Visegrad and its ‘Soft Power’: the V4 Developments of 2009 Reviewed and Priorities of the Upcoming Period Outlined

An evaluation of the Visegrad Four’s activities in the past months may be condensed into the following three statements: the V4 is becoming an increasingly efficient form of regional cooperation in Central Europe, an increasingly dynamic regional platform within the EU and an increasingly sought after partner for cooperation in neighboring regions of the Eastern Neighborhood and Western Balkans. The common denominator for all three statements is the emphasis on the positive dynamism of V4 development. The intention of the present paper is not just to evaluate the activities performed within the V4 format, but also to analyze the major aspects or areas of cooperation as well as to outline development trends for the upcoming period of time. Cooperation within the V4 is multilayer and certain abridgements have been, in view of the limited extent of the text, necessary. The first part of the present paper is therefore focused on the most significant activities carried out in the area of foreign and security policy during the latter half of the Polish presidency as well as under the Hungarian one. The second part of the present paper concentrates on reassessment of the cooperation principles and mechanisms aimed at rendering cooperation more intensive and more efficient. The closing part of the present paper identifies and evaluates the most important challenges faced by the V4 presidency taken up by Slovakia on July 1, 2010.

This text is based on direct observations and authentic materials collected within the framework of a broader research program entitled: “The cultural identity of a suburb: living in the “New Misa” community of Pančevo” . The paper, first of all, provides data on the administrative affiliation, regional position, physical boundaries and traffic connections of this residential area to the other parts of town and its surroundings, then, on its urban-planning features, considered in a synchronic-diachronic perspective. This is followed by a survey of the community’s history, that is, of the major stages of colonization and urbanization of its territory, and by an attempt to draw an outline of its contemporary appearance and “ identity” through confronting regional plans made for it by experts with what has come about in practice and social reality. The residential area of “Misa Vinogradi” appertains to the subdistrict “Mladost”. It is located to the north-east of the town center, between the railway line and the road to Vršac. It belongs to the latter-day parts of town, whose emergence, expansion and urbanization were necessitated by the industrial development of Pančevo in the second half of the 20th century. Initially a small settlement in the then scarcely populated rural area, it emerged before the second world war, most probably for the needs of the workers employed at the “Outskirts” railway station. The settlement was founded on non-buildable agricultural land of erstwhile tilled fields, threshing floors, vinyards, and the town race-course. It has developed without a plan, through unauthorized construction, as an illegal homesteading for individual/family residential purposes. The process of its growth started in the post-war period, caused by the local, regional and inter-republic migrations of the population from the territory of Pančevo and its surroundings, from the other parts of Vojvodina, and from the republics of the former Yugoslavia - Bosnia-Herzegovina, Montenegro, Macedonia, and Croatia. The chief reasons for immigration were to get an employment, mainly in the industrial zone o f the town, and to solve the housing problem . The biggest influx of new settlers, accompanied by an upswing in the housing construction, came in the 1990s. The settlement first emerged as a subject of research and planning back in 1968, when this area, with some 2,500 inhabitants, w as still situated beyond the approved residential territory. A decision was passed to urbanize the existing “ shanty town” and to incorporate it into the county town. A right to become buildable, how ever, was granted it as late as 1973, with the enactment of the first detailed urbanization plan for this area. A complete and consistent implementation of this and of the other subsequent plans w as hampered by hard socio-economic circumstances and by the historic developmnets, so that, in reality, the trend of spontaneous, disorganized and illegal construction continued. The major portion of the town planners’ vision offered from the late 1960s through the 1970s and 1980s has remained on paper: removal of the railway track from the territory of the settlement, the gasification, the construction of the residential area auxiliary structures and of a complete traffic infrastructure, T& T network installations, etc. According to the town-planners and other experts, “Misa Vinogradi” was created as a bedroom community, and has largely remained so to this very day. Not with standing all this, as of today, it has a clear-cut “ identity” : a residential organization (mostly detached family houses), a physical-spatial and architectural character, and a reputation of being the “ community of the children and of the young”, “predominantly made up of young married couples and families”. According to the national structure and to the ethnic and regional origin of its dwellers, the settlement is a multi-ethnic mosaic - a situation typical of Vojvodina.

