One of the goals of the International project “Methodology and Information Technologies in Education (MITE)” is to create conditions for identification and support of young talents. A proven effective form of activity is the International Competition “Mathematics and projecting”, which is quite popular in Bulgaria, Kazakhstan and Russia. In 2016 the competition celebrated its 10-th anniversary. This year for the first time the competition program included the nomination “Network Research Projects”. The project “Geometry Scrabble in Cloud” was awarded first prize in this nomination. It was prepared by an international group of students from the three countries: Bulgaria, Kazakhstan and Russia. The present paper summarizes the students’ work and presents the organizational methodology of the communication during the preparation of the project.

The publication reveals the results of a survey conducted in the beginning of 2018 in 33 State Higher Education Institutions in Bulgaria, according to data from the National Branch Union of Higher Education and Science at the Confederation of Independent Trade Unions in Bulgaria .In the comparative analysis, structured in two parts - first, for the whole set of state higher schools and secondly – for state higher schools systemized in six units according to the specifics of the training in them, the progress of development of the state higher schools from 31.12.2016 to 31.12. 2017 is traced on the following parameters: 1) relative change in natural indicators (number of students, number of employees, number of teachers-scientists); (2) relative change in basic wages, incl. compared to the change in the regional average gross wages, according to data from the National Statistical Institute (NSI); (3) a change in the value of the additional wages.The study is a logical extension of the publication „Systematization and Comparative Analysis of the Condition of State Higher Education Institutions in Bulgaria“ (Valcheva, Asparuhov, 2017) and is conducted on the basis of applied and forthcoming reforms in the systemof higher education and science in Bulgaria and in support of the Social Partners of the Ministry of Education and Science and the Education and Science Commission at the National Assembly – aimed at Employers – to improve the efficiency of state higher schools governance in the context of new the requirements of the Higher Education Act, the Law on the Development of the Academic Staff in the Republic of Bulgaria and other normative acts related to the way, the conditions and the order for the financing of higher education and the accreditation of the Higher Education Institutions.

The choice is an internal battle that stretches the mind of a cross and put it to the test to accept or reject, store or amended. The trend towards personalization of anti-global personal world through individualisation and informalisation of being put people in permanent choice always, everywhere and in everything. Unlike formal and non-formal, informal it is untidy, disorganized, non-situated, uncertified and not even re-supplied and is exchanged. Informal is this essential part of trichotomy formal, nonformal and informal, that the confrontation with the other two leads to the generation of choice since it is based on diversity. Is considered formal, non-formal and informal in Economy, Labour and Surroundings by criteria locatedness, ordering, structuring and sertificationess to illustrate the choices of the new Homo creabilis. The new Homo creabilis has at least two levels of choice: the choice between formal, non-formal and informal to achieve their life goals and needs in the society; or free to choose the field of informal, led by their personal desires, dreams and aspirations to be, is Homo creabilis.

The main goal of the paper is to clarify the essence and the meaning of the concept (and phenomenon) “civic educated-ness” in the context of Philosophy of Education. It is determinative, “fundamental” but neglected and omitted characteristic of civic education. A number of problems which stay in the focus of Bulgarian academic thought are discussed in the article. On the basis of a philosophical-historical analysis some original theses are propounded. The central thesis is the determination of the goal of civic education which is the achievement of civic educated-ness – a unity of personal “integrity” and “virtuousness”. Form this point of view the idea that civic education consists of two comparatively independent levels is proposed. The first level is bound with the “citizenship” in the juridical sense. The second is bound up with the realization of the socialpolitical activity and identity of the citizen and that is why this second level should be built upon the first one. It also should be the ultimate goal of the process of civic education – education in active citizenship

Some basic ideas in the contemporary concept of technoscience are pointed out. Technoscience is considered as a new phenomenon based on the convergence of science and technology and their gradual hybridization, leading to the creation of an inseparable symbiotic link between them. It involves the emergence of a common target orientation, a strong convergence of scientific research and technological innovation, existence of similar objects of study and treatment, and the achievement of similar results and products. Another important feature of technoscience is the growing role of the social factor for its development. Some modern technological and organizational innovation infrastructures such as clusters, techno-parks, “smart cities”, “living labs”, etc., are presented, considering them as an essential prerequisite for the sustainable development of technoscience. Key policy initiatives and measures to support them are presented at both European and national level.

This paper discusses the possibilities for higher education (HE) policies to be strategically assured upon the triple helix between university, local authorities and businesses providing the proper social context as a resource for authentic educational content and learning environment. The study is based on the application of Action Re¬search methodology in the framework of the applied project of the Institute for the Study of Societies and Knowledge at the Bulgarian Academy of Sciences, on the example of ecopreneurship training, supported by the German Federal Environmental Foundation, as an experiment regarding our central research question: How is it possible to foster the transition toward sustainable economy through education, on the example of such trans¬disciplinary course in higher education? In particular, we involve different stakeholders (university teachers, students, university administration and green businesses) in order to improve educational outcomes, and especially, to increase the level of competence of academic staff and students to teach, learn, explore, and transfer new fields of knowl¬edge, experience, and attitude toward sustainable economy. We operationalize that through competencies (with their nuclei – knowledge, skills, and attitudes) as a didacti¬cal instrument. During the process our cases reveal the need of transdisciplinary learn¬ing through especially designed close to ‘real-world’ settings. Thus, creating free space for experimentation and mutual learning we plan on achievable and product-oriented outcomes, which gives confidence and motivation for further learning and involvement in the field of sustainable economy.

The paper is focused on the policy of human resources management in the public sector, which aims to increase the professional skills and qualifications of civil servants through trainings in order to develop a modern, effective and citizen-oriented system of public administration. In brief, this policy gives priority to training because it is seen as a targeted investment to good governance.The first part of the paper deals with two separate but closely related issues – administrative system and reform of human resources management in public administration. The reason is that the principles and organizational model of the administrative system provide implications on the policy of human resources management in administration. The second part explains the relationship between the concept of competency and the model of excellence. This model could be used in any organization, which makes it a contemporary approach to public administration management. Finally, the paper outlines that the traditional model of training is outdated and the competency approach in training has become wide-spread in public and private sectors. The expected result for the Bulgarian administration is that using this training approach will significantly enhance civil servants’ professional competence and thus the impact on the quality of governance will be significant.
