The Neopopular Bubble. Speculating on "the People" in Late Modern Democracy

The common critique of media- and ratings-driven politics envisions democracy falling hostage to a popularity contest. By contrast, the following book reconceives politics as a speculative Keynesian beauty contest that alienates itself from the popular audience it ceaselessly targets. Political actors unknowingly lean on collective beliefs about the popular expectations they seek to gratify, and thus do not follow popular public opinion as it is, but popular public opinion about popular public opinion.This book unravels how collective discourses on “the popular” have taken the role of intermediary between political elites and electorates. The shift has been driven by the idea of “liquid control:” that postindustrial electorates should be reached through flexibly designed media campaigns based on a complete understanding of their media-immersed lives. Such a complex representation of popular electorates, actors have believed, cannot be secured by rigid bureaucratic parties, but has to be distilled from the collective wisdom of the crowd of consultants, pollsters, journalists and pundits commenting on the political process.The mediatization of political representation has run a strikingly similar trajectory to the marketization of capital allocation in finance: starting from a rejection of bureaucratic control, promising a more “liquid” alternative, attempting to detect a collective wisdom (of/about “the markets” and “the people”), and ending up in self-driven spirals of collective speculation.

The individual and collective identity of the Jews is a well-established subject of research in sociology, social psychology and social history. This book differs from other studies in exploring Jewish identity through the coexistence of Jews with non-Jews in Hungary. It presents the “Jewishness” of such individuals and families who live in mixed marriages, in which the Jewish origin of one party (be it public or secret) becomes a source of peculiar identities. Through coexistence, Jewishness acquires new meanings ranging from a more intense identity, through abandoning or changing Jewish identity, to self-hatred and latent anti-Semitism. The book examines the changing use of various Jewish symbols, rituals and objects (e.g., Star of David, circumcision, Menorah). It is the first study in Hungary, which deals with the “Jewish identity” of non-Jews, philo-Semitism and pseudo-Jewish identity in mixed marriages. Also, it strives to bring the traumas of the Shoah in public debate by analysing it from the perspective of coexistence. Thereby, the book presents the guilty conscience of the children and grandchildren of the perpetrators, which has not been analysed in Hungary yet. Finally, the rediscovery of Jewish identity, a process that also includes some distancing from that identity is examined in a biographical context – a novelty in Jewish Studies in Hungary as well.

This monograph analyzes and discusses usage o f some traditional motives in Serbian science-fiction literature in relation to socio-cultural milieu since 1970’s until today. The object of analysis covers the works in genre literature published since late 1970’s up to the present. The sources included so-called specialized journals from the given period as well as certain number o f novels published since the late 1980’s until present. The first part o f the analysis covers the whole area o f the former Yugoslavia, especially the published works from 1970’s and 1980’s. However, the focus is on the literary production originated in Serbia since m id 1980’s until the present. The sociocultural milieu o f this period appears as especially interesting: the period is characterized by a process of tradition revival, the usage o f certain traditional elements outside their context, to target various aims. M y primary goal is to analyze a certain genre o f literary production which carries particular pop-culture contents and to determine the potential influences o f the process o f tradition revival. In addition, I will point out to how such literature constitutes a reality per se. By taking into account the literature production until the present, I will point out to not only the usage o f certain traditional motives but also their transformation and modification in regards to the societal reality in which they originated. That is, this particular approach will allow us to determine ways and means used by a culture to represent itself both to the insiders and outsiders.

QE in the euro area: has the PSPP benefited peripheral bonds?

The asset purchase programme of the euro area, active between 2015 and 2018, constitutes an interesting special case of Quantitative Easing (QE) because the ECB’s Public Sector Purchase Programme (PSPP) involved the purchase of peripheral euro area government bonds, which were clearly not riskless. Moreover, these purchases were undertaken by national central banks at their own risk. Intuition suggests, and a simple model confirms, that, ceteris paribus, large purchases by a national central bank of the bonds of their own sovereign should increase the risk for the remaining private bond holders. This might seem incompatible with the observationthat risk spreads on peripheral bonds fell when QE in the euro area was announced. However, the initial fall in risk premiums may have been due to expectations of the bond purchases proving effective in lowering risk-free rates. When these expectations were disappointed, risk premiums returned to their initial level. Formal statistical tests confirm that indeed risk premiums on peripheral bonds did not follow a random walk (contrary to what is assumed inevent studies). Nor did the announcements of bond buying change the stochastics of these premiums. There is thus no reason to consider the impact effect to have been permanent.

