This volume is a collection of papers presented at the International conference THE BALKANS AND EUROPE BETWEEN INTEGRATION AND PARTICULARISM: CHALLENGES AND PROSPECTS, organized by the Faculty of International Economics and Politics at UNWE and the Bulgarian Political Science Association and held in Sofia on October 25-26, 2018. The conference invited presentations on a number of issues such as: The integration potential of the EU (28-1) and the “enlargement fatigue”; Ethno-politics and integration: dimensions, patterns and results in the EU and Western Balkans; The Bulgaria’s Presidency and the EU prospects of the Western Balkans; “Fatigued from waiting”: the countries of the Western Balkans; Bilateral relations in the Balkans: between historical mythology and pragmatism; Connectivity and cooperation in the Balkans: projects and realities, etc.Around fifty scholars and researchers – both established and younger ones – participated in the scientific forum representing a number of universities and research institutions from several countries (Bulgaria, Romania, Croatia, Northern Macedonia, Serbia, Kosovo, Russia). What is worth noting is the high rate of participation of doctoral students, as well as the contribution of undergraduate students from universities in Bulgaria and from MGIMO in Russia. Notably, some of the participants took part in the conference in absentia by poster presentations. The present volume contains the texts of those of the conference participants who sent their presentations in written form. The volume is structured in three parts except for the keynote speeches, which are presented separately as they were delivered during the Conference. The first part encompasses research papers dealing with issues pertinent to the whole European Union and various aspects of the integration processes. The focus in the second part is on the Balkans in the context of the EU integration. The papers in the third part deal with the Western Balkans in particular, featuring also case-studies on individual countries.

The purpose of this monograph is to present and analyse as completely as possible and with great level of detail the impact assessment tool and to examine its application in the European Union, including in Bulgaria. To achieve the aforementioned goals, the following research tasks have been completed: 1) An overview of the contemporary foreign and Bulgarian specialized economic literature in the impact assessment field has been conducted; 2) The main theoretical concepts of the impact assessment tool are reviewed and presented in their nature, objectives, scope, impact types and main principles for impact assessment application; 3) The main steps in an impact assessment preparation process are outlined; 4) A SWOT analysis is conducted on the main methods utilized in the impact assessment preparation; 5) The role of the various European institutions related to the impact assessment is analysed – European Commission, European Parliament, Council of the EU; 6) An indicative impact assessment of an EU legal act which will be transposed in Bulgaria has been prepared; 7) Constatations are outlined as well as conclusions and recommendations are formulated about the opportunities to improve the practices of impact assessment implementation in Bulgaria.

The main objective of this project is to conduct an in-depth analysis on the issues related to the Bulgarian energy policy in the context of the European energy security and the Bulgarian membership in the EU as well as to seek opportunities and formulate recommendations to overcome these challenges through expansion of the share of the renewable energy sources (RES) in the structure of the aggregated energy production and consumption on a country level, improvement of the energy efficiency of the economy, etc. To achieve these goals, we have completed the following research tasks: 1) An overview of the contemporary foreign and Bulgarian specialized economic literature in the relevant field has been conducted; analysis and summarization of the theoretical aspects of the energy security; 2) The main trends and approaches in the formation of the national energy policies have been studied and systematized (by the example of individual EU and non-EU countries - in this case Bulgaria's neighbours were chosen); 3) EU Energy policy evolution, priorities and instruments of this policy were analysed; 4) The Bulgarian energy policy in the context of the national energy security has been examined as well as programs, measures, perspectives to the energy policy. An analysis of Bulgaria's Energy Strategy until 2020 has been performed; 5) The legal framework of the Bulgarian energy sector and its compliance with European legislation as well as the national and European legal framework of energy security are specified; 6) Conclusions and recommendations have been formulated as a result of the present scientific research project.

This book presents the results from the in-depth scientific research about the effects on the Bulgarian economy and financial system emanating from the Fiscal Compact adopted by the European Union as a response to the widespread financial and economic crisis.The main goal of this research is to explore the nature, characteristics, reasons, and effects of the Fiscal Compact on the EU member states and Bulgaria, in particular. The following scientific tasks had been completed to achieve the defined goal: analysis on the essence, specifics and commitments of the Fiscal Compact and the preconditions for its establishment; research on the accumulation of macroeconomic imbalances in the EU and the Euro area, the development of emerging crisis processes such as the global financial crisis, the Greek debt crisis and its spread across Euro area; analysis of the structure, parameters and trends in the development of the new framework of economic governance in the EU, as well as the new financial supervision architecture; study of the internal logic of the Fiscal compact and its impact on the member states, Bulgaria in particular. The book is divided into three chapters which reflect the main goals of the study. Authors conclude that the economic and monetary union in the EU is yet vulnerable and susceptible to external shocks. The fiscal measures incorporated under the Fiscal Compact are not a matter of concern for the Bulgarian national authorities initially. The study team notes later an erosion to the fiscal policy of the country - it is being challenged by budget deficits, decreasing fiscal reserves and a trend of growing government debts while the investment by local and foreign entities is declining simultaneously.

