness to promote the representation of Ethiopian-Israeli women in academia, and to create a supportive environment on the personal and academic level. These women can serve as role-models and Mentors for other women in the Ethiopian-Israeli community and for women from other minority groups, and facilitate a pluralistic, multicultural academic system. Additionally, the structural and social barriers should be removed through promoting awareness and policies of equality and fair distribution of public resources.

By this volume, the first of Cluj Center for Indian Studies Collection, we do not try to explain the differences or the similarities among religions or different periods of time. We only try to introduce the reader into the fascinating world of religions and faiths. Each and every one of them has something unique about it. There are a great many similarities among world’s religions and yet a great many differences. As in the case of multiculturalism, a term we usually understand as a practice of giving equal attention or representation to the cultural needs and contributions of all the groups in a society (special emphasis may be given to minority groups underrepresented in the past, as through bilingual education), in case of religions general approaches are alike: the term “religion” defines internal relationships among communities relatively circumscribed, and also among people of specific provenience engaged in external, professional, cultural, linguistic, or any other relations.

Evakuiran u Pakračku poljanu

Dnevničko-memoarski zapisi Đorđa Gunjevića, ratnog pomoćnika povjerenika Vlade za Pakrac zaduženog za zdravstvo i socijalnu skrb, tekst je koji ukazuje na sudbinu pojedinca u vihoru Domovinskoga rata, ali i na sudbinu zajednice. Gunjević je svoj posao pomoćnika povjerenika, koji je potrajao nešto više od mjesec dana, radio u ekstremno teškim ratnim uvjetima u Pakracu. Glavna točka njegovog posla bio je Medicinski centar, velika i ugledna zdravstvena ustanova, koja je bila samo dvjestotinjak metara udaljena od položaja pobunjenih Srba. Tko je bio u Pakracu i vidio gdje je Medicinski centar, a gdje su bili položaji pobunjenika, zna da im je bolnica bila kao na dlanu, doslovce na puškomet, i zna da nisu morali ni nišaniti da bi je pogodili. Pakrac je od kraja kolovoza, pa sve do potpisivanja Sarajevskog primirja bio jedna od žarišnih točaka u Domovinskom ratu. Istina, nikad toliko pod lupom javnosti poput Vukovara ili Dubrovnika, ali kada je početkom 1992. godine potpisano Sarajevsko primirje, Pakrac je, baš kao i obližnji Lipik, bio jedan od najrazrušenijih hrvatskih gradova. U takvim nemogućim okolnostima trebalo je nekako djelovati i koliko je to bilo moguće održavati red u Medicinskom centru u kojem je i pri kraju rujna 1991. godine još uvijek bilo više od 300 pacijenata, od toga njih 275 na Psihijatriji. Gunjević je osmislio, a u dogovoru s Ministarstvom zdravstva i svojim pakračkim