Regional (Kraj) elections in 2012, unlike the elections to the Chamber of Deputies in 2010 or 2013, certainly did not indicate a reversal in Czech politics. On the other hand, 2012’s elections were hardly boring, uninteresting affairs, where everything ran according to plan. Seen from the perspective of second-order elections theory, we had an opportunity to confirm that voters punished parties in the national government and rewarded the opposition, depending on the issues that dominated – whether it was for inappropriate reasons, such as salient, but national-level topics, or for appropriate, but boring, regional reasons. These and the entire gamut of other topics may be understood by arange of reasons. Superficially, through blanket “impressionism“, by way of individual independent case studies, or by pursuing a complex and deeper understanding of causes and effects. Using the format of this monograph focused on a single election (though necessarily with comparisons to previous ones) allows the topic to be investigated with the latter method. This is exactly what the authors of this book have attempted. The structure of the book corresponds to the logic of the electoral process, combining descriptive as well as interpretive and analytical methods.

We – here and in the other socialist countries – experienced this, only because of the limitations of the repressive system, in a much gentler way. I have never been a rebel myself, and yet what tied me to this great generation was my desire to know the world much better, to be more informed than the average, to be a real cosmopolitan. Zato ne iznenađuje da imamo tako malo istraživačkih studija o tome što se desilo i dešava s promjenama društvene svijesti među stanovništvom Bosne i Hercegovine u posljednjih dvadeset godina. A tu su, bar tako izgleda, promjene bile velike. Narodski rečeno: nevolja i pamet mijenja.

Reforma izbornog zakonodavstva Bosne i Hercegovine

Biračka masa u Bosni i Hercegovini je pretežnim dijelom tradicionalno opredijeljena. Sva politička aktivnost naroda kao da se svodi na sudjelovanje na izborima. I tu se pokazuje slab odziv birača što bi moglo značiti da je taj dio biračkog tijela izgubio nadu u boljitak ili željenu promjenu vlasti. Ne samo da izbori gube moć privlačenja interesa javnosti, ne uspijevaju ni u rješavanju kriza. Ljudi su počeli gubiti zanimanje za njih. Vlada široko rasprostranjeno mišljenje da se radi o „igri bez pobjednika“. Otud svaka rasprava o izborima i izbornim pravilima zaokuplja pažnju političke i intelektualne javnosti. Odjeljenje društvenih nauka sa svojim odborima za političke, prave i sociološke nauke ANUBiH smatralo je korisnim organizirati naučno-stručni simpozij o reformi izbornog zakonodavstva Bosne i Hercegovine. Pred čitateljima je Zbornik radova o temi Reforma izbornog zakonodavstva BiH, nastao na osnovu priopćenja prispjelih za naučno-stručni simpozij o istoj temi. Prilozi pokazuju da se temi prišlo iz različitih perspektiva: političke (radovi S. Kovačevića, A. Arapovića, G. Kovačevića i N. Korajlića, D. Arnauta, E. Fejzića, E. Huruz Memović, M, Pejanovića, S. Arnautovića, E. Sadikovića), pravne (radovi M. N. Simovića i M. Simović, Z. Begića), sociološke (radovi S. Vukadinovića, S. Kukića, A. Ždralović, P. Mijovića, Ž. Papića), iskustvene (radovi B. Borić i V. Šehića). Omogućilo je to iznošenje različitih stavova i pogleda što i jeste cilj ovakvih simpozija: sagledati temu iz raznih znanstvenih perspektiva i iznijeti različita mišljenja.

BIBLIOGRAFIJA RADOVA O DRŽAVNOSTI BOSNE I HERCEGOVINE 1943-2019.