Financial creditworthy models are popular for their simplicity and fast applications. Above all, quantitative evaluation of financial health guarantees an unbiased assessment of company. On the other hand, these models do not take into account the soft factors. Probably, the most famous Czech financial models known as creditworthy are Credibility Index, Rudolf Doucha´s Balance analysis, and Kralicek´s Q-test. They were created for the purpose of assessing the creditworthiness usually without using statistical methods. Can they be used for prediction of business failure despite this drawback? What is their success rate? Which of these classic financial models achieves the highest accuracy? To find answers a dataset of financial statements of 92 companies in manufacturing industry was analysed. These companies went bankrupt between 2010-2014.

The market volatility plays an important role in the world of finance and it is essential part of risk management, asset management and valuation of derivatives. Several models for volatility forecasting exist. The aim of this paper is to provide a theoretical background for further research in forecasting exchange rate volatility. The first part describes essential information about market volatility and its importance. Analysis of commonly used methods for volatility forecasting follows along with a comparison of individual econometric models. Empirical literature, which measures predicting abilities of different models on the real data from the foreign exchange market, is also examined. According to our results, one of the best model for forecasting exchange rate volatility is simple GARCH(1,1) model. However, the latest empirical evidence highlights relatively new HAR-RV model which is able to provide even better results.

This study is focused on comparing empirical and theoretical yield of business strategies applied to stock markets. We continue in our previous articles in which we deal with the short-term prediction of stock markets and with creating business strategies using Markov Chains analysis. When defining a state space we assume that the stock price moves in three types of trends: primary, secondary and minor. The object of our interest is a minor trend which usually lasts for several days. During this trend the stock price accumulates a certain profit or loss in relation to the price at the beginning of the trend. The state space is defined by the size of the accumulated profit or loss. Business strategies are formed in the way that the states in which the stock price decreases generate buying signals and the states in which the stock price increases generate selling signals. Theoretical profitability of a business strategy is modeled on the basis of a matrix of transition between states probability, a matrix of evaluation of these transitions and the expected number of transactions. We calculate the parameters of this model, as well as empirical profitability, with historical data of CEZ stock during the ten years period from early 2006 to the end of 2015. In some cases empirical and theoretical results were nearly the same, in other cases they differed significantly.

This paper aims to explore the administrative and accommodation process of asylum seekers in Registration and Procedure Centres (CEP) of Swiss Confederation, which are managed by the State Secretary for Migrations (SEM). It is the result of an unprecedented survey we have conducted in two federal Centres. By interviewing the three main field actors, we highlight the interactions between SEM administrative staff, management and accommodation employees and asylum seekers who are received in the CEPs for a temporary period at the beginning of the asylum procedure. We will be confronted with the hypothesis that despite the integrated reception process in these centres, the implementation of the Sectoral Asylum Plan and the acceleration of asylum procedures, as well as the varied concerns and priorities of the main actors impact the development of future federal centres (CFA) and cannot satisfy all the requirements of asylum process stakeholders.

The school dropout phenomenon involves an extremely complex causality and - at the same time - represents a difficult and sensible problem faced by the contemporary society, not only in Romania, but also in the whole European area. Through this paper, we aim to identify the views of a sample of primary and secondary teachers concerning the causes of the school dropout in the Romanian school and the effectiveness of social and/or educational policies implemented so far. We also propose - following the investigative research - to identify and underline several sustainable solutions, in order to be applied in the context of the Romanian society and educational system, regarding the prevention and mitigation of this phenomenon. At macro level, it is important to increase the access to education, mostly in the case of disadvantaged students. At micro level, monitoring the students with big potential of school dropout and adopting of measures which limit this phenomenon seem to be crucial. In this format, just the primary and secondary teachers were questioned, but the research illustrated in this paper was carried out in order to justify and prepare a Grant dedicated to limit the university students drop-out, in the frame of the ROSE programme.

