Summary/Abstract: Only four years ago, in a speech delivered after a trip to Eastern Europe, George Bush was still praising President Ceausescu as one of Eastern Europe's "good communists. " The vice-president's speech was a belated echo of what had been the Western attitude towards Romania since the mid- 1960s: a strong belief in and support for its autonomous foreign policy, a willingness to help economic modernization through credits, know-how and trade, and the hope that a more independent leadership would also favor a more liberal domestic model. The expectations, however, did not materialize. Domestically, the autonomous Romanian communists continued to rely on the same old models, mismanaging the economy and impoverishing one of the potentially richest East European countries. [...]
