The process of managing customer complaints in tourism companies is a significant prerequisite for improving customer relationships and increasing the level of customer satisfaction and loyalty. Companies in tourism tend to reduce the number of dissatisfied and unprofitable customers. The subject of research in the paper is the analysis of the influence of certain factors on the tendency of customers to appeal to tourist agencies and, consequently, to their loyalty.The aim of the research is to examine whether and to what extent the sociodemographic characteristics influence the decision of the customers to file complaints with the agency in case of dissatisfaction with the service. Particular emphasis is on the analysis of the influence of certain relational factors (such as the level of customer confidence, image of the agency and the effectiveness of the complaint management process) on the tendency of customers to appeal and to increasing their satisfaction and loyalty to a particular agency. The importance of research is also in providing guidance to both tourist agencies and other companies in the field of tourism, improving customer relationships and improving the quality of the service process through effective customer complaint management.

In this article is analyzed the importance of urban agglomerations in the regional organization of Serbian space at one side, and on the other side they are taken as carriers of the future integration of the serbian urban system into the urban of the South-Eastern Europe (SEE). In the regional configuration of Serbia, more different forms of territorial impacts of urbanization, urban areas and urban regions. High level of urban centralization is formed under the influence of the population density and functions of the metropolitan area of Belgrade. The problems of unbalanced disposition of population growth and qualitative transformation of urban centers are stressed and analyzed. Based on the role in integration process in the SEE, the metropolitan region of Belgrade is pointed out as its principal carrier and the metropolitan region of Niš as its secondary carrier, as well as the urban centers of importance for the cross-border regional cooperation. As the most suitable instrument of internal regional integration the model of Functional Urban Regions (FURs) or Functional Urban Areas (FUAs) is proposed, and for external regional integration is proposed the model of Metropolitan European Growth Areas (MEGAs). The coherent short-term and long-term development strategies for serbian towns and their regions seem absent.

УРБАНИЗАЦИЯ КАК ХОЗЯЙСТВО: ВЕДОМСТВЕННЫЕ ГОРОДА НЕФТЕДОБЫВАЮЩИХ РАЙОНОВ ЗАПАДНОЙ СИБИРИ (1960 – 1980 гг.)

In this article the urbanisation process in the oil and gas producing regions of the Western Siberia in the period of oil and gas exploration (1960’s - 1980’s) is analysed. The region urbanisation is treated on three meta-levels – the organisation of towns’ resettlement system, urban environment formation, towns’ identity designing. Interaction and confrontation between main subjects of urbanisation – departmental and towns’ elite and discourses – took place exactly on these meta-levels. The author comes to a conclusion that urbanisation of oil and gas producing regions of the Western Siberia was of departmental origin and matter: resettlement system was adjusted to the town-planning experience of departments; urban environment was formed as the mixture of isolated departmental economies; towns served as “seigneurial oikos”. There was no towns’ identity, and identification of towns’ citizens was principally based upon the industrial characteristic.

The authors discuss the notions of knowledge about the EU and intercultural competence as important aspects of citizenship education in the context of modern language education. Exploring the integration potential between the Bulgarian language and the other languages studied at secondary school outlines some opportunities for students to learn about the EU and develop intercultural competence, which are presented in the paper. The theoretical analysis and practical solutions have been realized within the project “Promoting Excellence in Teaching and Research in EU Studies at Primary and Secondary School Level through Digital and Virtualisation Tools. An emphasis is laid on the teaching materials suitable for studying EU-related topics which are based on the integral links among the studied languages, on the selected teaching methods and techniques, as well as on the variety of envisaged activities.

This paper examines in great detail the institute of condition required to form an employment contract in employment law of Republic of Srpska. Conditions which need to be met for the employment contract to be formed can be general and specific. General conditions are stipulated by the Employment Law of Republic of Srpska, whereas specific conditions are governed by General Collective Agreement of Republic of Srpska. However, general conditions are insufficiently and inadequately regulated by the law. Specific conditions for formation of an employment contract are not stipulated by the Employment Law of Republic of Srpska, they are merely listed in the General Collective Agreement. Specific conditions too are insufficiently and inadequately regulated. After analyzing provisions of Employment Law of Republic of Srpska governing general conditions for formation of an employment contract, the author presents arguments for changing regulations concerning both general and specific conditions. The author also puts forward de lege ferenda legal solution. New Employment Law is being drafted for quite some time now, and having in mind all the changes that took place since passing of the current law, it would be necessary to explicitly include in it the institute of conditions for formation of an employment contract which will regulate the matter more adequately.