suradnicima i suradnicama proveo važnu, rizičnu, humanu, ali i nužnu operaciju - evakuaciju Medicinskog centra. Nagrada za to bio mu je, zbog njegove nacionalne pripadnosti, „boravak“ u Pakračkoj Poljani, pod zapovjedništvom Tomislava Merčepa, jednoj od najtamnijih i najsramotnijih točaka Domovinskog rata. Tako se je klatno sudbine u Gunjevićevu slučaju gibalo vrlo brzo: od vrhunca zbog uspješne evakuacije do propasti i razmišljanja o samouništenju na Pakračkoj Poljani u samo nekoliko dana. Gunjevićevi zapisi nisu, međutim, samo knjiga o njegovoj osobnoj sudbini. To je knjiga o tome koliko jedna zajednica može u ratu brzo propasti, odnosno, preciznije rečeno, koliko brzo može biti prisiljena na propast. U samo nekoliko dana Pakrac se našao na popisu mjesta u Hrvatskoj koja su krajem ljeta i početkom jeseni za vrijeme pobune i agresije na Hrvatsku, mimo svoje volje, civilizacijski propadala. U samo nekoliko dana stanovnici Pakraca morali su zaboraviti kakva je to civilizacijska tekovina tekuća voda iz vodovoda, što je to organizirani komunalni život, morali su naučiti što znači šištanje plina iz uništenih instalacija, kako izgleda život u gradu u kojemu ne funkcioniraju socijalne službe, u kojemu se broj zaposlenih u Medicinskom centru naglo smanjuje sedam puta, u kojem se više ne mogu isplaćivati mirovine, ne zato što nema novca, nego zato što to fizički nije moguće. U svemu tome, i u svojoj dramatičnoj osobnoj sudbini, Gunjević nalazi lijepe riječi i riječi poštovanja za mnoge svoje sugrađane. Nekima od njih bit će ugodno čitati ove zapise. Ima među njima ljudi raznih struka, raznih nacionalnosti. S poštovanjem se prisjeća svojih kolega iz zdravstva, primjerice Katice Bergman, dr. Nikole Zelića, dr. Luke Vrbana i Slave Jankovića, dr. Ivice Kosteckog. Sa sjetom se prisjeća svog kolege iz Povjereništva Stjepana Širca. Nekima, pak, vjerojatno neće biti ugodno čitati Gunjevićeve zapise. I opet, tu ima ljudi raznih struka, raznih nacionalnosti, kako „ njegovih“ Srba, tako i Hrvata. Začuđujuće je, međutim, da Gunjević pronalazi riječi poštovanja, pa i simpatije, čak i za neke ljude koji su ga držali u zatočeništvu u Pakračkoj Poljani. Gunjevićeva priča na kraju je ipak imala sretan završetak, koliko je to moguće u ratno doba. Ostao je živ, kuću je obnovio, a Grad Pakrac ga se sjetio i dodijelio mu priznanje. Njegovi zapisi isključivo su - njegovi. Rezultat su začudne, gotovo nevjerojatno činjenice da je rokovnik u kojemu je 1991. godine bilježio što je radio kojega dana uspio sve „preživjeti" i koji je poslužio kao temelj za rekonstrukciju događaja i prizivanje događaja iz sjećanja. Njegova sjećanja, zabilježena oporim stilom, lišenim lirike, točna su koliko sjećanja pojedinca, bez obzira na pomoćna sredstva, mogu biti. No, ona su, osim osobnog svjedočanstva jednog doba i jedne sudbine, i poziv svima drugima da pokrenu vlastita sjećanja i iza sebe ostave memoarski zapis na jedno burno, ratno doba.

