Summary/Abstract: The completion of the single market was the first initiative taken by the Delors Commission, capable of revitalizing the Communities and opening up new horizons for European integration. The single market initiative outlined a project capable of boosting the Communities, faced with euro-sclerosis and skepticism, a project that generated a whole series of other developments, including other areas of Community life. The project was not unprecedented, the roots of which date back to the original treaties, but the method used by the Delors Commission. However, the objective of the single market, as envisioned by this Commission, was not an isolated one, but rather integrated into a procedural logic dominated by the method of cogs. For the Delors Commission, the single market was only one step in a succession of steps toward an integrated economic area capable of transforming the Communities into a Union that could not be challenged by the world's economic players.
