Summary/Abstract: The collective volume For a Stronger and Wider European Union in 2005, which he coordinated, brings together studies by 14 authors. The book was produced as part of the Jean Monnet Project and is also distributed among Western specialists and in Worldcat-KVK libraries. The volume contains valuable studies prepared by experts from Romania and Brussels, renowned professors, or brilliant doctoral students. Among the authors are historians, jurists, and political scientists who analyze, from different perspectives and with specific modern methods, topics on European institutions and policies of enduring relevance and complexity. The book meets a real scientific need by offering an interdisciplinary perspective on topics of great interest in Western European studies: the European Constitution project and the need to reform and consolidate the EU in the face of the challenges of EU enlargement to the East, including Romania’s accession.

- Summary/Abstract:One of the first instruments and concepts that operate in the space of federalist approaches, we can say that subsidiarity was the most important for the first theorizations of the concept. Even if as a legal concept the word subsidiarity was used quite early (through the use of similar concepts: "means, rations, mortgages, subsidiary guarantees or even subsidiary conclusions", in France in the year 1694), the concept of subsidiarity will appear in dictionaries quite late in comparison with its first theorizations or even use. There are therefore several authors who consider the theories on subsidiarity only an ancient reality, based on the respect for the dignity of the individual. Thus, until the 1990s the word appeared in dictionaries only in its derived form, "subsidiary", and barely in 1992 will appear as a legal term, in the Grand Larousse Universel. However, even though the concept is less known in its deeper meanings, it seems that subsidiarity, desired by French citizens without knowing it, has not received much attention in its interpretation.

- Summary/Abstract:The completion of the single market was the first initiative taken by the Delors Commission, capable of revitalizing the Communities and opening up new horizons for European integration. The single market initiative outlined a project capable of boosting the Communities, faced with euro-sclerosis and skepticism, a project that generated a whole series of other developments, including other areas of Community life. The project was not unprecedented, the roots of which date back to the original treaties, but the method used by the Delors Commission. However, the objective of the single market, as envisioned by this Commission, was not an isolated one, but rather integrated into a procedural logic dominated by the method of cogs. For the Delors Commission, the single market was only one step in a succession of steps toward an integrated economic area capable of transforming the Communities into a Union that could not be challenged by the world's economic players.

- Summary/Abstract:It is the absence and not the presence of full European Social Democracy (ESD) that is significant when analysing the relation between social democracy and European integration. I will try to make a few steps in understanding and explaining this problem. In order to do so, I will argue that an important theoretical/conceptual/methodological requirement is needed for an inquiry into why ESD has not developed further in the European political life, namely the synthesis of the acquis académique! I will illustrate my argument by focussing on the Party of European Socialists (PES) as an extra-parliamentary actor at the European level. When reviewing the state of the art regarding the PES, it is possible to distinguish two types of contributions based respectively on the Europarty and the Social Democrat Approaches. The main problem, I would argue, is that these two approaches do have the same object, but there is almost no bridge between them. Thus, the risk might be related to the fact that we are missing a broader insight when analysing the PES in particular, and the ESD in general. Accordingly, I will show that it is important to combine these two approaches in order to better analyse the Party of European Socialists. For this purpose, I will respectively summarise and comment the acquis académique of these two lines of interpretation. Thus, I will synthesise the findings of these approaches in relation to the general problem of the PES weaknesses and conclude by presenting the implications for the future of the PES research agenda.