Dvadeset petog novembra 2018. godine navršilo se 75 godina od kada je u Mrkonjić Gradu održano I zasjedanje ZAVNOBiH-a. Tada je, kako je zabilježio hroničar, “u jeku krvavih bitaka od Soče do Đevđelije, Bosna i Hercegovina, u Mrkonjić Gradu, nekoliko desetina kilometara od njemačkog garnizona u Banja Luci, ostvarivala san svojih najboljih sinova, ona je birala svoje zemaljsko vijeće. U toj historijskoj noći, sabrali su se na svoju prvu skupštinu najbolji Srbi, najbolji Hrvati, najbolji Muslimani od ravne Posavine do hercegovačkog krša, od drinskih prosjelina do masiva Dinare i bratimeći se ispod slika Tita, Staljina, Čerčila i Ruzvelta kuju sirotici kletoj svijetlu budućnost.” Uzimajući u obzir značaj koji je imalo prvo zasjedanje ZAVNOBiH-a za izgradnju državnosti Bosne i Hercegovine, pristupilo se namjeri da se na osnovu dostupnih izvora napravi baza podataka o državnosti Bosne i Hercegovine da bi se budućim istraživačima omogućilo kompleksnije sagledavanje te teme. Nekoliko je faktora opredijelilo pristup temi, a glavni je bio dostupnost građe. Natpisi koji se odnose na državnost Bosne i Hercegovine u velikoj su se mjeri umnožili nakon 1969. godine, a manifestacije su od tada obilježavane širom Bosne i Hercegovine. Pokrajinski komitet KPJ za Bosnu u Hercegovinu sredinom augusta 1943. godine donio je odluku o pokretanju lista “Oslobođenje”, koji je uprkos brojnim nedostacima omogućio širenje informacija o antifašističkoj borbi u Bosni i Hercegovini i Jugoslaviji. Od 868 članaka objavljenih u ratnom “Oslobođenju”, 255 članaka imalo je politički karakter, 217 članaka odnosilo se na borbena djelovanja jedinica NOVJ i vojnih snaga članica antifašističke koalicije, 94 na kulturno-prosvjetne prilike na oslobođenoj teritoriji i u partizanskim jedinicama, 69 na opis likova partizanskih boraca, 68 na privredne prilike u Bosni i Hercegovini, 57 na djelatnosti Narodnooslobodilačkog fronta, 50 na djelatnosti organa narodne vlasti… List “Oslobođenje” bio je dosljedan borac za društveni napredak, izgradnju socijalističkog društva, učvršćenje bratstva i jedinstva među jugoslavenskim narodima i narodnostima, a svojim natpisima je dosljedno čuvao tekovine revolucije. U oblasti nauke, prosvjete i kulture Bosna i Hercegovina je u poslijeratnom periodu ostvarila značajan napredak. “Oslobođenje” je svakodnevno donosilo natpise o svim značajnijim kulturnim manifestacijama u Bosni i Hercegovini. Za proučavanje historije socijalističkog razvoja Bosne i Hercegovine značajnu ulogu imali su i članci o značajnim pitanjima. “Oslobođenje”, kao kreativni elemenat, ali i refleks javnog mijenja, predstavljalo je vrijedan historijski izvor na osnovu kojeg je bilo moguće sagledati društveno-političke i ekonomske prilike u Bosni i Hercegovini u periodu socijalističke izgradnje. Poruke ZAVNOBiH-a postale su temeljna odrednica svih poslijeratnih ustava u Bosni i Hercegovini. Knjiga je koncipirana iz četiri cjeline. U prvoj je dat popis izvora i literature koji se odnosi na period 1945-2018. godine. Arhivska građa vojnih jedinica, društveno-političkih organizacija i organa narodne i vojne uprave najvećim je dijelom sačuvana i publicirana u većem broju knjiga – zbornicima dokumenata i podataka o narodnooslobodilačkom ratu, a ta je tema razmatrana i u drugim publikacijama. U drugoj cjelini dat je spisak članaka objavljenih u ratnom izdanju “Oslobođenja” u periodu od 1943. do sredine 1945. godine. Tadašnja njegova izdanja, uprkos brojnim nedostacima, predstavljala su značajnu pojavu za širenje informacija o antifašističkoj borbi u Bosni i Hercegovini. U trećoj cjelini data je bibliografija radova objavljenih u “Oslobođenju” u periodu od 1945. do 1992. godine. Nakon Drugog svjetskog rata uloga “Oslobođenja” u velikoj se mjeri izmijenila, pa je ono postalo značajan instrument demokratskog javnog života i mišljenja, donoseći informacije o svim značajnijim društveno-političkim i ekonomskim zbivanjima u zemlji i svijetu, predstavljajući snažno sredstvo propagande socijalističkih ideja i odgoja širokih društvenih slojeva u socijalističkom duhu i tumača ideologije i političke linije KPJ, odnosno SKJ. U period između 1945. i 1992. godine, kada se Bosna i Hercegovina nalazila u okviru SFRJ, mogli su se razlikovati stavovi prema ZAVNOBiH-u i državnosti Bosne i Hercegovine. Zahvaljujući utjecaju mlađih političara u Bosni i Hercegovini, povodom obilježavanja 25. godišnjice Prvog zasjedanja ZAVNOBiH-a donesena je odluka da se 25. novembar 1969. godine obilježi kao Dan državnosti Bosne i Hercegovine. Od tada se širom Bosne i Hercegovine taj dan proslavljao brojnim manifestacijama. U četvrtoj cjelini bibliografije nalazi se popis novinskih članaka objavljenih u periodu od 1992. do 2018. godine. Pored podsjećanja na proces izgradnje državnosti Bosne i Hercegovine, posebna pažnja posvećena je aktuelnom odnosu prema tekovinama Narodnooslobodilačkog rata, odnosu prema ZAVNOBiH-u u periodu socijalizma, ali i osporavanju i negiranju svih povijesnih obilježja bosanskohercegovačkog društva. Dan državnosti Bosne i Hercegovine sada se obilježava samo u jednom dijelu zemlje – u Federaciji Bosne i Hercegovine, dok je u Republici Srpskoj prisutna namjera da se sva njegova obilježja iz prethodnog vremena u potpunosti izbrišu iz memorije. Otkako je u procesu disolucije Jugoslavije nacionalizam postao dominantna ideologija u Bosni i Hercegovini, počelo je negiranje njenog povijesnog bića, kao i univerzalnih principa ZAVNOBiH-a. Značajnu pomoć u kompletiranju uvida u natpise u štampi predstavljala je baza podataka za period od 2003. do 2018. godine, koju je objavio Infobiro-Medija centar iz Sarajeva, ali je trebalo izvršiti selekciju predstavljenih članaka i dopuniti postojeći popis. Iako je bibliografija rađena po drugim metodološkim principima, ona ipak omogućava puni uvid u navedene novinske članke. Kao prilog i doprinos vizuelnom sagledavanju razmatrane teme, pod naslovom “Tri zasjedanja ZAVNOBiH-a”, priložene su fotografije koje se nalaze u Historijskom muzeju u Sarajevu, kao i fotografije objavljene u knjizi Monografija Mrkonjić Grada, štampanoj povodom obilježavanja 30. godišnjice ZAVNOBiH-a 1973. godine. Na kraju, dat je registar imena autora knjiga i članaka objavljenih u publikacijama, kao i imena autora novinskih članaka. Ovaj prilog posvećen obilježavanju 75. godišnjice ZAVNOBiH-a potvrda je da ZAVNOBiH živi i da će njegovo povijesno biće i dalje biti prisutno u našoj stvarnosti. Kao važan elemenat u pitanju čuvanja tekovina NOR-a naredni zadatak će biti obilježavanje 80. godišnjice ZAVNOBiH-a, a za to će biti potrebno omogućiti kompleksniji pristup štampi i literaturi.