Od marta 2002. godine, Komisija je redovno obavještavala Savjet i Parlament o napretku zemalja zapadnog Balkana. Ovo je prvi Izvještaj o napretku za Crnu Goru od kako je postala nezavisna država nakon referenduma održanog 21. maja 2006. godine. Ovaj izvještaj: - Ukratko objašnjava odnose između Crne Gore i EU. - Analizira političku situaciju u Crnoj Gori u oblasti demokratije, vladavine prava, ljudskih prava, zaštite nacionalnih manjina i pitanja regionalnog karaktera. - Analizira ekonomsku situaciju u Crnoj Gori - Razmatra mogućnost Crne Gore da primijeni evropske standarde, tj. da postepeno uskladi svoje zakonodavstvo i politike u skladu sa acquis-em, SSP-om i prioritetima iz EP-a. Posmatrano iz vremenske perspektive, ovaj Izvještaj obuhvata period od 1. oktobra 2005. godine do 30. septembra 2006. godine. Napredak je ocjenjivan na osnovu donijetih odluka, usvojenih zakona i primijenjenih mjera. Po pravilu, zakoni ili mjere koji su u fazi pripreme ili se za njih očekuje saglasnost Skupštine RCG, nijesu uzeti u obzir. Ovakav pristup omogućava podjednak tretman svih izvještaja i garantuje objektivnu ocjenu stanja. Ovaj Izvještaj je zasnovan na informacijama koje su prikupljene i analizirane od strane Komisije. Za prikupljanje informacija, korišteni su i ostali izvori (kao što su doprinos od strane Vlade Republike Crne Gore, država članica, Evropskog parlamenta1 ), a korištene su i informacije koje su dobijene od strane međunarodnih i nevladinih organizacija. Komisija donosi zaključke o Crnoj Gori u posebnom dokumentu o proširenju2 , koji se zasniva na tehničkoj analizi iz ovog Izvještaja.