The mechanisms of representation and decision-making process, outlined between the Rome Treaty (25 March 1957) and the Maastricht Treaty (7 February 1992), were based on an accommodation to later enlargements of the institutional system. - Summary/Abstract:Beyond the geo-cultural problems, the fact that the survival of the European Union depends on the institutional reform – in other words on the success of the European Convention – becomes more and more obvious. When it began, in May 2002, the European Convention seemed to be a political charade, an exaggerated luxury which, lacking something better, was accepted by the members of the European Union. Sensational turn of events; gaining general admiration, Valéry Giscard d’Estaing –the former president of France between 1974 and 1981 – won the fabulous moral bet of being able to present to the Intergovernmental Council from Thessaloniki (June 21-22, 2003) a project of European constitution which expressed in a very coherent manner the double nature, partially inter-state, partially federal, of the developing political Europe. Among the equilibrium that had to be found was the one between the presidency of the European Union and the presidency of the European Commission, the one between the states’ Europe and the peoples’ Europe; in these issues, d’Estaing got to the heart of the problem in a way in which he couldn’t do it 20 years before from the presidential office in Palais Elysée. The text is long and arid, but it is a very successful simplification of the previous treaties: Rome 1957, The Single European Act 1986, Maastricht 1992, Amsterdam 1997 and Nice 2000.

- Summary/Abstract:It has been argued that the 2000 Convention responsible for drafting the EU Charter of Fundamental Rights has delivered not only the text of the Charter, but also a successful new working method at the EU’s level. It appeared to be more innovative than the Charter itself, which was supposed to represent an explicit and transparent presentation and codification of the existing rights. The method therefore drew some attention especially in comparison with the intergovernmental practice that led to the final outcome of the Nice Treaty. The general disappointment related to the Nice IGC gradually put forward the idea that the current poor results were due to an inadequate method. As pertinently put by many observers, “after endless rounds of discussions among diplomats who knew they had a right of veto, the real negotiations finally took place in the space of a few days in Nice, between heads of State and government whose first priority was to protect their national interests”

- Summary/Abstract:The European Union is not just a security organization, although especially since the signing of the Nice Treaty (2000), has been trying to assert itself much more in the area of security and defence, as a part of the desire expressed by many European leaders to give the Union a global role measuring its economic size. Looking at its performance in the field, it must be admitted that the EU has not acquired yet significant military capabilities for peacemaking not to mention deterrence, using instead civilian capabilities made available by its Member States. These form the framework of the main EU contribution to the European security. Paradoxically, perhaps the most important EU contribution in the security field have been so far the financial instruments used in its relations with the Central and Eastern European countries: PHARE, ISPA, SAPARD, Tacis, Interreg etc. The regional landmarks of the Common Foreign and Security Policy coincide, up to a certain point, with the landmarks of the policies concerning the cross-border cooperation of the European Union. In fact, the cross-border cooperation is perceived by the EU as an extremely useful tool for strengthening security and stability in Europe, starting from the experience of European integration in devising networks of functional interdependence that made war between democracies unacceptable.

- Summary/Abstract:The distinction between British official and public, political and journalistic, literary and academic discursive constructions of Central and Eastern Europe, Romania included, is artificial. They are (almost) all taking over elements of Balkanism and Orientalism in a general endeavor of justifying skeptic attitudes, extreme decisions, military actions, which could become quite unpopular among the British, if they were not capable of reviving the most sensitive issues of identity and survival: “the strong blast of cold air” from Eastern Europe or the Balkans was/is still menacing the Westerners’ homes and nations. It makes them shiver, while the optimistic “wind of change” from the same East or Balkans is only timidly blowing over the West.

- Summary/Abstract:After the 1989 Revolution, the integration of Romania into the European and Euro-Atlantic structures (by joining the E.U. and N.A.T.O.) represents a major, steady and long-term objective of Romania's domestic and foreign policy. This objective has been the task of all the governments in Bucharest, for the last 15 years and it has a landslide support of public opinion, of the political and intellectual elite, of all the political parties. All parties, syndicates, cults, non-government organizations agreed to keep up Romania's European integration process, signing the National Strategy of the Accession to the E.U., in 1995. Today, neither political party, nor non-governmental organization asserts itself against European integration (unlike other countries). Public surveys confirm that 80% of the Romanians highly uphold the idea of European integration, desiring a Western living standard.