Dva životy, dvě kultury, dvě země: Řekové na českém území od 2. poloviny 20. století do současnosti

The book is part of a long term project of the Hellenika Foundation Brno Greeks on Czech territory since the mid-20th century in the implementation of which the Ethnographic Institute of the Moravian Museum has been participating on professional basis. The main goal of the project was to present, on the occasion of its 70th anniversary, the first big immigration wave of Greek refugees on the territory of the then Czechoslovakia. The foundation started preparing worthy celebrations as soon as in 2017 with interviewing 19 selected respondents in the average duration of 45 minutes resulting in separate video and audio records. This research became then a stepping stone of activities in following several years. The first output was the exhibition Two lives, two cultures, two countries. Greeks on Czech territory since the mid-20th century. The public could learn about the arrival of Greeks on Czechoslovak soil in consequence of the civil war, about their gradual integration as well as preservation of their specific culture. During the exhibition opening in November 2018 a documentary with the same title was shown that had come into being through the combination of extracts from interviews, period shots and examples of archive materials of various kinds. In the following year the film was presented at the festival of museum movies Musaionfilm in Comenius Museum in Uherský Brod. It was awarded the main prize „Černý Janek“ for an innovative treatment of the fortunes of the Greek minority in this country. In 2019 a travelling version of the exhibition was created available today to educational and memory institutions throughout the country. In the same year the transcription of the recorded interviews into a written form was carried out. Their publication, analysis and interpretation complemented with a brief survey of the past and present are the core of this book.

The presented historical source is an extremely interesting letter, written in 1957 by a Polish emigrant, who had held a high-ranking position at the Ministry of Labour and Welfare of the Second Polish Republic. The author writes to his acquaintance describing his wartime path: arrest by the NKVD in Lithuania, imprisonment, exile to the Altai Krai, then his service for the Polish government-in-exile in Slavgorod, Teheran, Isfahan and Beirut, and finally his passage to England, where he made his home after the war.
