Wyniki pomiaru opinii doradców zawodowych o kształceniu ustawicznym

The study presents the results of surveying the opinion of career advisors about selected aspects of functioning of the lifelong education in the Wałbrzych sub-region. Ordinal scales and fuzzy numbers were applied in the measurement of the advisors' opinion. Such an approach allowed to take into account the ambiguity and the inaccuracy in the replies provided by the respondents. The analysis of the responses enabled to work out the ranking of the importance of the factors associated with the development of the lifelong education in the Wałbrzych sub-region and to make an appraisal of these factors. The study also identifies the future – according to career advisors – directions of the lifelong education in this sub-region and the scope of trainings which could improve the quality and the effectiveness of the advisory process conducted by career advisors.

The text offers an education-related reading of the state of emergency in the Bulgarian society in the conditions of a pandemic. It touches upon the reasons for regression, but also the opportunities for radical transformation of Bulgarian education and its optimization in the future. The article examines the ethical issues teachers face in a time of societal crisis when various moral dilemmas are to be resolved. The scientific text discusses new ideas in the Bulgarian educational space, such as those for home education and family-type schooling. The article’s set tasks include: (1) Pinpointing the problem of the pandemic as a typical educational problem; (2) Pointing out the educational resources related to limiting the social consequences of the pandemic; (3) Raising the question of teachers’ ethical codes in times of Pandemic as a moral corrective for their professional conduct. The research is mainly related to the language of "philosophy of education" and its conceptual apparatus.

One of the goals of the vision of the European Education Area is to promote the development of competencies as a condition for achieving full personal, social and professional development. The article examines the competence approach in connection with the updated European Reference Framework for Lifelong Learning of 22 May 2018 and in this regard the need to update the Law on Preschool and School Education in Bulgaria, which entered into force two years earlier on 01 August 2016. This update is related to the teaching of philosophy, insofar as the newly formulated "Personal competence, social competence and learning skills" is an emphasis on building personal and social knowledge, skills and attitudes that are a major part of the content of the subject philosophy, and according to the legislation each subject has a clear connection with a specific key competence.

This article attempts to describe the features of the 'Z' and 'Alpha' generations, whose natural habitat is currently the school institution. One of the common characteristics of the two generations is multitasking. The peculiarities of multitasking as a phenomenon and its projections in the field of education are reviewed. Researchers’ different viewpoints are presented about this phenomenon as their opinions are diverse and even polarized. They vary widely from heavy multitasking to its total rejection. The issue of ultitasking is topical and in the future it will spark particular research interest in the context of online instruction which is becoming increasingly intensive (especially after the COVID-19 pandemic), and the widespread introduction of edtech in the sphere of education.

The assessment of knowledge, skills and competencies aims in not only evaluating and comparing students’ learning objectives but also measuring another particularly important function - the motivation. The article examines assessment in the context of the competency model set out in the new law on pre-school and school education and its understanding by students and the level of motivation. Data from a study of motivational attitudes in students are presented in direct correlation with the methods and different ways of assessment, as well as with the analysis and the feedback from students. The analysis is based on surveys conducted with students from 11 to 19 years of age covering all types of schools in Bulgaria. Results are statistically reliable in clusters, variance and regression analysis.

The importance of the Bulgarian woman in the public space from the Renaissance to nowadays is presented in the article. The woman was restricted to participate actively in the Christian world and school life during the Renaissance. She received equal rights to men in the public sphere only after 1944. The socialistic development in Bulgaria during the period from 1944 to 1989 had a great significance to the enlightenment of the whole Bulgarian nation, which also provided an unrestricted access of the women to the educational system. The development of the Bulgarian education has been marked by reverse process after the democratic changes. The „total crisis“ of the Bulgarian society leads to a significant shortage in the educational system. In comparison to the previous socialist period, lower indicators in overall population literacy can been observed. Gender inequalities in education are being fairly reduced. Bulgarian women have gradually conquered school environment and are being engaged in educational causes more often compared to men. However, in the contemporary Bulgarian society, the right to education continues to be a challenge in respect of various social groups.

Scientific (scientific and technical) multidisciplinary project activities for the formation of methodology of security and quality of life through the development of the noospheric education system require studying, developing, implementing and testing multivariate models and characteristics of modernized training system for specialists and professionals of a new kind, which are able to confront the global environmental challenges. Such training system provides the implementation of the system administration methodology of multivariate noosphere-oriented training models (based on the principles of safety and quality of life), retraining, advanced training and training of kindergarten teacher –school teacher – university teacher – mentor – scientist – person engaged in study process. The study takes into account the next principles and approaches:1) noospheric, futuristic, constructive-problematic, situational innovative, energetic and goal-oriented, normative-axiological, culturological, system approach, information approach, synergetic, integrated, problem scenario approach, structural-functional, genetic and morphological, socio-cultural approach etc. as the scientific knowledge of the system state and development; 2) integrated methodology functions (critical and expert, criteria and indicative orientation(targeted), analytically relevant such as heuristic, instrumental, technological, predictive, philosophical, creative etc.) aimed at the prediction, remediation and prevention of environmental risks and civilizational development dangers. These functions include educational and research modules of noospherology, the system administration methodology, equal choice (safety and quality of life), forecasting and modeling positive psycho-emotional development; 3) development of online workshop network to prepare job seekers (holders of educational and academic degrees) out of all stakeholder categories; 4) integration of the multivariate semantics of the higher education institutions and scientific institutions in the fields of ecology, environmental protection and balanced nature management, governance and public administration, pedagogy, contributing to the institutional modernization of cross-border collaboration at the global, regional, national and institutional levels, as well as administrative management of the portability of scientific methodical and information-analytical network of logistics, based on the system of noospheric education on the principles of autonomy, accessibility, continuity, academic mobility, ethics and integrity, health of the nation in the consortium of universities for the sake of security guarantees and the quality of life in biosocial dimension. The modern methodological directions of safety and quality of life research are formulated in the global dimension. The current state of the problem is also characterized in the research. The target component of the actualized scientific problem is concretized due to contradictions, methods and means of research. The novelty and structure of the sphere of scientific research are determined. The author's interpretation presents the definition of “methodology of safety and quality of life on the basis of noosphere education”, highlights the stages of research, proposes a hypothesis of scientific direction, its novelty and provides the conclusions to achieve the benefits of its relevance.

The article systematizes information about the current cultural heritage programs in the Bulgarian higher education area. The data shows that in eleven Bulgarian universities a diploma of cultural heritage can be obtained.17 master's and 3 bachelor's programs prepare over 500 students a year. Two doctoral programs are also accredited. The rich variety of curricula is an objective result of the complex structure of cultural heritage in itself. However, it is also an indicator for the fragmentation of the higher education system in Bulgaria. The conclusion proposes approaches to overcoming the mentioned fragmentation, as the interdisciplinarity of the scientific field requires pooling of competencies and efforts for better results.

The results of surveys to determine the degree of satisfaction and fatigue of teachers, students and parents associated with this school, the preparation for distance learning and the first week of its implementation are analyzed. Distance learning was introduced by the Ministry of Education on March 16, 2020 in connection with the state of emergency declared by a decision of the National Assembly of Bulgaria and related to theCOVID-19 pandemic.