The subject of research is the economic mechanism of energy conservation in the air transport enterprises. The aim of the research is justification of essence, terms and regularities of formation and criteria for evaluating the effectiveness of working of this mechanism. Methodology of essay is presented by the basic tenets of the theory of energy management, innovative management and economic growth. The article is based on empirical research methods, combined and the axiomatic method. Among the used empirical methods are analysis and synthesis; combined methods - expert assessments, systematic and comprehensive approaches. The article describes the problem of energy resources consumption. The tendency of their scarcity is denoted. The necessity of energy conservation policy at both State and several enterprises levels is justified. Legal support of energy saving is considered and tasks of Ukraine in the framework of participation in the Energy Community are designated. Solution of problem of increasing energy security in the air transport sector in Ukraine is formulated. The specificity of air transport enterprises as energy consumers is considered. Trends of activation of energy conservation in the air transport enterprises are formulated. Тhe article reveals the essence, conditions of the formation and expediency of the functioning economic mechanism of the energy conservation in the Ukrainian air transport enterprises, criteria for evaluating the effectiveness of its acting are identified. The results of the study can be used as a basis of the strategy of energy security of air transport enterprises. Scientific results can also be used by the air transport enterprises in carrying the efficient energy use policy. Energy conservation advocates economic activity, which is associated with the management of enterprise resource provision. Economic mechanism of energy conservation in the air transport enterprises is a prerequisite for ensuring energy security of air transport. It is created due to the legal and technical and technological factors determining the energy conservation activities. Regularities of the formation of this mechanism are of industrial, commercial and environmental character. The effectiveness of this mechanism is shown by a volatility decreasing and profitability increasing of the air transport enterprises.

The article focuses on studying the success rate of NSA “Vasil Levski” students in the period of distance semester examinations in the conditions of the COVID-19 pandemic. The average exam scores between in-person and remote examination periods are compared. The following indicators were examined: the number of examinations held and the number of examinations passed by students; distribution in absolute and relative values of the scores obtained in the range according to the Bulgarian assessment scale; averages of the scores obtained. It has been found that the distance learning platform virtual.nsa.bg offers favorable conditions for quality online exams, which allow obtaining grades adequate to the knowledge shown by the examinees. The methodology by which test exams are created in the platform, and the security mechanisms developed when conducting exams significantly reduce the opportunities for examinees to artificially increase their grades without having demonstrated the required knowledge.

The aim of this article is to trace historically the concepts of teachers’ professional profile around the World and in Bulgaria, and on this basis to bring out the skills necessary for modern science teachers. Attention is drawn to the change in the role of the teacher, the learning environment, technological progress, family values. The focus of the study is on the views of the founders of constructivism – John Dewey, Lev Vygotsky, Jerome Bruner and others – for the professional and personal qualities of the teacher.

Governments in many countries in transition tried to make their country rich, perspective, organized by free market model, but only few succeeded in their intention. The key question that this paper tries to answer is which countries made biggest success and why they did so and others did not. Author’s intention was not to argue about actual measures but to make a simple macro-economic model in which whole economy is divided in two sectors: real and financial, and which contains the level of freedom as a measure for transition. In doing so, the author tries to offer to readers a look at the transition history of the most successful countries. We think that the findings are more than interesting and useful for transition authorities in our country. They suggest that consistency in implementation is more important for the successful process than the selected strategy. Finally, the result of all transition strategies is the same: successful inclusion of the country into international division of labour.