New Normal Beyond The Pandemic: Pandemiyle Birlikte Yerelden Küresele Yabancılaşmayı Yeniden

The Covid-19 crisis, with all the horrors it has caused, has offered humanity an opportunity to reflect on itself and evaluate its point, even if it is delayed. In a very short time, we found ourselves worried about whether we could reach the objects we needed, whether we would lose our jobs or keep our freedom.Alienation is described as withdrawing or separation of a person or a person’s affections from an object or position of former attachment: alienation viewed as a sense of detachment from the values of one’s society, family, and even from one’s own feelings from the values of one’s society and family (S. L. Halleck). Different forms of alienation, such as cultural alienation, professional alienation, and religious alienation, are among the current issues. It is obvious that we need to define different forms of alienation along with the pandemic.I believe this book will not be the first nor the last research book published on the Covid-19 pandemic. Our aim is to leave a resource on the subject for the next generation of researchers. I would like to thank everyone who contributed to the book and hope it will be beneficial for the academic community.

Deficiențe sistemice identificate în contextul Covid-19 privind dreptul la ocrotirea sănătății

The pandemic generated by the new Coronavirus caused a rapid change in the way of approaching the legal issues and the adaptation to a legislative framework that tried to regulate the new factual situation. A number of notions and legal institutions have acquired a special importance, being necessary their reinterpretation in the context of COVID-19, in order to identify solutions that correspond to these situations that humanity has been facing and, at the same time, have brought to the light systemic deficiencies which until then had not been considered sufficiently relevant or which had been amplified to an incredible extent. Force majeure, state of emergency, military commands, public interest, public health are just some of the notions that got a major role overnight. Emergency medical assistance and dental care, the rights of patients with chronic diseases, the fair balance between restricting the exercise of individual rights and public safety have led to a relaunch of medical law - a branch of law which, until recently, has been in a shadow cone, poorly represented from a doctrinaire point of view. Also, the sudden emergence of an unprecedented new global situation has been a challenge for public administration authorities, both at central and local level, and, in the same time, a necessity to manage it effectively and make appropriate decisions. The objective of this study is to present a retrospective analysis of the most important situations of this kind, from a juridical perspective and the underlining of the found deficiencies.

Reflecții asupra legalității unor acte administrative cu caracter normativ emise de ministrul sănătății în perioada stării de alertă determinată de pandemia COVID-19

Reflections on the Legality of Some Normative Administrative Acts Issued by the Minister of Health During the State of Alert Determined by the COVID-19 Pandemic in the Execution of Law No. 136/2020 on the Establishment of Measures in the Field of Public Health in Situations of Epidemiological and Biological Risk. In the situations of epidemiological and biological risk provided in Law no. 136/2020, if there is an imminent risk, the Minister of Health establishes by order - administrative act of a normative nature - the manner of application of the measures provided in the mentioned law. Thus, the measure of isolation in a health unit established by decision of the public health directorate will be based on the order of the Minister of Health issued for the concrete execution of the law. However, the judicial control of the normative administrative acts is exercised by the administrative contentious court only within the action for annulment, under the conditions provided by Law no. 554/2004, so that ministerial orders cannot be the subject of the objection of illegality. Therefore, persons in respect of whom the measure of isolation in a health facility has been instituted, although they can ask the court to annul the decision issued by the public health directorate, they will not be able to invoke a possible illegality of the order issued by the minister of health, the latter not being able to be the object of the exception of illegality. This is why it is essential that ministerial orders be issued in the letter and spirit of the laws adopted by Parliament. In order to illustrate the (un)lawfulness of normative administrative acts issued by the Minister of Health during the alert period, in this short study we will analyse the orders that imposed the social medical detention of persons infected with the SARS-CoV-2 virus after the entry into force of the Law on the establishment of measures in the field of public health in situations of epidemiological and biological risk.

Critical Analysis of the Law No. 151/2015 Regarding the Personal Insolvency Proceedings

The work aims to offer an objective, even critical analysis of Law no. 151 of 20152 regarding the insolvency of natural persons. This regulation, entered into force on 01.01.2018, ̋celebrates ̋ 5 years of application, which is why I approached this topic with the intention of a general analysis of the provisions of the Insolvency Law of natural persons and to offer my own conclusions regarding this topic. I will analyze, in the first part of the paper, the general provision regarding the notion of insolvency, the conditions imposed by law for the initiation of this procedure, as well as the options that Law no.151/2015 makes available to the insolvent debtor depending on his legal situation. In the second part of the paper, I will analyze a series of debatable aspects that the law refers to, and I will assess the usefulness and opportunity of their regulation. The conclusions will try to offer some legislative proposals that will make this law more well-known and approachable for natural debtors in a state of insolvency. Carrying out the scientific approach, I will use different methods of interpretation, starting from the grammatical one and reaching the method of quantitative and comparative analysis.

Space has of course been considered as a means to advance security and decrease security of the adversary regarding the atmosphere of the Cold War. That’s why for a long-time space security have been defined as a state’s ability to place assets to space without being interfered. But today there is much more complex situation in the space when we consider that states, international organizations and even individuals are doing space experiments and launching many objects to space which makes the space more crowded. That’s why today we are in need of wider approaches rather than only military based ones in order to explain the complicated situation of space.