Od obnove državnosti Bosne i Hercegovine na Prvom zasjedanju ZAVNOBiH-a 1943. godine i donošenja Ustava Narodne Republike Bosne i Hercegovine 1946. godine Grad Sarajevo ima politički i ustavno-pravni status glavnog grada Bosne i Hercegovine. Status Sarajeva kao glavnog grada Bosne i Hercegovine utemeljen je i u Dejtonskom mirovnom sporazumu unutar Aneksa IV Ustava Bosne i Hercegovine. Tokom višedecenijskog razvoja Sarajevo je od 1945. do 1992. godine postiglo nove domete u urbanom, ekonomskom i kulturnom razvoju. Značajan uspon u ekonomsko-socijalnom i urbanom razvoju Sarajevo postiže u okviru projekta pripreme i održavanja XIV zimskih olimpijskih igara 1984. godine. Sa Zimskim olimpijskim igrama Sarajevo dobija planetarnu promociju svog dotadašnjeg urbanog i kulturnog razvoja kao glavnog grada Bosne i Hercegovine. Sarajevo je na temelju stečenog iskustva antifašističkog otpora okupatoru zemlje u Drugom svjetskom ratu uspješno organizovalo svoje ljudske potencijale za odbranu grada u vremenu njegove, u novijoj istoriji najduže vojne opsade u ratu protiv suverene države Bosne i Hercegovine od 1992. do 1995. godine. Time je Sarajevo, kao glavni grad suverene i nezavisne države Bosne i Hercegovine, imalo jednu od glavnih uloga u odbrani suvereniteta, integriteta i istorijskog multietničkog bića Bosne i Hercegovine. Dejtonskim mirovnim sporazumom Sarajevo je sačuvalo svoju istorijski oblikovanu urbanu cjelinu na prostoru: Starog Grada, Centra, Novog Sarajeva, Novog Grada, Ilidže i Vogošće. Međutim, u vremenu uspostavljanja Kantona Sarajevo 1996. godine ukinut je dotadašnji pravni status Grada Sarajeva kao autonomne jedinice lokalne samouprave. Iza toga je Skupština Kantona Sarajevo 1997. godine usvojila Amandman I na Ustav Kantona Sarajevo kojim je uspostavljen Grad Sarajevo, ali bez punih samostalnih nadležnosti i sa suženom teritorijalnom organizacijom. U okviru Centra za istraživanje razvoja lokalne i regionalne samouprave Odjeljenja društvenih nauka unutar Akademije nauka i umjetnosti Bosne i Hercegovine tokom 2019. i 2020. godine izvedeno je istraživanje na temu Sarajevo grad i regija u vremenu i prostoru – studija. U zaključnim stajalištima istraživački tim zagovara nužnost promjene postojećeg ustavno-zakonskog položaja Grada Sarajeva u pogledu nadležnosti i teritorijalne organizacije.1 U nastojanju da se dođe do sveobuhvatne naučne elaboracije bitnih aspekata reforme ustavno-zakonske nadležnosti i teritorijalne organizacije Grada Sarajeva inicirana je priprema i održavanje međunarodne naučne konferencije Političko-pravni i zakonski položaj Grada Sarajeva u sistemu lokalne samouprave u Bosni i Hercegovini: mogućnosti reforme nadležnosti i teritorijalne organizacije. Za zbornik radova je pripremljeno 15 referata. Autorski referati pripremljeni za zbornik radova konferencije obuhvataju više tematskih područja: ustavno-pravni, politološki i sociološki aspekti položaja Grada Sarajeva u sistemu lokalne samouprave Bosne i Hercegovine; komparativna analiza ustavno-zakonskog položaja glavnih gradova Slovenije, Hrvatske, Srbije i Bosne i Hercegovine, kao i referati iz oblasti urbanog i ekonomskog razvoja. Elvis Fejzić: Nova politička vizija gradske autonomije: izazovi teritorijalne i institucionalne reorganizacije Grada Sarajeva; prof. dr. Franc Grad: Lokalna samouprava v Republiki Sloveniji s posebnim ozirom na položaj glavnega mesta; prof. dr. Zijad Hasić Komparativni pogled na normativno i institucionalno uređenje glavnih gradova Beograda i Zagreba s osvrtom na glavni grad Sarajevo; prof. dr. Pavle Mijović: Rekonfiguracija urbanog Sarajeva. Od agonističkog pluralizma prema društvenoj koheziji; prof. dr. Slaviša Orlović: Model izbora skupštine grada, gradonačelnika i gradskog veća Grada Beogradu u uporednoj perspektivi; prof. dr. Jasmina Osmanković / dr. sci. Nataša Pelja Tabori: Uloga Grada Sarajeva u razvoju regije – institucionalni i financijski kapacitet; akademik Mirko Pejanović: Ustavno-pravni položaj Grada Sarajeva u postdejtonskom periodu sa uklonom na mogućnost reforme nadležnosti i teritorijalne organizacije; dr. sci. Nataša Pelja Tabori / prof. dr. Jasmina Osmanković: Prostorno i urbanističko planiranje Sarajeva – prošlost, sadašnjost, budućnost; prof. dr. Elmir Sadiković: Glavni gradovi u nacionalnim sistemima lokalne samouprave – komparativna analiza Sarajeva, Beograda, Zagreba i Ljubljane; prof. dr. Kasim Trnka: Principi rehabilitacije ustavne pozicije Grada Sarajeva i mr. Amir Vuk Zec: Sarajevo će biti, sve drugo će proći. Važan doprinos u pripremi referata dali su recenzenti: dopisni član ANUBiH-a Fikret Čaušević, prof. dr. Danica Fink-Hafner (Fakultet za družbene vede v Ljubljani), prof. dr. Muhamed Hamidović, prof. dr. Ivan Koprić (Pravni fakultet Sveučilišta u Zagrebu), akademik Slavo Kukić, akademik Miodrag N. Simović i akademik Miloš Trifković Osim autorskih studija, odnosno referata za zbornik radova, priređen je i prilog u vidu analize o provedenom empirijskom istraživanju. U istraživanju je izvršeno anketiranje vijećnika u šest gradskih opština: Stari Grad, Centar, Novo Sarajevo, Novi Grad, Ilidža, Vogošća i Gradskom vijeću Sarajeva o njihovim stavovima o mogućnosti reforme nadležnosti i teritorijalne organizacije Grada Sarajeva. Kao prilog, pripremljen je i esej ratnog gradonačelnika Sarajeva, prof. dr. Tarika Kupusovića. Ideje i prijedlozi o mogućnosti reforme nadležnosti i teritorijalne organizacije Grada Sarajeva što su elaborirani u referatima za međunarodnu naučnu konferenciju mogu u godinama koje dolaze biti valjana osnova za donošenje odluka u nadležnim tijelima: Skupštini Kantona Sarajevo, Gradskom vijeću Sarajeva i opštinskim vijećima Starog Grada, Centra, Novog Sarajeva, Novog Grada, Ilidže i Vogošće o reformi nadležnosti i teritorijalne organizacije Grada Sarajeva.