The conference, held on 8 October 2010, provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics.The contributors provided in-depth research on the cohesion policy and its mechanisms – financial instruments which could be utilized to achieve the goals of this policy and the Bulgarian participation in the EU cohesion process. Authors analyse the EU budget and its functions, banking supervision and regulatory mechanisms. Another thematic circle in the book are the research papers dedicated to multiple aspects of the Bulgarian economy and its competitiveness. Researchers discuss the competitiveness of the export industries in the country, the agriculture, micro and medium enterprises, and special instruments aimed at fostering better business environment (such as JEREMIE). In this text we identify the contemporary professional profile of those employed in the communication field–journalists, PR experts, advertisers. The main thesis is that the emergence of technology leads to redefining of the professional communicators’ expertise. There are serious transformations in each of the professions, and new professional roles requiring new advanced competencies emerge. We researched these competencies in three directions–technological competencies; digital narrative competencies; strategic competencies. Our documental and content analysis of job postings in global websites for offering and finding employment showed that in the communication professions the differentiation between job positions vanishes, a convergence of professional expertise appears and there are merging competencies–in each of the professional groups as well as between the professions of journalists, PR experts and advertisers. The requirement for convergent competencies does not lead to obliteration of the different communication fields but elevates them to a new technological-narrative level without depersonalizing their identity and social roles.

The collective monograph "Variable approaches to the treatment of financial statements - evaluation, presentation and fraud prevention" is the result of a research project funded by the University of National and World Economy - Sofia, Bulgaria. The topic of financial statements and fraud prevention is presented in a summarized and comprehensive format through the information in them about enterprises in different sectors of the economy - non-financial (business), banking, insurance, pensions and budget. This satisfies the needs of anyone who has an interest in the cognitive, standardized and legal nature of general purpose financial statements of enterprises, banks, insurance and pension companies, organizations in the public sector. The opportunities for misleading and misuse of the information in the financial statements are the basis for the presentation of theoretical and applied research on the prevention of fraud risks. The collective monograph "Variable approaches to the treatment of financial statements - valuation, presentation and fraud prevention" presents the achieved development of accounting in Bulgaria in separate sectors of the economy and the degree of harmonization with regulations and standards of the European continental accounting system. The need for a developed research project is a result of the increased interest of the public, the media, specialized government institutions and the professional community to the problems of presenting financial statements and possible fraud through the information in them. The results of the research were provided and discussed with experts from the Institute of Certified Public Accountants, the Association of Certified Fraud Examiners, the University Center for Standardization, Analysis and Audit of Financial Statements – UNWE, and other specialized institutions.

The relevance of the topic for tourism destination management is determined by the need to overcome the seasonality in tourism in Bulgaria, as part of its sustainable development, and becomes a basis for research by many experts in science and practice. This is evidenced by the fact that the policy of the Ministry of Tourism for recent years is oriented in this direction – to develop four-season products and destinations advertising Bulgaria. It is still not possible to say that the country’s potential has been used in the most rational way possible. The present study examines the pre¬requisites and opportunities for development of the newly established tourism regions in Bulgaria, as well as some specialized types of tourism and the positioning of the country on the international market as a com¬petitive destination. Also, the study aims to develop recommendations for improving the marketing management of the newly established organiza-tions for management of tourism regions in Bulgaria, known in the world literature as DMO (Destination Management Organization).

The collection includes reports from an international scientific conference „Innovative development of agricultural business and rural areas“, organized by the Department of Natural Resources Economics at the University of National and World Economy in April 2021. The papers are grouped into three sections. In the first section the emphasis was placed on innovative approaches to the development of agribusiness and rural areas, organic farming, risk management, land market and others. In the second section "Innovative business models for development of Agrarian Business and Rural Areas" are the reports on economics and COVID-19, the need for changes in Bulgarian agricultural production, the development of plant production and organic livestock in Greece, strategies and innovations to promote the flexibility of the agricultural production system in Northeastern Bulgaria. This book is a result of a research project conducted in the time period 2018-2021 with funding from by the University of National and World Economy, Sofia. The new trends in the development of Logistics and Supply Chain Management (L and SCM) and the need of professionals with specific knowledge and skills in the field make the collaboration between higher education institutions (HEIs) and business organizations very important for the adequate reaction to the various challenges they face. Additionally, given the insufficiency of existing studies examining the interaction between both parties in the field of L and SCM, this research is particularly timely. The main purpose of the study is to evaluate the interaction between HEIs and business organizations in Bulgaria in the field of L and SCM across three areas of interest – education, research, and innovations, as well as to outline key directions for further development and improvement of the collaboration between them. The research methodology presents the subject of the study and the conceptual framework, which is based on a review of the literature and reflects the three areas of interest as well as additional relevant aspects for the interaction in the field of L and SCM such as motives, barriers, key factors, forms and results, investigated both from the perspective of the HEIs and business organizations in Bulgaria. The methods used in the research are: analysis of literature, questionnaire survey method for data collection, deductive and inductive analysis, statistical methods, and methods of comparative analysis and analogy. The main finding of the study is that the cooperation between HEIs and business in Bulgaria in the field of L and SCM is underdeveloped, and its potential benefits have not been utilised to a sufficient degree, which confirms the main research thesis.