By the end of WWII Yugoslavia had suffered huge human and material losses. The Yugoslav communists eyed the West with distrust, deeming that possible economic help from those quarters would be coupled with political pressure. They expected the Soviet Union, of which they had an idealized conception, to aid the renewal. Although it was one of the two super-powers that had come out of the war, the USSR had also suffered major material damages and was not always able to satisfy all Yugoslav demands to the full. Aid was lent in keeping with Soviet capabilities whenever possible. During 1945 possibilities were explored and negotiations led about a goods loan, establishing joint companies, employment of Soviet experts and trade. Foreign trade had the character of aid and was the main form of cooperation during that year. The Soviet Share in Yugoslavia’s foreign trade was 75.1% in exports and 68.3% in imports. Thanks to trade necessary raw materials and goods reached Yugoslavia.

The aim of the text is to highlight the achievements and outline the challenges which the European Union (EU) policy for sustainable development is facing in an attempt to identify the orientation and boundaries of a successful urban development strategy. Firstly, I analyze the problems related to the definition of the concepts of sustainability and sustainable development. Secondly, I raise the question why cities and urban development are important when talking about and striving for sustainability. On this theoretical basis and based on the presented data on urbanization and urban development, the text focuses further on the strategies for sustainable urban development at European level and in a global context, highlighting possible perspectives and obstacles. The thesis presented is that cities, city governments and urban communities are one of the main “players” in sustainable development policy at all levels – global, supranational (European Union), regional, national and local. The analysis of the policies at two of these levels – global and European – shows that cities are indeed leaders in the process of sustainable development. Under the pressure of urbanization, intensified human mobility and concentration of services in urban spaces, it is increasingly necessary to think globally and in terms of sustainability. The EU Urban Agenda, adopted in 2016, introduces an innovative working method for multilevel management of sustainability and objectives, co-chaired by all partners on a voluntary, inclusive, and equal basis. This confirms the conclusion that sustainable urban development and sustainable development in general are impossible without coordinated action, common strategies and shared visions of all social actors and stakeholders as well as integrated approach at EU level.

The aim of the article is to show how and to what extent global ideas for sustainable development and use of natural resources are understood and implemented in Bulgaria by revealing and analyzing some of the specifics of two parallel and interconnected trends aimed at achieving sustainable agriculture. These are organic farming and relocalization of food through the implementation of the concept of food sovereignty represented on the local level by Hrancoop movement. The views of the bio-farmers and their connectedness to the concepts of alternative agriculture are also presented, as well as the policies, regulations and subsidies in the agricultural sector and the protection of the environmental. Crucial for the producers are personal motives, interest and experience rather than particular global ideas.

Four legislator in Bosnia and Herzegovina incriminate tax evasion differently. Numerous responsibilities and blanket nature further complicates the understanding of tax evasion. Some questions traditionally accompany this offense and impose a comparison of positive solutions. The aim of the work is to show, through analysis and comparison of positive local solutions, the importance of the crime of tax evasion and the need for a comprehensive study. Unlike many other crimes, tax evasion in current scientific and professional treatment has not received enough attention which would be proportionate to its importance.

Утицај међународних финансијских институција у БиХ на јавни сектор, структуру и политику дуга

On the basis of membership in the International Monetary Fund, BiH realized memberships in the IBRD and EBRD, and has reached a comprehensive and intensive level of financial cooperation with these two international institutions as well as with the European Investment Bank. The deployment of international financial resources in the past period for the current funding of public infrastructure and other project needs was predominantly related to the World Bank, the EBRD, the EIB and the IMF in terms of the budget adjustments needs. Obligations to the EIB during the last six-year period were approximately tripled where the share in the overall debt doubled and changed from 5.46% to 10.58%. The commitments to the EBRD in the same period increased by 4.3 times and they nearly tripled from 2.58% to 7.23% in relation to the structure of the total foreign debt. In view of the World Bank, the financing of domestic project needs was mainly focused on the IDA component sources and during this period the debt under this source increased by 18.6%. At the same time, the share of commitments towards the WB decreased from 53.42 to 37.45% in the foreign debt structure. High-changing commitments to the IMF indicate the difficulties in correcting the budget deficit and the presence of balance of payments disequilibrium Bosnia and Herzegovina. Although the financial activities of the three dominant banks dominantly opt for the amount of sovereign BiH debt, their transition impact on BiH is moderate and weak especially with the key infrastructure projects. Insufficient transition effects, delays in reforms, lack of medium-term planning in the creation of sovereign debt suggest the need to review the system of debt management in BiH.