SAVJETOVANJE - STANJE I PERSPEKTIVE RAZVOJA NAUČNOISTRAŽIVAČKE I ISTRAŽIVAČKORAZVOJNE DJELATNOSTI U FEDERACIJI BOSNE I HERCEGOVINE

1. U 2009. godini EU je u oblast nauke i tehnološkog razvoja uložila cca 2% svoga GDP. U 2009. godini Bosna i Hercegovina je u oblasti nauke i tehnološkog razvoja uložila ukupno (država, entiteti, kantoni) 0,08 % GDP. Akademska zajednica to ocjenjuje neprihvatljivim zanemarivanjem nauke i tehnološkog razvoja na nivou države, entiteta i kantona. 2. Akademska zajednica zahtijeva od svih državnih organa da preuzmu svoju odgovornost u finansiranju nauke i tehnološkog razvoja u skla– du sa normama EU i u roku sljedeće 4 godine dostignu (u zbiru) 2% GDP u toj djelatnosti.* 3. U tome smislu potrebno je donijeti: - statusne zakone o naučno-istraživačkoj i istraživačko-razvojnoj djelatnosti na nivou države, entiteta i kantona; - zakone o formiranju fondova** (kao pravnih lica) za naučno-istraživačke i istraživačko-razvojne djelatnosti na nivou države, entiteta i kantona, usaglašene sa praksom EU. 4. U cilju mjerenja i praćenja efekata ulaganja, agencije za statistiku*** trebaju pratiti naučno-istraživačku i istraživačko-razvojnu djelatnost u skladu sa standardima EUSTAT-a i OECD-a. 5. Znanstvene i tehnološke rezultate u privredi, agencije trebaju pratiti na osnovu broja patenata, komercijalizacije izvozno sposobnih proizvoda, usluga i tehnologija, nastalih na vlastitom know how, te na osnovu broja prodatih licenci. 6. Potrebno je osnovati Centar za scienciometriju BiH (npr. u okviru Nacionalne i univerzitetske biblioteke Bosne i Hercegovine), koji će pratiti znanstvene i tehnološke rezultate na univerzitetima. 7. Potrebno je izvršiti klasifikaciju naučnih i istraživačkih institucija u skladu sa pozitivnom praksom EU, te uvesti kategoriju „izvrsnosti“; ove institucije trebaju imati povoljnije uslove finansiranja. 8. Neophodno je zakonski regulirati i obezbijediti sistemsko dugoročno obrazovanje naučnog podmlatka i investicije u institucije kako bi se osposobile za istraživačke projekte. 9. Poželjna je izmjena Zakona o Vladi FBiH i formiranje Ministarstva za visoko obrazovanje, nauku i tehnologiju.
